3.1 DAMAGES

Private Service Blockage Due to Rehabilitation - If private service is blocked due to actions of the CONTRACTOR, the CONTRACTOR shall pay a liquidated damage of $500 per day until the blocked service is clear. The CONTRACTING OFFICER may choose to withhold the liquidated damage total from the CONTRACTOR'S retainage.

SECTION 01 22 00.00 10 Page 8 shall be included in the video recording. Measurement will be accurate to one foot per 100 ft of inspected pipe. The defect database shall track length to defect by referencing the video frame number of each observed defect.

Inspection Speed -The camera shall be directed through the sewer in a downstream direction, with the flow, at a uniform, slow rate. In no case will the video camera record while moving at a speed greater than 30-ft per minute. If the inspection is rejected due to camera speeds exceeding 30-ft per minute, the OWNER has the right to request that it be redone, at no additional cost.

Panning and Zooming - The CCTV camera operator shall stop, pan, and zoom at any observed pipe defects. The CCTV operator shall also stop, pan, and zoom at each pipe connection in order to best capture the size, location, and approximate elevation of each connection.

Reverse Setups - If inspection or cleaning equipment cannot pass through the entire section of the pipeline, at the OWNER's direction and if possible, reset the equipment at a downstream manhole, and attempt to inspect the section from the opposite direction. If the equipment again fails to pass through the blocked section, the inspection of that pipe section shall be suspended. The CONTRACTOR will only be paid for footage that is inspected and documented by the camera's distance counter.

Storm Culvert Cleaning - Contractor shall clean storm culverts to facilitate access through the culvert. The cost of cleaning to facilitate access shall be incidental to the work.

Site Restoration - CONTACTOR shall fully restore to pre-construction condition the site at any access points disturbed during inspection.

Restoration activities shall include, but not be limited to, pavement, lawn, vegetation, sidewalks and curb/gutter. After work is completed, the OWNER will conduct a site walk-through and develop a final punch list. The punch list will identify restoration activities.

Initial Inspection Data Submittal - After the first two pipes have been inspected, the CONTRACTOR shall submit to the OWNER a DVD (or a USB drive) of the inspection video files. The OWNER will review the video for conformance to PACP standards and the Specifications. The Engineer will provide the CONTRACTOR with comments within 24 hours of submittal. The CONTRACTOR shall incorporate Engineer comments into subsequent inspections.

Draft Sewer Inspection Data Submittal - Provide the ENGINEER with draft copies of the CCTV inspection video for each project area. Provide storm and sanitary sewer data in separate folders as part of the submittal document. Draft copies shall include video files and a summary of defects. The draft copy does not need to comply with the specified naming conventions required for the final sewer inspection data. A full set of sewer inspection data shall be conveyed to the OWNER immediately after each area is inspected to allow the OWNER to identify and recommend rehabilitation work for that area.

Final Sewer Inspection Data Submittal - Provide two copies of the CCTV inspection data to the OWNER via three external hard drive with a complete set of CCTV inspection data included on the drive.

a. Data to be submitted on the hard drive shall include:
