SUMMARY OF CHANGES

A. BID OPENING DATE AND TIME:

The Bid Opening Date and Time is NOT EXTENDED by this Amendment, therefore, bids are due by 2:00 p.m. (Central Time) on 19 February 2019. Detailed information regarding the submission of bids is located at Section 00 22 13 of the Solicitation document – See “IMPORTANT BID NOTES.”

B. BID OPENING ROOM:

The following section has been modified:

SECTION 00 22 13 - SUPPLEMENTARY INSTRUCTIONS TO BIDDERS, paragraph 4. a.

The designated Bid Opening Room is the Larry Conference Room, located on the 15th floor at 231 South LaSalle Street, Suite 1500, Chicago, Illinois 60604.

C. REVISIONS TO SECTION 00 10 00 - SOLICITATION

By this Amendment No. 0004, the government is issuing a Revised Bid Schedule, which changes the quantity of bid item no. 0001 AJ – Compacted Aggregate No. 73. Accordingly, the Bidder shall remove and replace the previously issued Schedule with the Revised Bid Schedule Enclosed herein, which shall be used to enter its Bid prices.

D. WAGE DETERMINATION: This Amendment encloses the most recent Wage Determination, General Decision IN1, dated 02/08/2019.

E. CONTRACTOR’S INQUIRIES: By this Amendment, the Chicago District, USACE responds to Contractor’s inquiries (SEE THE FOLLOWING).

Question 1: Sheets CU-103 thru CU-106 identify the 16' back alley behind Center Street as 2A - composite aggregate pavement. Is this correct? The quantities do not work. Or is this identified as 2 in the legend - 1.5" surface? Or is it something other, as identified on CU-106 as 1 - 6" agg, 2.5" intermediate & 1.5" surface? Please advise.

USACE Response Q1: The alley is to be composed of 2" Compacted Aggregate No. 73 and Compacted Aggregate No. 53 as indicated on sheets CU-103 through CU-106. As indicated the quantities do not work.

Plan Sheet Page G-002 - Summary of Quantities AND the Construction Solicitation and Specifications Certified Final Documents, Page No. 7 of 85, Item No. 00 01 AJ - Compacted Aggregate No. 73, original quantity shown was 10 TON, for Item No. 00 01 AJ - Compacted Aggregate No. 73, Quantity is 138 TON.

The original quantity will be replaced on the Bid Schedule. Based on the revised quantity, this addresses the remaining questions.

Question 2: Drawings indicated that a new NIPSCO gas main is to be installed. Will the NIPSCO work be completed prior to the USACE project commencing?

USACE Response Q2: The new NIPSCO gas main would be installed prior to the USACE project commencing.

Question 3: Drawing G-009 for the exfiltration trench indicated inlet and outlet pipes with different elevations for the new catch basin manhole. Drawing CU-107 indicated two outlet pipes sloped approximately 0.25% away from the new catch basin manhole. Which is the correct specification?

USACE Response Q3: Both pipes should gently slope away from the new catch basin manhole in order to provide time for the water to exfiltrate out of the pipe.

Question 4: Can water for the watering schedule described in Section 32 92 19 3.2.6 be obtained from a City of Whiting nearby fire hydrant?

USACE Response Q4: City will allow procurement of water from hydrants provided that contractor supplies a backflow preventer. No meter is required and City will not charge for water.

Question 5: Paragraph 2.2.1 CIPP Lining Tube, last sentence says that we must “provide fiberglass pressure pipe in accordance with AWWA C950”. I’m not sure what this is requiring as it applies to gravity sewer lining.

USACE Response Q5: Section 22.05.83.63, Page 4, Paragraph 2.2.1-Reference to AWWA C950 Fiberglass reinforced tube would not be required in a gravity sewer situation. The proper design thickness would provide a fully structural liner without any fiberglass product being needed. The specification also references an “integrated bladder” which is not commonly used in current lining techniques. While some companies may still use a bladder system, it is not common amongst most lining contractors utilizing an “inversion” installation method. As a result, the reference to AWWA C950 shall not apply.

Question 6: Paragraph 2.2.2 – Our standard chemical resistance testing appears to be insufficient as required in Table 1. This is a month long test that would probably take us 6 months to coordinate and execute. Is this going to kick our product out right off the bat? Below is a clipping from our resin submittal package. The concentration levels in your spec are higher.

USACE Response Q6: Section 22.05.83.63, Page 5, Paragraph 2.2.2- As referenced there was no clipping provided for your resin package unable to comment or review? The standard polyester resin (used in 99% of domestic sewage / storm sewer applications) complies with the concentrations shown in the Table 1 - The nitric acid, Phosporic acid, and Sulfuric acid concentrations in the current spec are higher than what is normally required. The currently specified concentrations may be related to the Epoxy resin requirement, which are addressed below.

In Section 22.05.83.63, Page 5, Paragraph 2.2.3 - It requires to provide an epoxy resin. The epoxy resin may meet the chemical resistance properties that were originally specified in Table 2, but epoxy is not necessary in a residential “standard issue” gravity sewer scenario. Typically, the only applications that is used in the industry is epoxy or vinyl ester resins are for extreme temperature/corrosion environments such as paper mills, breweries, or other industrial facilities. The standard polyester resin meeting the chemical resistance criteria above as well as the proper design parameters for physical properties will provide the 50-year design life commonly required of CIPP liners. The use of standard polyester resin shall be added as an acceptable resin for this project.

Question 7: Table 3 in paragraph 2.2.2 shows initial minimum structural requirements per ASTM F1743.

This covers pulled-in-place lining which we will not be doing. We would be doing inversion lining covered in ASTM F1216. Tensile Strength isn’t a reliably tested characteristic and isn’t included in F1216.

Tensile strength is generally used for pressure pipe and not for gravity sewer. Are we going to be required to include testing for Tensile Strength and required to remove and replace entire line segments if we do not meet 3000psi?

USACE Response Q7: Section 22.05.83.63, Page 5, Paragraph 2.2.2-Unable to located Table 3? I assume the reference is to Table 2. This Structural Property Properties is a standard and shall be in accordance with the method applicable. The inversion liner shall be in accordance with ASTM F1216 and the pulled-in-place shall be in accordance with ASTM F1742 and shall follow all of its applicable sub-sections.

Testing is commonly required to perform tensile strength on gravity pipe-liners to meet the specification for the physical properties. However, it has not been determined if testing will be required on this project.

Question 8: Are we actually required to use “light blue” tube? Our liner cures white.

USACE Response Q8: Section 22.05.83.63, Page 5, Paragraph 2.2.2- The specification requires some type of off-white wall coloring tube for CIPP resides in the aid of being able to see proper resin saturation of the liner during final video inspection. Off white resins or colored resin areas of felt that are resin poor will easily show up as bright with in the final video inspection. However, on this project white internal wall color is acceptable.

Question 9: Is curing by steam acceptable. Paragraph 3.1.7 is where it mentions that a representative from the Town of Crown Point would have to approve steam cure. There are overhead power lines at a couple manholes which might make water curing difficult.

USACE Response Q9: Section 22.05.83.63, Page 7, Paragraph 3.1.4.4 Stream Cure, Steam curing is acceptable. The sewer main lines in this project are under 11 feet in depth. Please note Steam curing is NOT allowed for sewers greater than 15 feet deep.

Section 22 05 83.63, Page 9 Paragraph 3.1.7 ---The sentence referring to ‘City of Crown Point’ shall be replaced with the ‘City of Whiting’. Steam curing question was answered in previous response.

If water curing is to be used, the liner could possibly be installed in reverse or downstream to upstream to avoid the overhead obstructions.

Question 10: Specification section 33 11 00 part 2.1.1 page 8 Stainless s tee T-head bolts and nuts shall be Series S30400 meeting ASTM A193/A193M. To prevent galling the entire surface of the bolt shall be spray coated with burgundy colored 1010 Xylan as manufactured by Whitford Worldwide or approved equal. Are stainless steel T-head Bolts Required for all MJ Fittings? Is 1010 Xylan required?

USACE Response Q10: Stainless T bolts are not necessary and do not need to be coated in 1010 Xylon.

Question 11: Are there any tapping fees or permits required for the two (2) 6” x6” taps?

USACE Response Q11: There are no permits required nor are there any tapping fees.

Question 12: Are there any fees for water usage or discharge?

USACE Response Q12: There are no fees for water usage or discharge.

Question 13: Can you please let me know the flow data on the 18” & 21” lines to be CIPP lined?

USACE Response Q13: The flow data information is not known. There are limited homes on the block but note this is a combination sewer system.

Question 14: Will the owner provide water?

USACE Response Q14: Answered in Q12.

Question 15: Will the owner provide a site for debris disposal?

USACE Response Q15: This will be discussed at the preconstruction meeting

Question 16: Can we use air inversion and steam curing?

USACE Response Q16: Per the specifications, the acceptable means of CIPP curing is steam and water

Question 17: Does Clean/CCTV include heavy cleaning? If yes, is there any existing videos of the sewer lines available?

USACE Response Q17: Yes, existing sewer video is available and has been answered previously in Amendment 002. Also, see Section 22.05.83.63, Page 6, Paragraph 3.3.1 --- Pipe Preparation, the cost of heavy cleaning if deemed necessary, shall not be paid for separately it shall be incidental to the Sanitary Sewer to be Pipelined, 18-inch and 21-inch.

Question 18: Do we have to install a pre-liner? If yes, is there any existing videos of the sewer lines available?

USACE Response Q18: Existing sewer video is available and has been answered previously in Amendment 0002.

Question 19: Do we have to include the cost for removal of protruding taps? If yes, is there any existing videos of the sewer lines available?

USACE Response Q19: There are no protruding taps in the existing sewer line, existing sewer video is available and has been "Answered previously in Amendment 0002.

Question 20: Do we have to include the cost for dye testing of the service laterals?

USACE Response Q20: Per the specifications the cost is incidental to the lateral re-instatements, there will be no additional costs to perform dye testing of the service laterals

Question 21: Do we have to perform grouting of the reinstated laterals?

USACE Response Q21: No there is no grouting specified for this project

Question 22: Reviewing the spec for the CIPP portion of the work, it appears that you are requesting a CIPP product that is not required for the gravity type application considered in this project. Would you be open to allowing a standard CIPP specification?

USACE Response Q22: Bid according to specification.

Question 23: The spec states the following: Ensure that the liner tube can conform to 45-degree and 90-degree bends, offset joints, bells, and disfigured pipe sections. 90 degree bends are a problem for our liner – can you remove the verbiage pertaining to 90 degree bends? If our camera cannot get through, our liner may not either and it runs the risk of stopping.

USACE Response Q23: Section 22.05.83.63, Page 4, Paragraph 2.2.1 - The existing condition of the pipe does not warrant a need for the liner to conform to these degrees in the pipe. However, the liner shall conform to offset joint, bells, and disfigured pipe. The existing sewer video shows the condition of the pipe and is available for viewing.

Question 24: In the specification for the sewer lining it states that the lining product must be able to conform to a 45 degree and 90 degree bends. I am unable to receive a quotation for the lining because the lining product will not conform to these requirements. Please clarify as soon as possible.

USACE Response Q24: answered in Q23.
