About this file

This amendment modifies a solicitation for fill stone and stone delivery services. The U.S. Army Corps of Engineers, Chicago District seeks proposals to provide fill stone to Burns Waterway Harbor and stone to Illinois Beach State Park in support of coastal protection programs. The amendment reduces the required number of barges for initial delivery from four to two, changes the start date for Burns Harbor deliveries to June 30th if options for Waukegan Harbor are not exercised, and allows limestone to be proposed for both locations. The response due date of April 13, 2021 is not extended. Inquiries should be directed to the Contracting Officer or Contract Specialist.

SUMMARY OF CHANGES

A. RESPONSE DUE DATE AND TIME: The Referenced Solicitation is NOT EXTENDED by this Amendment.

Therefore, proposals are due no later than 4:30 p.m. (Central Time) on April 13, 2021.

B. CONTRACTOR’S INQUIRIES: By this Amendment No. 0001, the Chicago District, USACE provides its responses to Contractor’s inquiries (SEE THE FOLLOWING).

Q1.

Delivery schedule Instead of requiring 4 barges at the start of work at Waukegan and Burns Harbor, we would propose to only have 2.

The current schedule necessitates more barges that will frequently sit idle and thereby increase the cost of the project.

USACE Response Q1:

By this Amendment, the government hereby reduces the number of barges to be delivered to Waukegan Harbor and Burns Harbor from 4 barges to 2 barges. Contractor’s proposals shall reflect this change, which will be incorporated into the conformed, resulting Contract.

Q2.

Delivery schedule If the Waukegan options are not exercised, is there a way to structure the contract such that deliveries to Burns Harbor will start on 30 Jun. If the Waukegan options are not exercised, the barges will be idle and increase the cost of the project without any benefit to the project.

USACE Response Q2:

By this Amendment, the government amends the required delivery date to 30 Jun 2021 for the Burns Harbor stone delivery in the event that the Waukegan Harbor options are not exercised. Contractor’s proposals shall reflect this change, which will be incorporated into the conformed, resulting Contract.

Q3.

Stone Specification We would like to propose the limestone be acceptable for both Waukegan and Burns Harbor as the stone will be underwater. In previous projects, the limestone stone from Valders Quarry was acceptable in these type of applications.

USACE Response Q3:

By this Amendment, the government hereby agrees to accepting limestone for both the Waukegan Harbor and Burns Harbor stone deliveries. Contractor’s proposals shall reflect this change, which will be incorporated into the conformed, resulting Contract.
