SUMMARY OF CHANGES

C. CONTRACTOR INQUIRIES: By this Amendment, the Chicago District, USACE responds to Contractor’s inquiries as follows:

INQUIRY #1: Section 01 50 00 Page 9 References a field office to be constructed in lieu of a mobile office. Will the contractor need to provide a field office for the onsite owner representative?

USACE RESPONSE INQUIRY #1: No, the onsite owner representative will not require a field office.

INQUIRY #2: The pavement removal bid qty looks to be only for Midway Drive. Are removals on McCool to be considered Common Excavation?

USACE RESPONSE INQUIRY #2: Yes, the geotechnical report indicates that McCool Road does not have concrete pavement below the asphalt pavement therefor the asphalt removal is considered common excavation.

INQUIRY #3: At STR 216 to STR 217 the Bell from the 15” RCP pipe would be in the Surface profile of the pavement. Would this pipe be lowered to get the pipe out of the Asphalt Paving Profile?

USACE RESPONSE INQUIRY #3: Based on the Designer-of-Record calculations, the 15-inch RCP bell will be within the 12-inches of No. 53’s, but it will not be in the asphalt. The pipe will not be required to be lowered.

INQUIRY #4: Is there a Government Suggested Borrow/Disposal site for this project.

USACE RESPONSE INQUIRY #4: No, contractor shall utilize licensed borrow or disposal sites.

INQUIRY #5: In Section 01 32 01.00 10 Scheduling The spec reads that all project schedule will be made with Primavera P6 Software. Will Microsoft Project be a compliant alternative to the Primavera Software?

USACE RESPONSE INQUIRY #5: Specifications Section 01 32 01.00 10 PROJECT SCHEDULE has been deleted in its entirety. Please refer to construction schedule requirements as discussed in Section 01 10 00 GENERAL PROVISIONS and SECTION 01 33 00 SUBMITTAL PROCEDURES.

INQUIRY #6: In Section 01 45 00.00 10 Quality Control The spec shows that the contractor is to provide a staff of QA/QC personal onsite when they work is being performed. Can this onsite QA/QC Personnel be a third Party Inspection Sub that will be onsite when the Contractor is performing the work?

W912P620B0006

USACE RESPONSE INQUIRY #6: According to the spec SECTION 01 45 00.00 10 the CQC system manager needs to be employed by the prime Contractor:

3.5.2 CQC System Manager: This CQC System Manager is on the site at all times during construction and is employed by the prime Contractor.

However, in this contract there are some additional QC personnel in Par 3.5.3 that says they can be employed by prime or subcontractor.

3.5.3 CQC Personnel: In addition to CQC personnel specified elsewhere in the contract, provide as part of the CQC organization specialized personnel to assist the CQC System Manager for the following areas: civil, environmental, and materials technician. These individuals or specialized technical companies are employees of the prime or subcontractor.

INQUIRY #7: In Section 01 50 00 2.3 Temporary Facilities the spec reads that the area has to be fenced in by either chain link fence or polyethylene mesh fence. Will this spec be used on this project or will Barricades be suitable to safely limit public access?

USACE RESPONSE INQUIRY #7: The Contractor will need to determine their own specific requirements for their protection and public safety. This can be further determined in the field with the COR after award.

Please bid as required in the specifications.

INQUIRY #8: In Section 01 50 00 3.5.3 Temporary Facilities If the Contractor uses a temporary laydown area inside the project limits but outside the designated laydown area does the contractor need to set up a temporary 6’ tall chain link fence with colored green inserts to separate the storage area.

USACE RESPONSE INQUIRY #8: See response to Question 7 above.
