Calumet Harbor Stone Dock

4 November 2025

PART 1: GENERAL INFORMATION AND SCOPE

1.1 Scope of Work (SOW):

The U.S. Army Corps of Engineers (USACE), Chicago District, requires services for the proper removal and reuse, recycling, and/or disposal of Intermediate Bulk Containers (IBCs) and metal drums, and their contents, from two different USACE Chicago District site locations. The Contractor shall provide all necessary labor, material, and equipment to complete the work. The Contractor shall be responsible for determining the means and methods for proper removal and reuse, recycling, and/or disposal of the IBCs and drums, and their contents, in accordance with all applicable Federal, State, and Local laws and regulations. All but three of the IBCs contain, or previously contained, concrete admixtures. Two IBCs are empty and previously contained used oil. One IBC contains used oil. The metal drums are empty and previously contained used oil. Services for this project can be divided into the following Contract Line Items (CLINS).

CLIN 001: Remove and reuse, recycle, and/or dispose of 14 IBCs and their contents, stored at the Indiana Harbor & Canal Confined Disposal Facility (IHC-CDF). There are 14 IBCs, 275-gal capacity each, stored at the IHC-CDF. These IBCs contain expired concrete admixtures and are mostly full of unused concrete admixtures (13 full, 1 half-full). See Pictures 1 & 2.

CLIN002: Remove and reuse, recycle, and/or dispose of 19 IBCs and their contents, stored at the Calumet Harbor Stone Dock. There are 19 IBCs, 275-gal capacity each, stored at the Calumet Harbor Stone Dock. These IBCs contain expired concrete admixtures and are empty or partially empty, as some of the concrete admixture was used. Some consolidation of the concrete admixtures has occurred within these IBCs (15 partially empty, 4 empty). See Picture 3.

CLIN003: Remove and reuse, recycle, and/or dispose of 2 empty IBCs and 2 empty metal drums stored at the Calumet Harbor Stone Dock. There are 2 IBCs, 275-gal capacity each, stored at the Calumet Harbor Stone Dock. These IBCs previously contained used oil and are now empty. See Picture 4. There are 2 metal drums, 55-gal capacity each, stored at the Calumet Harbor Stone Dock. These drums previously contained used oil and are now empty.

See Picture 5.

CLIN004: Remove and reuse, recycle, and/or dispose of the 1 IBC containing used oil stored at the Calumet Harbor Stone Dock. There is 1 IBC, 275-gal capacity each, stored at the Calumet Harbor Stone Dock. This IBC contains used oil. See Picture 4.

For CLINS 001 and 002, the USACE Chicago District has provided Safety Data Sheets (SDS) corresponding to the various concrete admixtures present within the IBCs stored at the IHC- CDF and Calumet Harbor Stone Dock. Due to length of storage, environmental conditions, and consolidation efforts, not all of the IBCs are labeled with a label specifically corresponding to one of the SDSs. However, the SDSs provided reflect all of the concrete admixtures present in the IBCs. The SDSs should be consulted to ensure proper handling, transportation, and disposal of the materials.

1.2 Site Locations: The work will take place at two U.S. Army Corps of

Engineers (USACE) project sites; IHC-CDF at 3500 Indianapolis Blvd, East Chicago, IN 46312 and at the Calumet Harbor Stone Dock. See Figures 1 & 2 for site location and totes storage. The totes are stored in an area at the south end encompassed by an 8-ft high chain-linked fence with barbed wire and padlocked double-swing gate.

The entrance gate to the Stone Dock is a chain-linked swing gate with padlock on the east side of Lake Shore Drive at the intersection with E. 89th Street. The gate acts as a barrier to vehicles but can be bypassed by pedestrians. A secondary 6-ft high double-swing gate just to the north of the Stone Dock is owned by Chicago Park District and is also controlled by a padlock. The totes are stored at the Stone Dock encompassed by an 8-ft high chain-linked fence with barbed wire. A double-swing gate on the dock’s north side is controlled by a third padlock.

All contract personnel requiring physical access to a federal installation or facility shall comply with the access control procedures of that location. Contract personnel requiring unescorted access to meet contract performance requirements on a DoD installation in the US shall be vetted by the installation/facility Provost Marshal/Directorate of Emergency Services/Security Office using the National Crime Information Center-Interstate Identification Index (commonly referred to as “NCIC-III”) and Terrorist Screening Database (commonly referred to as “TSDB”). ADVA® CAST 600

High-range water-reducing admixture ASTM C494 Type A and F, and ASTM C1017 Type I

Product Description ADVA® Cast 600 is a polycar-boxylate based high-range water reducer designed for the production of conventional and Self Consolidating Concrete.

ADVACast 600 is formulated to provide extended slump life along with excellent workability without segregation.

ADVACast 600 meets requirements of ASTM C494 Type A and F, and ASTM C1017 Type I plasticizing admixtures.

ADVACast 600 is supplied as a ready to use liquid that weighs approximately 8.9 lbs/gal (1.1 kg/L).

ADVACast 600 does not contain intention-ally added chlorides.

Uses ADVACast 600 is a plant added superplasti-cizer that is formulated to impart improved workability to concrete over an extended period of time while still achieving high early age compressive strength. ADVACast 600 can be used for the production of Self Consol-idating Concrete (SCC) in precast/prestressed applications and may also be used in conven-tional concrete production.

ADVACast 600 may be used to produce concrete in applications with very low water/cementitious ratios, where concrete stability and improved tolerance to material variability are required, while maintaining high levels of workability over long periods of time.

Addition Rates ADVACast 600 is an easy to dispense liquid admixture. Dosage rates can be adjusted to meet a wide spectrum of concrete perform-ance requirements. Addition rates for ADVA Cast 600 can vary from 2 to 10 fl oz/100 lbs (130 to 650 mL/100 kg) with the type of application, but will typically range from 3 to 6 fl oz/100 lbs (200 to 390 mL/100 kg) of cementitious. Should conditions require using more than the recommended addition rate, please consult your Grace representative.

Product Advantages

• Excellent moisture and air control

• Extended slump retention up to one hour

• Enhanced concrete cohesiveness with low viscosity for rapid placement

• Superior finish on cast surfaces

• Excellent early and later age compressive strength

Mix proportions, cementitious content, aggre-gate gradations and ambient conditions will affect ADVACast 600 dosage requirements.

If materials or conditions require using more than the recommended addition rates, or when developing mix designs for Self Consolidating Concrete please consult your Grace represen-tative for more information and assistance.

Compatibility with Other Admixtures and Batch Sequencing ADVACast 600 is compatible with most Grace admixtures as long as they are added separately to the concrete mix. However, ADVA products are not recommended for use in concrete containing naphthalene based admixtures including Daracem®19 and Daracem 100, and melamine based admix-tures including Daracem ML330 and Daracem 65. In general, it is recommended that ADVACast 600 be added to the concrete mix near the end of the batch sequence for optimum performance. Different sequencing may be used if local testing shows better performance. Please see Grace Technical Bulletin TB-0110, Admixture Dispenser Discharge Line Location and Sequencing for Concrete Batching Operations for further recommendations. ADVACast 600 should not come in contact with any other admixture before or during batching.

Pretesting of the concrete mix should be performed before use and as conditions and materials change in order to assure compati-bility with other admixtures, and to optimize dosage rates, addition times in the batch sequencing and concrete performance. For concrete that requires air entrainment, the use of an ASTM C260 air entraining agent (such as Daravair®, Darex®, or Airalon® 3000 product lines) is recommended to provide suitable air void parameters for freeze thaw resistance. Please consult your Grace representative for guidance.

Packaging & Handling ADVACast 600 is available in bulk, delivered by metered trucks, in 275 gal (1040 L) totes, and 55 gal (210 L) drums. ADVACast 600 will freeze at approximately 32°F (0°C) but will return to full functionality after thawing and thorough mechanical agitation.

Dispensing Equipment A complete line of accurate, automatic dispensing equipment is available.
