The following items are applicable to this modification:
SUMMARY OF CHANGES
B. RATE SCHEDULE: The Rate Schedule was amended, removed from SECTION L and provided as Attachment 1 via this amendment. The Contractor should complete and submit the Rate Schedule per the Proposal Instructions located in SECTION L, PART 1 of the solicitation.
C. SCOPE OF WORK: Section C – Descriptions and Specifications, Scope of Work (SOW), Description of Work has been amended as delineated below; therefore, offerors shall replace the affected SOW with the SOW provided as Attachment 2 via this amendment.
“The Contractor shall provide all personnel, materials, facilities, and other supplies and non-personal services necessary to conduct research services as defined in this Scope of Work (SOW) for the U. S. Army Corps of Engineers. The Contractor shall participate in necessary project meetings with USACE on a regular basis, as detailed in the task order, to inform USACE on the progress of the project and allow for formulation and discussion of project decisions. These meetings may include teleconferences or occasional onsite meetings at the USACE Chicago District Office. The Contractor will be responsible for conducting water resource surveys and statistical information collection in support of various water resources activities. The Contractor shall perform to the standards in this contract.”
D. PAST PERFORMANCE QUESTIONNAIRE: The Past Performance Questionnaire is provided as an Attachment 3 via this amendment.
E. USACE RESPONSES TO CONTRACTOR’S QUESTIONS: In response to the Contractor’s inquires, the USACE provides the following responses:
QUESTION 1: Per the RFP Price Offer: The Rate Schedule is contained in Attachment A of this Solicitation and shall serve as the offeror’s Price Offer. Did the government mean that the offer should submit Section B - Supplies or Services and Prices page 3 to7 of RFP. Or is the rate schedule as found on page 9 to 11 should be submitted of for Attachment A? Request the government clarify what rate schedule is required be submitted by the Offeror IAW with 2.1.2 section 4. We are unsure how to quote price based on the two types of price quotes in the RFQ.
RESPONSE 1: The Contractor should complete and submit the Rate Schedule per the Proposal Instructions located in SECTION L, Part 1 of the solicitation. Contractors are not to provide pricing for the Bid Schedule, as monetary capacity for Task Orders has already been established as cited.
QUESTION 2: It is not clear from the RFP what is the contract type in accordance with FAR -- Part 16, Types of Contracts. Understand that some task order price is to be negotiated and under Section B - Supplies or Services and Prices page 3 to7 list FFP FRP. Can the government clarify what is the contract type for the base contract?
RESPONSE 2: The Contractor shall refer to Section I, FAR Clause 52.216-1, which states, “The Government contemplates award of an Indefinite Delivery/Indefinite Quantity Firm Fixed Price contract resulting from this solicitation.”
QUESTION 3: Does the government have sample surveys or questions they can provide to assist bidders in understanding the government's perspective and survey expectations.
RESPONSE 3: Task Orders awarded under this contract may cover a wide range of surveys associated with water resources projects. In the past, many of the surveys conducted are related to post-flood damage assessments. The following link provides a wide range of example questionnaires that have be conducted by USACE in the past:
http://www.iwr.usace.army.mil/library/ombsurveys.aspx
QUESTION 4: Will the government require personnel to be on site at the government facility, or is remote work at the contractor’s facility acceptable?
RESPONSE 4: Remote work at the contractor’s facility is usually acceptable. Per the SOW, Description of Work, only occasional, brief project meetings would need to be performed in the USACE Chicago District facility, with the Contractor as an invited guest. The remainder of the work should be performed at the Contractor’s facility.
QUESTION 5: Given that this contract will be awarded via Task Orders, will this be a multiple award IDIQ with multiple vendors or will there be only one vendor awarded the overall IDIQ contract?
RESPONSE 5: Only one contractor will be awarded the contract; refer to SECTION L, paragraph 1.1, “The intent of this Solicitation is to select one contractor to perform the requirements of the services described for this project…” QUESTION 6: Does the government anticipate a requirement for regular meetings between the contractor and the government. If so how often will meetings be required, for example monthly, quarterly etc. What would be the location of any potential meetings? Can the meetings be done via teleconference?
RESPONSE 6: Meeting requirements will be established with each Task Order awarded under the IDIQ.
QUESTION 7: The government is requesting FFP Unit Price for Survey Research Studies for a base period and option years. The Unit listed is Job with a max quantity of 300,000. Can the government please clarify what price the offeror is required to submit against each item number of Section B.
RESPONSE 7:The Contractor should complete and submit the Rate Schedule per the Proposal Instructions located in SECTION L, PART 1 of the solicitation. See Response 1 and the Bid Schedule which cites the contract capacity.
QUESTION 8: The solicitation requests submission of Past Performance Questionnaires completed by clients. As a small business, we are marshaling our resources to provide a comprehensive response. However, given the relatively short response period for this solicitation and corresponding brief period of time to obtain completed questionnaires from clients, may we provide comprehensive contact information for the clients along with project details and still be considered responsive to this requirement? If the PPQ’s are required in order to be responsive, is there a specific form you wish to see used? We did not find one with the solicitation package.
RESPONSE 8: The Past Performance form is provided via this Amendment. The proposal submission due date is extended via this amendment.
QUESTION 9: The solicitation specifies a preference for a Teaming Agreement (section 2.1.1a ii, pp 62). Would a Letter of Commitment from our teaming partner satisfy this requirement, or is a formal Teaming Agreement required?
RESPONSE 9: A Letter of Commitment will satisfy this requirement.
QUESTION 10: Is this a new opportunity?
RESPONSE 10: Yes this is a new opportunity; however, these services have been previously procured.
QUESTION 11: If there is an incumbent, can you please provide the name of the incumbent?
RESPONSE 11: There is no incumbent
QUESTION 12: Is this a new opportunity?
RESPONSE 12: Yes this is a new opportunity; however, these services have been previously procured
QUESTION 13: If an incumbent exists, would they be eligible to compete for this solicitation?
RESPONSE 13: Competition for this acquisition is limited to 100% Small Business Concerns.
QUESTION 14: In the rate schedule under item 09A.A Overhead Rate (non-phone surveys), is the overhead rate intended to be applied to all activity including labor categories?
RESPONSE 14: Yes. The Rate Schedule was amended and provided as Attachment 1 via this amendment.
QUESTION 15: Would it be possible to propose a fully loaded hourly rate inclusive of overhead?
RESPONSE 15: No, all rates should be broken out per the Rate Schedule.
QUESTION 16 Please define non-phone surveys. Specifically that it does not include in-person surveys.
RESPONSE 16: Per the Scope of Work (SOW), Project Objectives, paragraph (2), non-phone surveys include in-person interviews, web/email/social media campaigns, and mail surveys.
QUESTION 17: - By mentioning overhead rates, do you require complete price breakdown inclusive of labor, overhead, G&A and fee? Alternatively can a fully loaded rate suffice instead?
RESPONSE 17: No, all rates should be broken out per the Rate Schedule.
QUESTION 18: Please specify what is meant by “Overhead Rate” of non-phone surveys. We are not certain of what types of overhead fees fall within this designation.
RESPONSE 18: The Rate Schedule was amended and provided as a Attachment 1 via this amendment. The Contractor should complete and submit the Rate Schedule per the Proposal Instructions located in SECTION L, PART 1 of the solicitation.
QUESTION 19: Regarding database maintenance – Are databases to be maintained on USACE computers or contractor equipment?
RESPONSE 19: Services may be rendered and products delivered without direct access to USACE Information Systems.
QUESTION 20 What is the government’s intent in relation to accessing the database during the period of performance?
RESPONSE 20: Per Scope of Work, Task Orders, “Projects will be issued to the contractor by task orders…” Projects that may require publicly-facing or publicly-accessible web-based or application-based data population will be hosted on an AR 25-1 and AR 25-2 compliant Information System. USACE accessibility needs for database queries and data calls will vary based on project scope and be addressed per Task Order.
QUESTION 21: What government equipment will be provided for this effort (if any)?
RESPONSE 21: Government furnished equipment will not be provided.
QUESTION 22: In Section 3 of the proposal submission instructions, a past performance questionnaire is required to be included in the Past Performance section. However, I do not see a past performance questionnaire included with the solicitation. Please advise.
RESPONSE 22: The Past Performance Questionnaire is provided as Attachment 3 via this amendment.
QUESTION 23: Please clarify the place of performance. Will there be a requirement to perform work in the USACE Chicago facility?
RESPONSE 23: Per the SOW, Description of Work, only occasional, brief project meetings would need to be performed in the USACE Chicago District facility, with the Contractor as an invited guest. The remainder of the work should be performed at the Contractor’s facility. The primary area of performance of work is the Greater Chicagoland and Northwest Indiana region, including Cook, Dekalb, Dupage, Lake, McHenry, Kane, Kendall, Winnebago, Will, Grundy, and Kankakee Counties in Illinois and Lake, Porter, and LaPorte Counties in Indiana.
Services may also be required in the larger Great Lakes Region, including northeastern Minnesota, the Upper Peninsula of Michigan, northern and eastern Wisconsin, Michigan, northern Ohio, northwest Pennsylvania, and northern New York.
QUESTION 24: In the proposal submission instructions for Section 2: Project Approach, it looks like the first paragraph was copied from Section 1: Contractor Experience. Do you need us to repeat the narratives from Section 1 in Section 2, or will only providing the narratives in Section 1 suffice?
RESPONSE 24: The initial instructions provided in Section 1 Contractor Experience and Section 2 Project Approach are to be applied to the Section Tabs, i.e. Tab 1a Prime Contractor Experience, Tab 2a Survey Research.
The projects and personnel may not be the same as they apply to each Tab. The narrative for each Section/Tab will likely be different. Please provide the information specific to each Section and Tab.
