INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS/

OFFERORS AND EVALUATION CRITERIA FOR AWARD

1 .1 GENERAL

The scope of this is an Unrestricted Invitation for Bid (IFB) for Oakland Inner and Outer Channel Maintenance Dredging Project, Alameda County, California. The work includes annual maintenance dredging of the Oakland Inner and Outer harbor to -50-ft (MLLW) plus 1-ft of paid over-depth and transporting of the dredged material per the requirements in specification Section 01 11 00 SUMMARY OF WORK. Excluding Reach 10A, the material from Reaches 1 through 10B is suitable for disposal at a Contractor-furnished upland site as cover. The material from Reach 10A is suitable for disposal at a Contractor-furnished upland site as foundation. Dredged material from Reach 1 through 10B is also suitable for disposal at Government furnished ocean disposal site (SF-DODS). The work to be performed by the contractor and all subcontractors and suppliers qualifies for an exemption from the requirements of California Executive Order N-33-20, dated March 19, 2020, requiring individuals to stay at home to reduce the transmission of COVID-19. The work is exempt because it is needed to maintain continuity of operations of the Governments [waterways or facilities] critical infrastructure sector. The work of suppliers for the contract may also be needed to maintain continuity of operations of the Defense Industrial Base critical infrastructure sector. A description of these sectors can be found at https://www.cisa.gov/critical-infrastructure-sectors. The work is also exempt from the various California County shelter-in-place orders because it is necessary to the operations and maintenance of Essential Infrastructure, which under those orders includes public works construction.
