Changes to any previous responses in this document will be struck-through and new, updated responses will be provided as appropriate.
No. RFP Section Question Response
Section 01 11 00
1.1.1 Requirements of Section 01 11 00 states that
the Contractor shall coordinate with the Government’s water quality monitoring contractor on a daily basis. Please confirm that the Government will be responsible for water quality monitoring operations throughout the duration of dredging and placement work or, if not, please clarify the Contractor’s responsibility for water quality monitoring.
A separate contractor will be responsible for the water quality monitoring field work. However, the dredging contractor will be required to operate dredging in a manner that will maintain the water quality goals laid out in the MOU with the Water Board. This will require frequent communication between the water quality contractor and the dredging contractor." The MOU is part of the contract document included in Section 01 57 19.
2 Section 35 20 23.33
Section 35 20 23.33 of the contract specifications requires implementation and use of the USACE National Dredging Quality Management Program (DQMP). Has this system been tested and used before on pipeline dredging of navigation channels?
This type of dredging has unique characteristics that could make the system impractical and of limited utility in that situation. Examples are rapid mobilization and demobilization between dredge cuts (dredging of some can only take a few hours), frequent pausing of dredging for moving out of the channel to accommodate marine traffic, and often sporadic distribution of dredge material which could give the impression of apparent inefficiencies in such a monitoring and reporting system.
Implementation of the system for a one year contract is time prohibitive and not cost effective, in consideration of purchase, installation, certification, and training on short notice after contract award (Spring 2019 at the earliest) and before dredging would likely begin (Summer 2019).
As this technology has only recently been applied to pipeline dredges, contractor requests an additional seven days to submit the bid, as vendor quotations are not immediately forthcoming.
Contractor shall submit their bid per the specification provided.
AS OF: 3 June 2019
QUESTIONS & RESPONSES
3 Part 1.e on Page 2 of Section 00 10 00 states ‘List the DDLS equipment and number of each that will be used in accordance with Appendix 5 of the specifications.’ There is no Appendix 5 in the specifications. Where can this information be found?
Although the DDLS equipment is listed on the equipment list, DDLS equipment not required for pipeline dredging.
Appendix 5 was removed from the specifications and the DDLS equipment is not applicable.
4 The Tule Island Dredge Material Placement Site appears to be quite small and has never been used as a DMPS before. Has the capacity of the site yet been established (25,000 cubic yards contract quantity), is the site capable of managing effluent subject to the previously cited CVRWQCB parameters (10 mgd maximum with 9 mgd daily average) , and have methods for managing effluent (weir boxes, discharge point locations, etc.) yet been established?
It is our understanding at the time of this solicitation that the disposal sites would be available for dredge material.
Contractor to confirm the capacity of the site with the Port of Stockton.
The existing Antioch Dunes Dredge Material Placement Site is at capacity. A new 10 acre site at Antioch Dunes will be developed for use in correlation with the upcoming contract. The maximum effluent flow cited in the Central Valley Region Water Quality Control Board Waste Discharge Requirements General Order applicable to dredging in the Stockton Deep Water Ship Channel is 10 million gallons per day, with an estimated average of 9 million gallons per day. Is the site capable of managing that effluent amount, how will the effluent be managed (weir boxes, discharge point locations, etc.), and is the site large enough to contain the estimated dredge material (12,000 cubic yards contract quantity)?
It is our understanding at the time of this solicitation that the disposal sites would be available for dredge material.
Contractor to confirm the capacity of the site with the Port of Stockton.
Section 00 10 00
Note 2 on Page 9 of Section 00 10 00 requires submission of a “Dredging Plant and Equipment Schedule” as part of the solicitation package for bid evaluation. This submittal is not listed as being content within either ‘Envelope 1’ or ‘Envelope 2’ as described on Page 2 of Section 00 21 00. Where should the Schedule be included?
Please submit the Dredging Plant and Equipment Schedule Pages 1 and 2 with the Pricing Schedule.

No. Contractor shall submit their bid per the specification provided.
Pricing Schedule
Line Items 0018, 0019, 0020, and 0021 of the Pricing Schedule indicate that material will be disposed of at Twitchell North STA 960+00, however STA 960+00 corresponds with the Twitchell South disposal area on the project drawings. The station corresponding with the Twitchell North disposal area is approximately STA 1050+00. Please confirm that the material associated with Line Items 0018, 0019, 0020, and 0021 will be disposed of at Twitchell North STA 1050+00.
Twitchell North is the correct disposal area for these line items. The station designation on the Pricing Schedule will be corrected. Amendment forthcoming.
Line Item 0021 indicates that Stockton DWSC Area 10 reaches from STA 1099+00 – 1128+00, however the plans show Area 10 reaching from STA 1099+00 – 1137+00. Please clarify the stationing reach for Stockton DWSC Area 10.
For Line Item 0021, the Dredge Area should be from Sta.
1099+00 to 1128+00. The plans will be revised accordingly. Amendment forthcoming.
Line Item 0029 indicates that Stockton DWSC Area 15 reaches from STA 1740+00 at 1771+00, however the plans show Area 15 reaching from STA 1710+00-1771+00. Please clarify the stationing reach for Stockton DWSC Area 15.
For Line Item 0029, the stationing on the plans are correct. The Pricing Schedule have been corrected to reflect the stationing starting at Sta. 1710+00. The volumes do not change. Amendment forthcoming
