SECTION SF 30 BLOCK 14 CONTINUATION PAGE
The following items are applicable to this modification:
AMENDMENT PARTICULARS:
A. The BID Opening Date and Time remains unchanged by this Amendment; therefore, BIDS shall be provided to the USACE‐Chicago District by 2:00 p.m. (CDT) on September 13, 2016.
B. By this Amendment, the USACE is providing responses to contractor’s questions.
C. Revisions have been made to the Bidding Schedule (Section 00010 – Solicitation Contract Form);
therefore, Bidders shall remove and replace the previously issued Section 00010 with the Revised Section 00010 enclosed hereunder. Bidders shall provide their prices on the Revised Schedule. The resultant changes include a Contractor option relating to the use of a Construction Method. In the revised Bidding Schedule, Contract Line Item 0012 (includes 0012AA and 0012AB) is designated as “CONSTRUCTION METHOD A” AND Contract Line Item 0013 is designated as “CONSTRUCTION METHOD B.” ONLY ONE METHOD MAY BE SELECTED FOR BID PRICING. The Contractor may select either Construction Method A or B. Thus, at the line item level, wherein the method was not selected, the bidder shall enter “Not Selected for Bid.” In this regard, to reiterate, the Contractor’s bid price shall include pricing for either Construction Method A or B, not both. In the Contractor’s overall total bid price, the relevant amount shall be included.
D. The Bid Notes at Section 00100, “Bidding Schedule/Instruction to Bidders” have been revised and are enclosed herein this Amendment (the revised Section follows the enclosed Revised Bid Schedule).
E. This Amendment includes Revised Specifications Sections, which are as follows and attached hereto:
- Section 01 22 00.00 10 Measurement and Payment was revised to include new Alternate CLINS 0012AA and 0012AB, and new CLIN 0013 for the HDD Installed Force Main.
- Section 31 23 00.00 20, paragraph 2.1.1 was revised to state that existing material (marl) may be used for backfill in areas outside of the gravel road.
- Section 33 34 00 Force Mains: Sewer was revised to include the pipe requirements for HDPE pipe used for directional drilling.
- Section 33 05 23.13 Utility Horizontal Directional Drilling was added to the contract to include the installation requirements for the alternate HDD force main installation method.
F. By this Amendment, the following Drawing Sheets were modified and are attached hereto:
- Sheets G‐002 and C100 – C105 were modified to show the two alternates for pipe installation, open cut and HDD.
G. Included hereunder is the most current Wage Determination– see attached General Decision IN1, dated August 26, 2016.
H. The Point of Contact (POC) for this Amendment is Regina Blair, who may be reached by phone at 312‐846‐5371.
I. ANY AND ALL TECHNICAL OR CONTRACTING INQUIRIES SHALL BE PROVIDED IN WRITING AND EMAILED TO THOMAS J. RUSSELL at thomas.j.russell@usace.army.mil with a copy furnished to Regina Blair at regina.g.blair@usace.army.mil.
THE USACE’S RESPONSES TO CONTRACTOR’S INQUIRIES FOLLOW:
Q1: Please verify that Horizontal Directional Drilling (HDD) is an acceptable method for installation.
A1: Yes, HDD is acceptable. Either 18‐inch PVC Pipe as originally specified or 24‐inch DR 11 HDPE may be utilized for HDD, per the revised CLINS 0012 and 0013.
Q2: What kind of variance is acceptable on the grade of the pipe? 0.00% is nearly unattainable if HDD (horizontal directional drill) is used.
A2: The requirement, if the force main is HDD, is that the line go continuously uphill from the south to the north so air release valves are not needed. If intermediate high spots are created, air release valves will have to be installed. See new section 33 05 23.13.
Q3: What kind of variance will be allowed for depth of bore if we have to go deeper than 5' min to obtain better soil conditions?
A3: Maximum cover is 7 feet (for future maintenance considerations) per section 33 05
23.13 paragraph 3.1.4‐a, Vertical Tolerance.
Q4: Please confirm if the pipe has to be both hydrostatic and air tested, or if one method will be acceptable.
A4: Per specification Section 33 34 00 Force Mains; Sewer, paragraph 3.2 Hydrostatic Tests, only hydrostatic testing is required.
Q5: Are both Contractor and Government field offices required and supplied by the Contractor under this Solicitation?
A5: Per the specifications, there are no contractor or government field offices required for this contract.
Q6: Will the excavated marl be allowed for backfill use above the geotextile envelop?
A6: Yes in areas outside the gravel road. Detail on sheet C‐005 refers to the specifications for appropriate backfill. See section 31 23 00.00 20 paragraph 2.1.1 for allowance of using on site marl for backfill.
Q7: The PVC bedding detail on sheet C‐500 states "Remove Marl to 3' Max and replace w/No. 8 Stone...". Please define an excavation and bedding depth required for bidding purposes. This note suggests the Contractor has the option to place bedding at a thickness they see fit.
A7: The specified requirement is to remove marl to a maximum of 3 feet as on sheet C‐
500. This is what should be assumed for preparing the bid. The geotechnical engineer believes providing 3 feet of sound foundation under the pipe will be sufficient.
Q8: Will the Contractor be permitted to waste excavated marl within the work zone?
A8: No. All spoil must be removed from the site per plan sheet G‐002, note 32 and specification section 31 23 00.00 02 paragraph 3.11, Disposition of Surplus Material.
Q9: I am writing to inquire about any boring, tunneling, or directional drilling on the above‐mentioned project. I reviewed the Section for Supplies or Services and Price and found a few difference diameter Force main items but it did not specify.
A9: The force main may be installed either by open cut methods or horizontal directional drilling. Refer to the amended Bidding Schedule (Section 00010) ‐ SEE bid items 0012AA and 0012AB and 0013. Payment for each method is detailed in specification section 01 22 00, and installation requirements for the HDD Method are included on the revised plan sheets C‐100 through C‐105, and new specification section 33 05 23.13.
