F. CONTRACTOR’S INQUIRIES: By this Amendment, the Chicago District, USACE responds to Contractor’s inquiries (SEE THE FOLLOWING).
Q1. Are there any site pictures available when there was none or less vegetation?
USACE Response Q1: During the Pre bid site walk it was hard to see the areas due to the over growth.
Refer to the exhibits provided in this amendment of the levees from February 2019.
Q2. Would there be drawings available without the satellite overlay included?
USACE Response Q2: No, there would not be drawings available without the satellite overlay included.
Q3. Is a SSHO, QC/QA and superintendent required on this project or can these positions be done by the same person?
USACE Response Q3: Yes, these are required. They should be held by separate individuals. Please refer to 1.6.1.1.1 in Specification Section 01 35 26.
Q4. What kind of cofferdam is acceptable to use for this project? Is there any specifications or details for cofferdams?
USACE Response Q4: Installation method will be determined by the Contractor and described in the Flood Fight Plan submittal in Specification Section 01 10 00. There are no specifications or details for a cofferdam provided.
Q5. Is there flow rates for the existing 60” pipe under Lawndale that will need to be bypass pumped for the installation of the new gate box and sluice gate?
USACE Response Q5. Yes. The flow rates for the McCook Ditch are listed below and based on the hydraulic unsteady flow model developed for the McCook Levee Feasibility study.
2 year, 150 cubic feet per second 10 year, 200 cubic feet per second 100 year, 225 cubic feet per second
Q6. Installing the new culvert pipes through the existing sheet pile wall, is there any restrictions to the size of hole to be cut for access on the new culvert pipes?
USACE Response Q6: No, it will up to the Contractor. The Contractor will need to describe how the installation will address any potential flood fighting requirements.
Q7. Is there any patching or space filler needed between the sheet pile wall and new culvert pipe?
USACE Response Q7: No, there is not any patching or space filler needed between the sheet pile wall and new culvert pipe.
Q8. For the existing retaining wall that gets removed on sheet C-110, is there any information on depth of retaining wall? What type of material?
USACE Response Q8: There is no available information for the retaining wall.
Q9. Is there a tree count available for the detail on C-503?
USACE Response Q9: No, there is not a tree count available for the detail on C-503.
Q10. Tree clearing is listed as 5.5 acres but measured off the drawings it seems to be a larger quantity, is this quantity correct?
USACE Response Q10: Clearing and grubbing for the base portion of the contract is 5.5 acres.
Q11. Pay item 0024 Option 1, does the whole path get removed or only the damaged parts after the work is completed?
USACE Response Q11: The entire path within the work limits will be replaced.
Q12. Due to the Holiday weekend is the bid date going to be extended?
USACE Response Q12: Bid date is extended. See page 2, paragraph A.
Q13. Are there any landscape plans for this project showing the seed and plug areas? We do not see an Option 4 area in the plans, are their plans that show this area?
USACE Response Q13: There are no landscape plans. There is a Planting Plan submittal for government approval. The Corps will coordinate planting locations with the contractor prior to submittal approval.
Option 4 are for additional seeding and plug quantities, if necessary.
Q14. It appears the Rock Toe work extends into the Des Plaines River. Where it keys into the river bed, does it need to be done in "the dry"?
USACE Response Q14: Refer to the permit attachments in Specification Section 01 57 20. Contractor should comply with all the conditions in RP10 for bank protection work.
Q15. The Contract duration is 720 days, however the performance criteria described in Section 32 92 19.10 indicates establishment may extend to a third growing season. Please clarify.
USACE Response Q15: The contract duration is 780 calendar days. If any of Option Item 1 is awarded, the duration of the contract will be extended 180 calendar days following the Contractor’s acknowledgement of the Notice to Proceed which may overlap into a third growing season.
Q16. Option 4 includes planting of plugs & seed sowing, but lacks a CLIN for Site Preparation/Invasive species control/establishment. Please add CLIN for establishment of option 4 native plants.
USACE Response Q16: Option 4 is only for supplemental seeding of the base if needed. Site prep and establishment is already covered under the Base items.
Q17. CLIN 0036 Floodwater Control & Management is identified as Option 3. This work is integral to the base contract. Please revise bid form to place in base contract portion of the bid form.
USACE Response Q17: Work related to flood fighting will remain an Option. The Flood Fight Plan submittal is a new line item in the Base. Refer to Specification Section 01 22 00.00 10.
Q18. Seeds and Plugs (Rates vs Totals): I am having some difficulty determining whether the Plug and Seed weight totals supplied in Tables 1-4 in Section 32 92 19.10 are total bid quantities or per acre rates. The reading of the payment items suggests they are total bid quantities, however, Section 1.4.2.2, Seed Testing, reads: “The seed quantities indicated per acre at the end of this section shall be the amounts of pure, live seed per acre or square foot for each species listed.” If the numbers in Tables 1-4 are not per acre rates, but are instead total bid quantities, please supply a seeding rate in OZ/AC for each base and option seeding.
USACE Response Q18: They are total quantities of plugs and seeds. The plant lists say "Total Seed" and "Total Plugs". The bid schedule also shows total quantities. The Specification Section 32 92 19.10 was modified to state "The seed quantities indicated at the end of this section..." instead of per acre.
Q19. Please define the areas for topsoil stripping and replacement, the areas are unclear on the drawings.
USACE Response Q19: Per General note #15 and Section 31 00 00 topsoil stripping and replacement is required for all grading areas. This includes tieback levees, all areas of grading/slope repair on the existing levee shown on the plan and cross sectional views, and the stone slope protection along the riverside slope.
Q20. What was the stripping depth used for the bid quantity?
USACE Response Q20: Topsoil stripping depth is 6” per 31 00 00 Paragraph 3.13.
Q21. Sheet C-503 shows root ball sequence of work, do these areas get topsoil respreads? If so, how much and where is that quantity get paid from?
USACE Response Q21: All grading receives topsoil per GENERAL NOTE #15 on G-002 and Section 31 00 00, paragraph 3.13 stating that topsoil is 6" thick. Refer to the Strip and Replace Topsoil line items 0011AA, 0020, and 0031.
Q22. Item 0011 AC Aggregate service road is this the same as Gravel road as listed on the drawings?
USACE Response Q22: Correct, Item 0011AC Aggregate service road is the same as Gravel road as listed on the drawings.
Q23. Sheet C-501 detail E6 & F6 show a thickness of 3, is this 3” inches?
USACE Response Q23: The thickness should be 3”, dimension corrected on sheet C-501.
Q24. Does the existing ground get excavated to place the 3” of agg service road? Or does the new stone get placed on top of the existing access road?
USACE Response Q24: Refer to revised sheet C-501 as revised by this Amendment, notes added that road shall be constructed according to IDOT SSRBC Section 402, Type A. Existing materials shall be cleared prior to preparing subgrade and installing road.
Q25. Is fabric required under the Aggregate service road prior to stone placement?
USACE Response Q25: No, refer to revised sheet C-501 for Gravel road construction details.
Q26. Is there proposed or final grades for the Aggregate service road?
USACE Response Q25: No. Final grades shown on cross sections are for the structure of the levee itself.
Service road shall be placed on top of the levee final crest grade.
Q27. Is the service road that is getting placed shown on the drawings? I only see a detail and the quantity but not a location.
USACE Response Q27: General notes on sheets C-103 through C-107, and C-109 instruct that the gravel road should be replaced along the entire levee crest within the work limits.
Q28. Please Identify bottom of river elevation at the 3 headwall locations and two Fes locations, this would be helpful in determining what types of cofferdams can be used.
USACE Response Q28: There is no available survey data for these locations. Modeling (which may not be accurate), shows the river bottom at the small culvert at an elevation of 585 ft. NAVD, at the diversion culvert 583 ft NAVD, and at the closure structure 585.
Q29. Is there a weight limit on the existing sheet pile wall? Equipment and material will need to cross the wall is there any specific ways to cross the sheet pile wall?
USACE Response Q29: Means and methods to cross the wall are up to the Contractor, a weight limit will not be provided. The Contractor shall repair any damage to the wall at its own expense.
Q30. Is there a landscape or erosion control drawing showing the seed, blanket and plug areas?
USACE Response Q30: There are no landscape plans. A Planting Plan submittal is required in Specification Section 32 92 19.10 for government approval. The Corps will coordinate planting locations with the contractor prior to submittal approval.
Q31. Sec 31 00 00 Paragraph 3.13 – Please Identify these areas that need topsoil.
USACE Response Q31: Per General note #15 on sheet G-002 and Specification Section 31 00 00 topsoil stripping and replacement is required for all grading areas. This includes tieback levees, all areas of grading/slope repair on the existing levee shown on the plan and cross sectional views, and the stone slope protection along the riverside slope.
Q32. Per spec 012200.0010 paragraph 1.2.11.1 it states this is for one flood event, how will more than one flood event be paid for?
USACE Response Q32: There are remedy clauses in the contract to compensate for such events;
however, the Contractor will need to provide supporting documentation prior to the consideration of a change order.
Q33. What is the elevation of the river that determines it being a flood event or just high water?
USACE Response Q33: Stages vary throughout the project. The following elevations are based on the models developed for the McCook Levee Feasibility Study at a location upstream of the Base work.
100 year - 600.3 feet NAVD 50 year - 599.7 feet NAVD 25 year - 599.2 feet NAVD 10 year - 598.3 feet NAVD 5 year - 597.5 feet NAVD 2 year - 595.96 feet NAVD
Q34. Pay item 0036 flood water control (Option3) job unit is for 1 Job, should this be 1 Each?
USACE Response Q34: No, it should not be 1 EACH is stated correctly as 1 JOB.
Q35. May earth or stone be used as a cofferdam?
USACE Response Q35: Yes. Refer to Specification Section 01 57 20.01 03 paragraph 3.3.1.
Q36. There is cut (excavation) shown in the cross sections, but we see no CLIN for that activity. How should we address this?
USACE Response Q36: All cut areas are incidental to the required fill under the Clay Fill bid items 0011AB, 0021, and 0032 and will not be covered under a separate payment.
Q37. Is the cut suitable as fill? The fill measurement and payment specification indicates that the fill material shall come from on offsite source. How should we address this? Should we include haul off and disposal of the cut material?
USACE Response Q37: Refer to Specification Section 31 00 00, paragraph 3.10 for details of reuse and disposal of the cut material.
Q38. The work in options 1 and 2 requires work near the railroad tracks. Is railroad protective insurance required? If so, what are the limits, frequency of trains, etc.?
USACE Response Q38: Refer to Division 01 of the specifications, wherein the specific insurance coverages are delineated. Please contact the railroad for information regarding limits and frequency of trains.
Q39. Are the headwalls and flared end sections shown for the culverts, to be included in the RCP pipe CLIN’s?
USACE Response Q39: Per Specification Section 01 22 00.00 10 paragraph 1.3.13.1 and 1.3.15.1, the headwall structures are incidental to the flap gate bid items. Flared end structures are incidental to the pipe.
Q40. Specification section 01 22 00.00 10, Paragraph 1.3.4.1 indicates that “toe protection stone, both riprap and bedding stone, placed indicated on the drawings.” Will the weight of both the CA2 bedding and the RR5 be measured for payment on CLIN 0010? Or is the 1,500 tons representative of the RR5 and the CA2 is incidental?
USACE Response Q40: 1500 tons is representative of the RR5 quantity required. The CA2 bedding stone is incidental to the payment item per paragraph 1.3.4.1. in Specification Section 01 22 00.00 10
Q41. We have attached a typical detail for a precast headwall. If we have a precaster cast the flap gate thimble into the wall, would precast be acceptable in lieu of cast in place concrete for the headwalls?
USACE Response Q41: No, the headwall is to be cast in place concrete as shown on sheet S-302.
Q42. Sheet S-103 Indicates “9-72” DIA CLASS IV RCP PIPE, TYP.” Above the headwall section. Yet near the left end of the same section, there is a note requiring a 24” standard flared end section. Is this pipe 72” or 24”?
USACE Response Q42: The pipe is 24". See sheet S-103.
Q43. Sheet C-503 describes a removal process for root balls. In Specification Section 31 11 00, Paragraph 3.2.1 indicates that “All tree stumps will be mechanically ground or chipped and removed from site.” So do we grind or excavate? Further, if we excavate and refill, are the excavated and filled quantities payable on the earthwork CLIN’s?
USACE Response Q43: Both. Specification Section 31 00 00, Excavation is required for removal and then the stumps should be ground on site for disposal. The fill quantity required for backfilling after tree removal is payable under the Clay Fill bid items 0011AB, 0021, and 0032.
Q44. No elevation was provided for the Lawndale Gate box on structural details S-101/S-301. Can USACE please provide an elevation for reference, i.e. pipe invert elevation or top/bottom structure elevation?
USACE Response Q44: Elevations were added via two sheets S-101 and S-301 as revised per this amendment.
Q45. Please confirm for the aforementioned solicitation that Three (3) individual personnel are required for the contract: Superintendent, Quality Control Manager and SSHO.
