1.5.5 Monthly Estimates
Monthly estimates of work completed will be based on the result of soundings taken during the progress of the work or, at the option of the Contracting Officer Representative, on 85 percent (85%) of the scow or barge measurement.
Deductions will be made for dredging and disposal not in accordance with the specifications.
1.5.6 Method of Measurement
The material removed will be measured by cubic yard in place (in-situ), by means of soundings taken before and after dredging. The drawings represent existing conditions based on current available information, but will be verified and corrected, if necessary, by soundings taken before dredging in each locality. Results of soundings will be the basis for payment.
If the awarded contract includes multiple Contractor-proposed disposal sites for a reach or reaches, scow bin volume estimates will be used to track dredged volumes to each disposal site. After the reach is completed and an after-dredge survey is performed, final reach volume calculations for each disposal site will be adjusted by distributing the difference between the bin estimate total volumes and the final in-situ total dredged volumes proportionally.
Section 35 20 23 Page 7
1.6 PERMIT
The Contractor shall comply with conditions and requirements of the Corps of Engineers Permit and other State or Federal permits. The Contracting Officer Representative will secure the permit for dredging and disposal of material as indicated. Upon completion of the work, the Contractor shall promptly remove plant, including ranges, buoys, piles, and other markers or obstructions.
3.2.5 Coordination and Schedule
3.2.5.1 Coordination
The Contractor shall coordinate all activities in such a way as not to interfere with other activities in dredging and disposal areas. Coordinate with all other contractors to ensure smooth operating conditions in accordance with Contract Clause 52.236-8 Other Contracts.
3.2.5.2 Navigation Warnings
The Contractor shall furnish and maintain navigation warning signs in the vicinity of the dredge plant.
3.2.5.3 Method of Communication
The Contractor shall provide a system of communication between the dredge crew and the crew at the disposal area(s). A portable two-way radio is acceptable. Contractor will provide GQAR with reliable contact information using cell phones and/or two-way radios.
3.2.5.4 Inherent Delays
The Contractor shall anticipate inherent delays for dredging around obstructions, including but not limited to, cables and moored vessels, and for accommodating marine traffic. Such delays will not be the basis for a contract extension or for an increase in the unit prices for dredged material.
3.2.6 Conduct with Dredge Material
3.2.6.1 Overflow, Spillage and Leakage
Scow overflow is allowed only during dredging operations while scow is being filled to its allowable capacity. Spillage and leakage of any and all dredge material or water is prohibited outside of areas specifically authorized for dredging in accordance with the project plans, specifications and permits.
Any material that is spilled, escapes, leaks, sloughs, or is lost or misplaced outside of Dredged Material Management site(s) at any time during operations, to include but not limited to dredging, loading or transporting, shall be retrieved and deposited in accordance with the project plans, specifications and permits.
3.2.6.2 Barge Filling Areas
Placing or disposing of dredged material outside of authorized Dredged Material Management site(s) is prohibited. Contractor will not be paid for material that is lost outside of the Dredged Material Management site(s).
3.2.6.3 Slurrying of Material
Not Used.
Section 35 20 23 Page 11
3.2.6.4 Barring and Knock-Down Dredging
Barring, dragging and all other methods of bed leveling are allowed if they are incorporated into the Contractor’s Dredge Plan. The Contractor shall provide descriptions of any proposed barring activities, to smooth out high spots as needed after dredging is complete in the Dredge Plan, These activities shall be allowed after Clamshell dredging operations are completed in order to knock down spikes left in the previously dredged channels. All costs associated with barring and knock-down dredging shall be included in the dredging line items under the payment schedule. The knockdown episodes must meet the following conditions: (1) the shoal must be located within the maintenance dredging footprint of the channel; (2) the depression into which the shoal will be knocked must be located within the maintenance dredging footprint of the channel; (3) each individual shoal to be knocked down must be no greater than 3,000 cy; (4) the Contractor must use either a clamshell or towed I-beam to knock down the shoal into the depression; (5) each knockdown episode must be conducted to minimize the re-suspension of sediment; and (6) the knockdown material must meet chemical and biological criteria specified by Water Board and/or the Commission before being knocked down.
3.2.6.5 Shoaling
The Contractor shall remove any and all shoaling that occurs within the Required Dredge Prism prior to acceptance of a reach. The Government may direct the Contractor to remove shoaling that occurs within the project limits after acceptance of a reach and prior to completion of the contract.
3.2.7 Submerged Pipeline
Not Used.
3.2.8 Salvaged Material
Not Used.
3.2.9 Safety of Structures
The prosecution of work shall ensure the stability of piers, bulkheads, and other structures lying on or adjacent to the site of the work, insofar as structures may be jeopardized by dredging operations. Contractor shall be responsible for all costs associated with the repair of damage resulting from dredging operations, insofar as such damage may be caused by variation in locations or depth of dredging, or both, from that indicated or permitted under the contract.
3.2.10 FINAL EXAMINATION AND ACCEPTANCE
As soon as practicable after the completion of areas, and which in the opinion of the Contracting Officer Representative, will not be affected by further dredging operations, each area will be examined by the Government by sounding or sweeping, or both. The Contractor shall remove all shoals and lumps above project depth by dragging the bottom or by dredging. The Contractor will be notified when soundings or sweepings are to be made and will be permitted to accompany the sounding or sweeping party and to inspect the data and methods used in preparing the final estimate. When areas are
Section 35 20 23 Page 12 found to be in a satisfactory condition, the work therein will be accepted as complete. Final estimates will be subject to deductions or correction of deductions previously made because of excessive overdepth, dredging outside or authorized areas, or disposal of material in an unauthorized manner. No shoals or lumps above project depth will be accepted or waived, as evidenced by multi-beam soundings.
