The maximum page limit for this section is 25 pages. The contractor shall demonstrate recent, relevant experience on similar projects, using the PPQ. Please submit projects that are currently underway or completed and turned over no longer than five (5) years preceding the date of this Solicitation. Ensure correct phone numbers and email addresses are provided for the client point of contact. Completed Past Performance Questionnaires should be submitted with your proposal. The intent of the PPQ is to determine the relevancy of each project and how well the offeror performed on each project

Provide a listing of five relevant projects, with detailed project description of each, along with a Point of Contact Name and Telephone Number. In addition, the Government will query and use the most recent ratings in the Construction Contractor Appraisal Support System (CCASS) or its successor or equivalent referencing and performance tracking system. At least one project should reference work related to rock stability and at least one project should reference work relate to soil nail wall construction.

The Government will perform a performance confidence assessment of the offeror’s probability of successfully meeting the contract requirements, considering the degree of success of the Offeror’s recent (under way or has an actual completion date within seven (7) years from the date of this Solicitation), relevant experience. The Government will evaluate the extent of recent, relevant experience of the prime contractor, or a key subcontractor, on this project. The Government may place greater importance on projects performed as a prime contractor than as a subcontractor, depending upon overall role and relevancy considerations. Federal Government project experience will not be rated inherently more important than non-Federal Government project experience. The Government will consider extent of recent experience, degree of relationship of such experience to this project, demonstrated familiarity with applicable codes and local conditions. Some examples of relevancy to this project may include, but not be limited to: Number, size, type work, and complexity of the projects; Dates (under way or completed no more than 5 years preceding date of Solicitation); Firm's role and extent of work self-performed (subcontracting out all work and simply “pouring sidewalks” on a cited project are examples of less relevant experience). The Government will assess the past performance on projects submitted and reserves the right to conduct telephone interviews with points of contact identified in the proposal, and/or to review other recent projects rated in CCASS/ACASS or other agency performance databases, review and/or contact offeror furnished references, or to review personal knowledge. The Government will first assess and rate the relevancy of recent projects accomplished by the offeror to the scope of this contract for overall application to the performance confidence assessment ratings described hereinafter. The projects will include those submitted as well as from other sources described above. This rating is not a separate proposal rating but is only used in developing overall past performance confidence assessment rating assigned to the Past Performance Factor.

The Government will next consider how well the offeror performed on the contracts. The Government will consider the currency and relevance of the information, source of the information, context of the data, and general trends in contractor performance. With respect to relevancy, past performance on projects with more relevance will typically be a stronger predictor of future success and have more influence on the past performance confidence assessment rating than past performance on projects of lesser relevance.

If any firm has multiple functions or divisions, the Government will only evaluate past performance of the division or unit submitting the offer or by the team member. Owners/references may be asked to comment on items such as quality construction, timeliness, management effectiveness, subcontractor management, safety, relations between owner and contractor, correcting construction errors, warranty work, etc. The Government will target areas covered in the requirements of this proposal including quality control, schedule, cost control, customer satisfaction, problem resolution, correcting construction errors, warranty work, and safety. The degree of relevant past performance experience will factor into the overall Performance Confidence rating. For example, if all of the offeror’s performance ratings are Exceptional, the overall confidence level may be lowered due to the relevancy of the experience.

If the Government does not obtain past performance information for the projects identified by the Offeror or cannot establish a past performance record for the Offeror through other sources, past performance will be rated neither favorably nor unfavorably. The performance risk will be considered unknown.

Rationale for Contract Approach and Evaluation Factors Rock wall stabilization will depend greatly upon the effectiveness of blasting techniques and the inherent variability of the rock faces and rock structure. Geotechnical investigations have defined parameters associated with the formations on site;

however, there are always unknowns related to the subsurface. It is necessary to build in a level professionalism and specialized technical expertise into this work. For this contract, the Government considers technical factors to be greater than cost. The Government is willing to pay more for an offer that is considered a better approach to rock wall stabilization as that would likely result in more effective short and long-term stability, on-site safety and decreased maintenance costs. The factors of evaluation selected as described below:

a. Rock Stability and Stabilization Approach: As the proposed project requires stabilization of vertical or near-vertical slopes up to approximately 250-feet, the risks posed by unstable rock are significant. Attention to the rock conditions and factors that impact stability, as well as the application of timely and prudent stabilization methods and elements will be critical to the project. Timely analysis of conditions and recommendations that will permit installation of efficient and practical solutions to areas of unstable rock, as well as the reasonable prediction of stability in areas where little or no measures are necessary will be considered.

b. Installation Approach: Efficient and safe rock scaling and installation of required rock stabilization measures will be evaluated. Designation of appropriate equipment and understanding of the limitations and challenges posed by operating in the congested and dynamic construction site will be considered. Timing and scheduling the sequence of construction activities shall be included in the evaluation.

c. Experience: This item is broken into three parts: Prime, Subcontractor, and Personnel Experience. It is considered essential that a contractor have experience in rock and slope stabilization construction to perform well on a project of this size and complexity, using the current state-of-the-art rock wall stabilization practices. The requirement does not preclude a new company from the project, but they will need to demonstrate the capability of performing at the level expected.

Documentation Documents will include a SSEB Report, worksheets, and selection matrix.

If the Offeror is a joint venture (JV), each firm shall only provide information on the Past Performance Document (PPD) that is relevant to their role on this solicitation. Also, if the JV previously performed work together on a project, the PPD shall provide information demonstrating relevant experience in the role as a JV and shall indicate the percentage of work the JV completed.

If the Offeror intends to subcontract a particular feature of work, the Offeror is encouraged to submit a PPD(s) for said subcontractor and specifically identify their role in this Solicitation.

Preferably, only complete PPDs will be included in the proposal and Offerors should follow-up with clients/references prior to the proposal closing date to ensure timely submittal of questionnaires. If the Offeror is unable to obtain a completed PPD from a client for a project(s) before the proposal closing date, the Offeror should complete and submit with the proposal the entire PPD (with the unfilled evaluation section), which will provide contract and client information for the respective project(s). The Government may choose to, but is not obligated to, contact the client during review of the proposal, so the Offeror should ensure that phone numbers and email addresses are current.

Inclusion of Past Performance information shall be submitted with the Offeror’s proposal.

Offerors shall not incorporate PPD’s into their proposal by referencing previously submitted PPD’s for other RFP’s.

The Offeror may also include performance recognition documents received within the last 5 years such as independent awards, award fee determinations, customer letters of commendation, and any other forms of performance recognition. This documentation will not count against the total maximum page limit.
