The following items are applicable to this modification:

SUMMARY OF CHANGES

B. AMENDED SPECIFICATION SECTION: The following Specification Section has been revised. The revised section is enclosed hereunder and replace the previously furnished section.

- Updated General Provisions Specification 01 10 00, to provide information on the Coordination Fee with Duke Energy.

C. AMENDED DRAWING SHEETS: The following Drawing Sheets have been revised and are hereunder enclosed replacing the previously furnished respective sheets.

- ED-101- Removed note that referenced removing the existing fencing Note.

- ED-501- Removed note that referenced removing the existing fencing Note, Added Notes to add additional detail on the existing aerial transformers.

- E-001- Added notes to provide clarity on Pump Station Shutdown Expectations, as well as provided information on Duke Energy’s Coordination Fee.

- ES-101- Added Keynote that called out approximate location for the existing transfer switch.

- E-501- Changed Ground Ring size to 3/0.

- E-503- Added Keynote to show the dimensions of the existing Transfer Switch.

- E-602- Added Note to provide clarity on installing the new neutral conductors.

D. CONTRACTOR’S INQUIRIES: By this Amendment, the Chicago District, USACE responds to Contractor’s inquiries.

Question 1: Is Duke Energy installing a new pole near the transformer pad for overhead primary conductors, or are the primary feeders to be installed underground from the new pad to the existing pole? Refer to Sheet ES101. Sheet Keynote 2 states “AERIAL FEED TO PRIMARY UTILITY POLE AT HEIGHT OF 30’…” and “PRIMARY CONCRETE ENCASED DUCT BANK”. Are these conductors going to be installed overhead to cross the road, or is a duct bank to be installed the entire distance indicated by the dashed line note #2?

‐ USACE Response Q1: The contractor shall install the conductors underground across the road, for the entire distance indicated by the dashed line note #2 as a part of this contract effort. The drawings have been revised to reflect these changes in sheets ES-101.

Question 2: Is the existing fence surrounding the existing transformers expected to remain or should it be removed?

The notes on Sheet ED101 regarding equipment to be removed do not mention this fence.

‐ USACE Response Q2: The contractor shall not remove the existing transformer fence removed. If the fence is removed, then a fall protection hazard will be created which will also impact the public and put them in harm. The drawings shall be revised to reflect these changes in sheets ED-501, ED-101.

Question 3: What is the location of the existing transfer switch? Please show its approximate location on sheet ES101. Can you provide pictures of this switch enclosure, ideally both closed and open similar to the pictures on Sheet E-503?

‐ USACE Response Q3: The drawings have been revised to reflect location and dimensions of the Existing Transfer switch, these changes are located in sheets ES-101.

Question 4: What is the height of the existing transfer switch enclosure? Sheet E602 notes that the new switch can be up to 6” taller but the height of the existing switch is not provided.

‐ USACE Response Q4: The Height of the existing transfer switch is listed as followed:

Height 91.75 inches, Width 36.25 inches, Depth 36.75 inches. The drawings shall be revised to reflect these dimensions on ES-503.

Question 5: Does the new primary duct bank have one or two 4” conduits? Sheet E602, keynote 17 calls for 1 conduit. Sheet E501 detail E5 shows two conduits.

‐ USACE Response Q5: The contractor shall install the Primary Duct Bank with the contents of 2- 4” conduits as a part of this contract effort. These details are reflected in the drawings in sheet E-602 in Key note 15.

Question 6: Are 3/0 ground conductors to be included with the three sets of 500 KCMIL conductors between the transformer and service disconnect, or are these only to be installed between the service disconnect and “DS-ETR”?

(To rephrase, are the 3/0 grounds included on both line and load side circuits of the new service disconnect, or only the load side?)

‐ USACE Response Q6: The contractor shall install size 3/0 grounds on the load side as a part of this contract effort. Duke Energy will install grounds per Duke Energy requirements. The drawings have been revised to display this information in sheet E-602.

Question 7: Please clarify the size of the grounding electrode conductor (GEC) of the secondary side of the transformer. Sheet E602, note 6, shows 3/0 and note 13 shows 4/0. On Sheet E501, the pad grounding detail states the GEC as #2 AWG (insulated).

‐ USACE Response Q7: The contractor shall install grounding electrode conductor that will be size 3/0 as apart of this contract effort. The drawings have been revised to display this information in sheet E-602 and E-501.

Question 8: Drawing sheet E-001 General Site Note 32 states, “any costs accrued by the work with the utility (Duke) to be incorporated into the Contractor’s costs”. Please clarify what costs to be incorporated. Is this simply coordination fees with the Utility or is this the actual costs for furnish and install of the Duke responsible items?

Utility-responsible items being the transformer, primary terminations, utility pole & metering, and the primary conductors.

‐ USACE Response Q8: Any costs accrued by the work with duke energy shall be incorporated into the contractor’s costs. These mentioned costs shall strictly only include the coordination fees with the Utility. The drawings and specifications have been revised to display this information in sheet E-001, as well as the General Provisions Specification 01 10 00.

Question 9: Drawing E-602 Notes 9&11. Please confirm that we are to pull the existing phase conductors back to their point of origination and then pull the new neutral in the conduit with the phase conductors.

‐ USACE Response Q9: The Contractor shall pull the existing phase conductors back to their point of origination and then pull the new neutral in the conduit with the phase conductors.

The drawings have been revised to display this information in sheet E-602.

Question 10: There is no mention of how long the plant can be down while the work is being done. Can it be shut down, and if it can for how long? If it can’t be shut down what are we to do to keep it in running mode?

‐ USACE Response Q10: The need to activate or use the pumps are all based off the weather/water conditions. Therefore, the pump station can be shut down however must be coordinated with the weather. In accordance with drawing sheet E-001 general site Note

26. Stating that the contractor will develop an electrical service interruption plan. The contractor shall develop this plan with the project staff to coordinate the pump’s shutdown plan as well as to adjust with the current weather conditions. The drawings have been revised to display this information in sheet E-001.

Question 11: The existing can-style transformers; are they filled with oil that will have to be tested before they can be disposed of?

‐ USACE Response Q11: The contractor shall follow disposal regulations and guidelines as shown in Specification Demolition 02 41 00 to ensure they comply. All existing Can-Style transformers are filled with mineral oil; however the contractor shall verify this information.

The drawings have been revised to display this information for the existing transformer conditions in sheet ED-501.
