USACE RESPONSES TO ADDRESS A CONTRACTOR’S QUESTIONS
Provided below are the USACE’s responses to questions that have been submitted by Contractor’s since the issuance of Amendment 0002.
QUESTION #1: Section 35 21 23.01 03 National Dredging Quality Management Specifications indicate that the monitoring profile is required.
‐ Is this only required for the outer harbor work?
‐ Can the “tracking profile” be used on the approach channel work as it has been used in the past?
‐ What is the reasoning for using the monitoring profile instead of the tracking profile?
USACE RESPONSE #1: USACE requirements have changed since 2013, and the monitoring profile is now required for all dredging contracts, as indicated within specification section 35 21 23. The previously used “tracking profile” is no longer employed because it provided an insufficient level of detail to support USACE analysis of problems encountered during dredging work execution.
The Monitoring Profile (vessel position, hull/disposal status, draft/displacement, and vessel heading) builds upon the tracking profile. Adding scow position and disposal status, it also includes draft sensors and displacement tables to give a relative indication of when most of the material has left the scow (or the length of time the material takes to dump) and the scow heading. Increases in draft can show digging/loading locations and decreases show disposal locations. Changes in draft/displacement can also show leakage in gross relative terms.
QUESTION #2: Amendment 2 Section 01 22 00.00 Measurement and Payment. Paragraph 1.4.1.1 states “As of time of contract award the Government is in the process of procuring new permits for the dredging in the Federal Navigation Approach Channel in 2015. All conditions of the associated with those permits must be adhered to for any 2015 approach channel dredging, including but not limited to sediment sampling sediment and elutriate analyses and water quality monitoring if required by Illinois Environmental Protection Agency.
‐ Will the contractor be able to receive an equitable adjustment from the government to recover cost of the requirements of the permit for the 2015 approach channel dredging work?
‐ Can optional bid items be added to the contract to for sediment sampling and water quality monitoring in case they are required in the 2015 approach channel work?
USACE RESPONSE #2:
W912P6-14-B-0002
The USACE cannot commit to approving equitable adjustments while a requirement is under advertisement. Contractor’s may seek equitable adjustments once under contract should they determine it warranted. The USACE would then evaluate the equitable adjustment for merit and quantum.
No additonal option items will be added to this Solicitation (IFB). Should the permit require additional requirements, those will be addressed during contract performance time, via the USACE’s normal request for proposal process.

3.1 TRANSPORTATION OF DREDGED MATERIALS
3.1.1 Transportation
Dredged material must be transported to and disposed of in the indicated disposal areas for the Outer Harbor and Approach Channel, respectively. All nautical vessels, barges, pipelines and transport and conveyance systems shall be operated, loaded and unloaded in such manner as to prevent overflow, spills, leaks, waste, or other loss of dredged materials between the dredging area and the point of deposition within the disposal area.
3.1.2 Transportation Method
The method employed by the Contractor in conveying dredged materials to the disposal area shall be approved by the Contracting Officer's Representative (COR) at all times. Temporary dumping or placement of materials outside of the disposal area for subsequent rehandling into the disposal area is prohibited.
3.2 DISPOSAL OF OUTER HARBOR DREDGED MATERIALS
3.2.1 Government Furnished Disposal Areas
The dredged material shall be transported in sealed hull barges and deposited at the Government furnished disposal site at the Waukegan Harbor former coke plant site. Dispose of dredged material in the disposal area contained within the newly placed jersey barriers as shown on drawings. The deposit of dredged materials in unauthorized places is forbidden. Comply with rules and regulations of local port and harbor governing authorities.
Survey the disposal area to delineate and mark its limits before disposal operations commence. The land based corners of the disposal areas will be marked with orange survey flagging and survey stakes. Inspect the corners of the disposal area daily to verify that they are still in place.
3.2.2 Disposal in Indicated Fill Areas
In depositing dredged material for fill, allow for shrinkage. The Contractor shall place all material in the offload area along the west side of the disposal site. Course grained material dredged from the east side of the harbor shall be placed along the interior edge of the jersey barriers.
Material can then be spread throughout the disposal area inside jersey barriers.
3.2.3 Disposal Site Grading
Dredged material shall not be placed or stored outside of the area enclosed by the jersey barriers until it has dewatered. Once dewatering is complete as determined by the COR, remove the jersey barriers and grade the material sufficiently to stabilize the area.
3.2.4 Optional Disposal Site Grading
In case of award of optional items, dredged material shall be further spread following dewatering. Material shall be spread over the entire open area of the disposal site work limits. All existing operational monitoring wells affected by this work shall be raised to the new grade level in accordance with 33 24 13 GROUNDWATER MONITORING WELLS.
3.2.4 Drainage
Place the material in such a manner that will not block or interfere with natural or constructed drainage ways. Prevent erosion and disturbance of existing on-site material during placement.
3.2.5 Jersey Barriers
Jersey barrier shall be placed along the alignment shown on the plans.
Jersey barrier shall meet IDOT standard 704001-07 for temporary concrete barriers. Barriers shall be anchored into the ground.
3.3 DISPOSAL OF APPROACH CHANNEL DREDGED MATERIAL
3.3.1 Government Furnished Disposal Areas
Transport and deposit dredged material from the Approach Channel in the Government furnished in-lake area, Placement area 1. If directed by COR, contractor may transport and deposit dredged material from the Approach
Channel in the optional placement area 2, at Illinois Beach State Park. The deposit of dredged materials in unauthorized places is forbidden. Comply with rules and regulations of local port and harbor governing authorities.
Survey the disposal area to delineate and mark its limits before disposal operations commence. If Optional placement area 2 is used, the land based corners of the disposal areas will be marked with orange survey flagging and survey stakes. The Contractor will inspect the corners of the disposal area daily to verify that they are still in place
3.3.2 Method of Disposal
Deposit dredged material by bottom-dump scow. The Contractor shall place dredge material at water depth of -18 LWD or deeper, unless directed by the
COR.
3.3.2 Disposal in Indicated Fill Areas
In depositing excavated material for fill, uniformly grade and allow for shrinkage. Provide and maintain necessary bulkheads, dikes, ditches, weirs, spillways, and other construction necessary to confine and retain the fill in the dredge fill area.
3.3.3 Drainage
Place material in such a manner that will not block or interfere with natural or constructed drainage ways into the lake. Maintain drainage lakeward across the placed dredged materials at all times. Prevent erosion and disturbance of existing shoreline sediments during placement
3.4 CONSTRUCTION REQUIREMENTS FOR OUTER HARBOR DISPOSAL SITE
