Accidental venting of a refrigerant is a release and must be reported immediately to the Contracting Officer.
3.5.6 EPA Certification Requirements
Heating and air conditioning technicians must be certified through an EPA-approved program. Maintain copies of certifications at the employees' places of business; technicians must carry certification wallet cards, as provided by environmental law.
3.5.7 Dust Control
Keep dust down at all times, including during nonworking periods. Dry power brooming will not be permitted. Instead, use vacuuming, wet mopping, wet sweeping, or wet power brooming. Air blowing will be permitted only for cleaning nonparticulate debris such as steel reinforcing bars. Only wet cutting will be permitted for cutting concrete blocks, concrete, and bituminous concrete. Do not unnecessarily shake bags of cement, concrete mortar, or plaster.
3.5.7.1 Particulates
Dust particles, aerosols and gaseous by-products from construction activities, and processing and preparation of materials (such as from asphaltic batch plants) must be controlled at all times, including weekends, holidays, and hours when work is not in progress. Maintain excavations, stockpiles, haul roads, permanent and temporary access roads, plant sites, spoil areas, borrow areas, and other work areas within or outside the project boundaries free from particulates that would exceed 40 CFR 50, Section 35 20 23
1.3.2.2 Dredge Material Disposal Site Log (DMDSL)
Submit a DMDSL on a weekly basis by noon Monday that enumerates work accomplished during the preceding week. Every Monday, the Contractor shall email the prior week's DMDSL data to the COR, and Chris Eng Christopher.K.Eng@usace.army.mil and Stephen Willis Stephen.M.Willis@usace.army.mil.
Include the Corps permit number and dredge episode number. Maintain a DMDSL using the "Dredge Material Disposal Site Log" form in Attachment 2 at the end of this section.
1.3.2.3 DDLS Report/Data
Submit electronic copies of the DDLS positional data for all dredge equipment and all disposal/fill vessels utilized; and dredged quantity, sediment type and GPS positional data on the dredge and disposal or fill locations for all scows and barges. This electronic data shall be included in the daily CQC Report submitted in RMS.
1.3.2.4 Scow Certification for Disposal at SF-DODS (Where Applicable)
The Contractor shall acquire the services of a third party to complete the checklist included in the Scow Certification Checklist (Attachment 3 at the end of this section) and certify it prior to departing the dredging site for deep ocean disposal only. All completed scow certification checklists shall be submitted to the Contracting Officer at the end of each week as part of the CQC Report. No vessel shall commence transit without such verification and notation in the daily quality control report.
1.4 QUANTITY OF MATERIAL
The total estimated amount of material to be removed from within the specified limits, including side slopes, but excluding overdepths, is 480,000 cubic yards for the FY18 dredging episode. The maximum amount of allowable overdepth dredging is estimated to be 540,000 cubic yards for the FY18 dredging episode. The estimated quantity for bidding purposes and for application of the FAR 52.211-18 Variation in Estimated Quantity shall be 750,000 cubic yards for the FY18 dredging episode, which is the total quantity, including overdepth. The quantities listed are estimates only. Within the limits of available funds, complete the work specified whether the quantities involved are greater or less than those estimated.
1.5 OVERDEPTH DREDGING
To cover unavoidable inaccuracies of dredging processes, material actually removed to a depth of 1 foot below the depth specified and within the dredging limits will be measured and paid for at full contract price. The Contractor is allowed to dredge to not more than 2 feet below the depth specified and within the dredging limits.
mailto:Christopher.K.Eng@usace.army.mil mailto:Stephen.M.Willis@usace.army.mil
1.6 SIDE SLOPES
Dredging on side slopes is prohibited. Material that sloughs from side slope into channel and is removed will be paid as evidenced by before- and after-dredge surveys.
1.7 PERMIT
All work shall be performed in accordance with the conditions and requirements included in the state and federal permits applicable to this project. Copies of the 2017-2019 San Francisco Bay Regional Water Quality Control Board Waste Discharge Requirements and the 2015-2019 Consistency Determination Consistency Notification will be made available upon request.
1.8 CHARGES (Where Applicable)
The Contractor will pay charges imposed by the permitted beneficial use upland site for disposal of material in the beneficial use placement area.
1.9 ENVIRONMENTAL PROTECTION REQUIREMENTS
Provide and maintain during the life of the contract, environmental protective measures. Also, provide environmental protective measures required to correct conditions, such as oil spills or debris, which occur during the dredging operations. Comply with Federal, State, and local regulations pertaining to water, air, and noise pollution.
1.10 BASIS FOR BIDS
For unit price bid, see Section 00 10 00 "Pricing Schedule".
Payment will be at the contract unit price per cubic yard, multiplied by total cubic yards of acceptable dredging. Base bids on total cubic yards of dredging. Include a bid unit price per cubic yard of dredging based on the quantity as specified or indicated. If the Contracting Officer requires an increase or a decrease in total volume of dredging, the contract price will be adjusted in accordance with the FAR 52.211-18 Variation in Estimated Quantity. Dredging conditions specified and indicated describe conditions which are known. However, the Contractor is responsible for other conditions encountered which are not unusual when compared to conditions recognized in the dredging business as usual in dredging activities such as those required under this contract.

Lighting shall conform to United States Coast Guard requirements for visibility and color.
3.2.4 Ranges, Gages, and Lines
Furnish, set, and maintain ranges, buoys, and markers needed to define the work and to facilitate inspection. Establish and maintain gages in locations observable from each part of the work so that the depth may be determined. Suspend dredging when the gages or ranges cannot be seen or followed. The Contracting Officer will furnish, upon request by the Contractor, survey lines, points, and elevations necessary for the setting of ranges, gages, and buoys.
3.2.5 Plant
Maintain the plant, scows, coamings, barges, pipelines, and associated equipment to meet the requirements of the work. Promptly repair leaks or breaks along pipelines. Remove dredged material placed due to leaks and breaks.
3.2.6 Disposal of Excavated Material
Provide for safe transportation and disposal of dredged materials. Transport and dispose of dredged material at the Contractor-furnished permitted beneficial use upland site for the Base contract FY18 dredging episode, unless otherwise directed by the Contracting Officer. Transport and dispose dredged material at the awarded Alternative Option FY19 dredging episode disposal site, unless otherwise directed by the Contracting Officer. The deposit of dredged materials in unauthorized places is forbidden. Comply with rules and regulations of local port and harbor governing authorities.
3.2.6.1 Method of Disposal
Deposit dredged material at Contractor-furnished beneficial use upland placement site by scow or barge, and using an appropriate method to unload scow/barge to place material within the upland site. If directed by the Contracting Officer under FAR 52.243-4, or if awarded Alternative Option 1 FY19 dredging episode, deposit dredged material at the Government-furnished deep ocean disposal site SF-DODS, using self-dumping scows or barge.
3.2.6.2 Disposal in Indicated Fill Areas
