About this file

This is a Questions and Answers document for federal contract solicitation W912P626QA009, Stone Supply to Manistee Harbor, issued by the U.S. Army Corps of Engineers (USACE). The government clarifies that there are no changes to the solicitation based on nine contractor inquiries.

Key operational requirements include: the contractor must secure commercial dock space in Manistee (no government-controlled dock available), provide mooring space and parking for two government vehicles for the duration of operations (March 16 – July 9, 2026), and maintain stone storage space during deliveries and approximately one month of fleet work with dates coordinated between parties. Safe harbor space within the river or Manistee Lake is acceptable; Coast Guard property is not available. Truck deliveries should be made directly to the contractor-secured commercial dock, and 900-ton barges are acceptable if stone can be transported in one delivery and adequate dock space accommodates both the government fleet and delivery barges (1,250 tons is the maximum capacity the government fleet can handle). The dock space will be used for stone stockpiling, mooring, loader equipment, and vehicle parking. Upon completion, the government will level gravel surfaces and reseed grass surfaces as remediation is limited to these actions. Award will be based on the total price of the base and all options to determine the most advantageous quote, with the lowest price of Option Path 1 or Option Path 2 awarded unless a more advantageous single path is identified. This is a new requirement with no incumbent or previous procurement history.

Government Responses to Inquiries for W912P626QA009 Stone Supply to Manistee Harbor

See below for the Government’s responses to inquires for the Stone Supply to Manistee Harbor.

There are no changes to the solicitation.

1. Delivery Location: Please confirm the exact physical location where USACE requires the stone to be delivered and staged. Is there a designated Government-controlled dock at Manistee Harbor, or should the Contractor assume responsibility for securing a commercial dock space?

• The contractor will assume responsibility for securing commercial dock space in Manistee.

2. Dock Space Requirement: The SOW states that the Contractor “will provide dock space capable of storing a minimum of 3,000 tons” and supporting USACE fleet mooring.

• Does USACE require the Contractor to lease/provide this dock space for the duration of Government fleet operations (March 16 – July 9, 2026)?

• If so, please confirm whether the Government has any preferred or pre-approved locations.

• The contractor will provide mooring space and parking space for two government vehicles for the duration of government fleet operations. The adjacent stone storage space will be in use during stone deliveries and for about a month of the fleet work. The dates for this duration will have to be coordinated by the contractor. The government does not have any preferred or pre-approved locations.

3. Truck Delivery Interface: If the Government selects the truck delivery option, does USACE require the Contractor to rent a barge or provide a barge interface for trucks to offload stone onto a dock or staging area? Or should truck deliveries be made directly to a land-based staging site without marine transfer?

• Truck deliveries should be made directly to the contractor secured commercial dock space.

4. Procurement History: Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

• This is a new requirement.

5. Dock Location: Please specify the general vicinity of the dock. For instance, what is the maximum distance the dock can be from Manistee? Note: the Coast Guard property next to the work area is not available for use.

• Safe harbor space within the river or within Manistee Lake will suffice.

6. Dock Space: Will there be any remedial work required by the contractor at the completion of its use? Or, will USACE return the property to the same or better condition?

• The government will be able to level gravel surfaces impacted and may use crane mats if necessary. If grass surfaces are impacted government remediation is limited to reseeding.

7. Basis for Award: Will the lowest price of Path 1 or Path 2 determine which will be used for award, or are there other factors involved? If so, what factors comprise the “most advantageous?”

• The total price of the base and all options will be used to determine the most advantageous quote. Then, the lowest price of Option Path 1 or Option Path 2 will be awarded unless a more advantageous single path is determined.

8. Dock Space: Will the government use the dock space for any other activity besides stockpiling 2- 4 ton stone and mooring of the fleet? This input is required for securing the space with the property owner.

• The dock space will be used for stone stockpiling, mooring, and the loader equipment discussed in the scope. The dock space will additionally need parking for two government vehicles.

9. Barge Size: Could 140x40 barges (which transport 900 tons) be acceptable for this project only?

Mobilizing barges with a 1250 ton capacity for only one delivery will significantly inflate the cost of material delivered by barge.

• 900-ton barges are acceptable if the stone can be transported in one delivery and the contractor provided dock has enough space for the government fleet and delivery barges.

1250 is the maximum size the government fleet can handle.
