DESCRIPTION
The U.S. Army Corps of Engineers (USACE), Chicago District, is conducting market research to identify qualified and interested small business concerns capable of performing the proposed CSSC Utility Feed Transformer Replacement project.
The purpose of this Sources Sought Notice is to determine the availability of capable small business contractors and assist the Government in developing an appropriate acquisition strategy, including consideration of a small business set-aside.
Small Business, HUBZone, 8(a), Women-Owned Small Business (WOSB), and Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns are encouraged to respond.
Project Description The proposed project consists of the replacement of two existing utility feed transformers at the Chicago Sanitary and Ship Canal (CSSC) Fish Dispersal Barrier facility in Lockport, Illinois.
The Contractor will be responsible for furnishing all labor, materials, equipment, supervision, transportation, rigging, and incidental services necessary to remove and dispose of the existing transformers and furnish, install, test, and commission two new operational replacement transformers.
Each existing transformer has the following electrical characteristics:
· Capacity: 4,000/5,000 kVA
· Primary Voltage: 13,200 volts
· Secondary Voltage: 480Y/277 volts
· Configuration: Three-phase, 60 Hz, Delta-Wye Work is anticipated to include safe electrical isolation and lockout/tagout procedures, disconnection and removal of the existing transformers, lawful disposal of the transformers and associated insulating fluids, installation and reconnection of new transformers, grounding and bonding, required electrical testing, commissioning, and restoration of the affected work areas.
The existing concrete transformer pads, electrical cabling/conductors, and switchgear are intended to remain in place and be reused. Replacement transformers must be compatible with the existing electrical infrastructure. Replacement or modification of the existing pads, cables, and switchgear is not included in the anticipated scope.
The facility is operational, and all electrical shutdowns and outages must be coordinated with and authorized by the Government. Contractors should anticipate working in an active utility and electrical infrastructure environment.
