About this file

This document contains questions and answers related to a solicitation for annual maintenance dredging of the Oakland Inner and Outer harbor channels in Alameda County, California. The solicitation will require dredging to a depth of 50 feet below the mean lower low water elevation plus one additional foot of overdepth dredging. Excluding Reach 10A, dredged material can be disposed of at an upland site provided by the contractor for cover, or at the government-furnished ocean disposal site. Material from Reach 10A must be disposed of at an upland site for foundation purposes. All dredged material is suitable for disposal at the San Francisco Deep Ocean Disposal Site. Questions from interested parties were answered to clarify requirements regarding third party surveyors, dredging windows, decanting operations, and disposal site capacity. The solicitation will be available on March 6, 2020 on Beta.SAM.gov, with bids due on April 6, 2020.

Section 01 11 00

1.1.1 d. in Section 01 11 00 states, "If the KO approves dredging outside of the environmental window, all material must be placed at a permitted beneficial use upland site that benefits aquatic species, as approved by the National Marine Fisheries Service." Can the Government please provide a list of NMFS-approved, permitted beneficial use upland sites? If not, please indicate how bidders should identify sites that meet this requirement.

Montezuma Wetland and Cullinan Ranch are the two approved upland sites that have been used in the past.

Section 01 32 23

3.1.3.7 Onsite Vessel-to-Vessel

Calibration in Section 01 32 23 states, "Repeated cancellation of vessel to vessel calibration sessions will not be tolerated and will result in the Government requesting that the 3rd party survey company be replaced with a company that will comply with the contract requirements." Is a 3rd party survey company required for this work?

Yes, a 3rd party company is required for this work and all payment surveys. In the case of repeated cancellation of vessel to vessel calibration sessions, the Government will request that the 3rd party survey company be replaced with another 3rd party company that will comply with the contract requirement.

Section 35 20 23

3.2.6.4 Overflow/Decant, Spillage and

ENVIRONMENTAL CONTROLS FOR

DREDGING IN SAN FRANCISCO BAY

01 57 19.10 43." The referenced section only mentions that scow overflow/decant may be stopped if it appears to be affecting the light thresholds in the eelgrass areas.

Aside from this restriction, will scow decanting be allowed as determined necessary by the Contractor from day 1 of dredging?

Yes, that is correct. No limit on decanting for this project.

Section 35 20 24

3.4.5 San Francisco Deep Ocean Disposal

Site (SF-DODS) in Section 35 20 24 states "Disposal quantity limits for SF-DODS are established on a project-specific basis. The Contractor shall limit disposal quantities to those amounts specified in the Government-provided regulatory guidance." May the Contractor assume that all material anticipated for this work can be disposed of at SF-DODS without exceeding disposal quantity limits?

All material can be placed in SF-DODS, there is sufficient capacity for all the material.

Here is the suitability determination for this year from the DMMO:

- All material is suitable for SF-DODS.

- All material except that from Sample Area 9 (Reach 10A) is suitable for reuse as wetland cover material. The material from Sampling Area 9 (Reach 10A) is suitable for reuse as wetland foundation material. Sampling Area 9 (Reach 10A) is in the Outer Harbor from Station 96+00 to 111+00.

1) 1.1.1 c. in Section 01 11 00 states, "Excluding Reach 10A, the material from Reaches 1 through 10B is suitable for disposal at a Contractor-furnished upland site as cover, within the environmental window. The material from Reach 10A is suitable for disposal at a Contractor-furnished upland site as foundation within the environmental window. Dredged material from Reach 1 through 10B is also suitable for disposal at Government furnished ocean disposal site (SF-DODS) within the environmental window." Neither this paragraph nor the Pricing Schedule provided in Section 00 10 00 directs disposal of dredge material at one site or the other.

a. Is it the Contractor’s choice whether to dispose of material upland or at SF-DODS?

b. If a bidder prices a line item assuming that material will be disposed of at SF-DODS, and then the Government directs that material must be disposed at an upland site, will the Contractor be compensated for the difference in cost?

a. Yes. It is up to the contractor which disposal site to use.

b. Yes. If the contractor chooses a disposal site and the government directs a change, such a change will be conducted in accordance with the changes clause, FAR 52.243-4. Please see Section 00 10 00 Note 5.
