H. USACE’s RESPONSES TO CONTRACTOR’S INQUIRIES:

Q1. The unit for Item 0007 Curb and Gutter, Remove is Square Yard, should this be Linear Feet?

A1. Yes; the unit for Curb and Gutter Remove should be Linear Feet (LF). The Bid Schedule has been amended to show this change for CLIN 0007, revising the unit of measure to LF.

Q2. Sheet 6 of 58 C‐02 aprox. Sta 19&3' Structure #9 drawn as existing appears to be called out as new. Is this a new structure or existing structure to be removed?

A2. Existing STR. NO. 9 shown on Sheet C‐02 is to be removed. Please note Proposed STR. 9A and STR. 9B will intercept the existing pipes entering STR 9 and then be connected perpendicular to the proposed box culvert.

Q3. Bid Line Item 0007 is 136 Sq. Yds gutter remove. 0017 is 136 Lin. Ft. curb & gutter. Is Lin Ft or Sq Yds correct?

A3. The Bid Schedule has been amended to show this change for CLIN 0007, revising the unit of measure to LF.

Q4. Bid Line Item #13‐Is this aggregate base course for asphalt? Per specs 32 11 23 Page #2 aggregate called out as size no 53. Line Item calls out #8. Which is correct?

A4. CLIN 0013 refers to the aggregate #8 placed at Sta. 72+00 for the construction/maintenance roadway shown on Sheet C‐13. Specification Section 32 11 23 refers to aggregate #53 required under the roadway section when installing storm sewer. Refer to the Bituminous Roadway Repair detail on Sheet C‐17. Please note aggregate

#53 is paid as part of the roadway patching under CLIN 0014.

Q5. Will 36" RCP be accepted in lieu of 33" RCP?

A5. No, 36” RCP shall not be accepted. The 33” pipe must be used. It has been designed to act as the control structure for detention upstream.

Q6. Does bid item 0011 & 0012 (grass seed) take care of seeding in ditch construction?

A6. Yes. On Sheets C‐03 and C‐04, refer to callouts 12 and 15 in the legend requiring erosion control blankets and wetland seed mixture (Sta. 20+00 to 29+63). On Sheets C‐04 through C‐13 from Sta. 29+00 to 76+50 (Line B) and from Sta. 75+00 to 76+95 on Line C, refer to callouts 12 and 14 requiring erosion control blankets and prairie seed mixture to be placed. On Sheet C‐01 and C‐02 along Line A, Sta 10+00 to Sta 20+00, callout 13 in the legend refers to CLIN 0019 Mulched Seeding D.

Q7. Ditch construction cuts and fills do not balance. Can excess cut material be placed in fill area and raise the proposed grade to accommodate the excess material?

A7. The fill areas shall not exceed the proposed elevations shown on the plans. There will be excess cut material to be removed and the cost of off‐site disposal is incidental as described for Bid Item 0010 in the Specification

Section 01 22 00.00 03 Measurement & Payment.

Q8. Can excess trenched soils from box culvert be added to ditch fill area?

A8. The fill areas shall not exceed the proposed elevations shown on the plans. There will be excess cut material to be removed and the cost of off‐site disposal is incidental as described for Bid Item 0010 in the Specification

Section 01 22 00.00 03 Measurement & Payment.

Q9. Bid Line item #11 ‐ 316 Lbs. Prairie Seed #12 ‐ 61 Lbs. Wet Land Seed #19 ‐ 2783 Sq. Yds. Mulched Seeding Please explain where these different seeding items go?

Q10. G‐04: We noticed that the maintenance of traffic map is off. The dark bold lines, representing project work, are not centered over the actual areas of work.

A10. The dark bold project lines of the traffic control map have been revised on Sheet G‐04 to better depict the limits of construction.

Q11. Sheet C‐01:There is an existing concrete channel with handrailing (please see photos 004‐007). This is not clearly addressed on the plans, there is no call for demo that we could see. Apparently there is to be a new grated concrete end section to be installed (C‐16), but it isn’t clear how this work will be done, or if the existing concrete slab is to remain, be re‐installed, etc. Also where exactly does the 4'x3' rcp box culvert end at this location? We feel there should be a new drawing for this work specifically, or additional notes to direct the contractor on how to proceed with this work?

A11. Refer to Sheet C‐16 for a new detail showing an extension of the culvert with a pre‐cast bend. Rather than trying to join the new culvert to the existing headwalls, the proposed box will be extended. Per Sheet C‐01, a new handrail will be installed into the top of the box. CLIN 0020 has been revised to 962 LFT.

Q12. Sheet C‐01: There are a line of pine trees on the north side of 85th avenue that we noticed with the AE on a site visit. These trees were never addressed on the backcheck set. They should provide direction on what to do with these trees; to either remove, or protect them.

A12. These trees are not shown on C‐01 however, they are over existing sanitary sewer and have a small drip line. Note #4 has been placed on Sheet C‐01 for contractor to protect the trees. In addition, the County has agreed to replace these trees if they do not survive the construction activities.

Q13. C‐02: There are a few Ameritech phone line boxes throughout the area the pipe is to be installed. There are no notes addressing the phone lines here and they definitely look like they will be in conflict.

A13. During utility coordination conversations between DLZ and AT&T, AT&T stated they wanted to be notified by the contractor to coordinate temporary relocation. A callout has been added near Sta. 15+20 on Sheet C‐02.

Q14. C‐04, C‐15: We found an 18" or 21" RCP from the NW that goes under Rohrman and extends, and empties out, into the ditch from the lake across the street. This pipe wasn’t shown in the plans. It looks to be about station

76+50 on Line C?

A14. The existing 24” RCP is now shown on Sheet C‐04 & C‐15. The pipe has been approximated on the plans and a note for the contractor to field verify its location and elevation has been added to Sheet C‐15. This pipe outfall will receive riprap and CLIN 0018 has been revised to 275 tons.

Q15. C‐16: The GBES detail drawings all should be in one box so it is clear all the details pertaining to that structure are isolated. The set we had some of the text was overlapping other details.

A15. The Grated Box End Section Type II detail has been revised and boxed.

Q16. C‐55: There appear to be access problems. The easement access path has a large dropoff in elevation (there is a retaining wall see pic 013), so it will be difficult to bring equipment back there without going into the other residents yard (also a steep slope). I am not exactly sure what should be done about that, but it will be an issue for the contractor.

A16. The easement is the only access. Objects in the easement can be removed. The County will be contacting the affected homeowners and discussing the details of accessing the area. Also on Sheet C‐55, a note calls for the contractor’s responsibility of property restoration from any damage occurred during construction activities.

Q17. C‐55: There was no mention of removing and replacing the existing pipes and open grate structure (see 007‐009). Currently there are 2 ~12" plastic (corrugated pvc?) pipes extending from a manhole into the pond. On the land side there is another ~18"‐24" corrugated pvc pipe.

Also, what type of cover is needed for the new manhole? Is it just a concrete box.

A17. The existing pipes and structures are to be removed and replaced by the storm sewer and structure shown on Sheet C‐55. Per the Detail of STR. No. 101, the top of the manhole is a concrete slab set on 4” blocks to allow weir flow into the structure. A beehive inlet (Type casting) on top of the slab has been added for access inside the manhole. CLIN 0031AF has been added to the bid schedule for this casting.

Q18. Is the area shown on drawing C‐13(J/903) where the 603 tons of #8 aggregate, item 0013, to be placed? The aggregate required under the walks, paving and at the precast box section is to be included with those bid items. Also, the square yards quantity of 903 is incorrect if the ramp down to the bottom of the ditch is included.

A18.C LIN 0013 refers to aggregate #8 placed at Sta. 72+00 for the construction/maintenance roadway shown on Sheet C‐13. The quantity for aggregate at this location shown on C‐13 has been revised to 1060 sq. yds. CLIN 0013 has been revised to 708 tons

Q19. Drawing C‐13 shows a "spoils disposal area". Can we dispose spoils from the ditch reconstruction there?

A19. The fill areas shall not exceed the proposed elevations shown on the plans. There will be excess cut material to be removed and the cost of off‐site disposal is incidental as described for Bid Item 0010 in the Specification Section 01 22 00.00 03 Measurement & Payment. The disposal areas shown on Sheets C‐13 & C‐14 may receive spoils to meet the proposed grades shown on the plans. This area will be an emergency overflow for the pond and the “channel” formed by the proposed contours must be maintained.

Q20. Is Microsoft Project an acceptable software program?

A20. Microsoft Project is an acceptable software for the project schedule.

Q21. In the back yard at approximately 11+00 there is a swimming pool and deck which may be within the easement?

A21. The contractor will need to delineate the easement on the ground and coordinate with the homeowner shown on Sheet C‐01. The deck shall be removed and the material placed outside the easement at a location specified by the owner. The contractor shall not re‐install the deck.

The pool shall be protected and worked around if possible. Refer to added Note #3 on C‐01. In addition, the County GIS photos (not provided) indicate the pool may only minimally encroach on the easement—contractor to field verify.

Q22. The Pond Outfall Reconstruction Item 0031AD, Excavation, Common, has a quantity of 10 cubic yards, is this correct? Also, per your drawing the grade is to be raised, can we use soils from the ditch for this?

A22. CLIN 0031AD is correct in the quantity of 10 cubic yards of excavation. Excess spoils from the ditch excavation may be used for fill in this area. Per Specification Section 31 00 00, a 4” layer of topsoil shall be respread to meet final grade shown on Sheet C‐55.

Q23. Your Bid Schedule for the Stormwater Diversion Schererville Heights project does not contain an item for the demolition of the existing paving at 85th Ave. and Edison St. Where does that quantity go?

A23. The cost of pavement demolition is included in the cost of the box culvert as described for Bid Item 0020 in the Specification Section 01 22 00.00 03 Measurement & Payment.

Q24. The unit for Item 0007 Curb and Gutter, Remove is Square Yard, should this be Linear Feet?

A24. Yes, the unit for Curb and Gutter Remove should be Linear Feet, LFT. CLIN 0007 in the Bid Schedule has been revised to LFT.

Q25. There is a concrete sluice way at the beginning of the box structure, approximately 10+75, that is not shown on the drawings. Is this structure to be demolished? Where do the costs for this demolition go on the bid form.

A25. The existing sluice is to be demolished and the cost is included in CLIN 0020.

Q26. It appears that property owners adjacent to the utility easement west of Edison St. have encroached on to the easement. There are wood and chain link fences and timber retaining walls, please advise.

A26. The easement is the only access. Objects in the easement can be removed. The County will be contacting the affected homeowners and discussing the details of accessing the area. Also on Sheet C‐55, a note calls for the contractor’s responsibility of property restoration from any damage occurred during construction activities.

Q27. Drawings C‐01 and C‐02 have a legend note 7, "Utility, Protect". This note is coupled with note 10, "Utility

Relocation By Others". Are we to protect these utilities or are they to be relocated.

A27. These utilities will be moved “by others” prior to this project. However, they may only be deflected below the proposed culvert so note 7 to protect them was added to keep the contractor aware of their presence.

Q28.Drawing C‐02 shows a proposed grade at the center line of the easement over the box structure. What are the proposed grades at the edge of the easement.

A28. In the profile view on Sheet C‐02, a note for the contractor to “grade to drain” is given. The contractor is to match high point and rim elevations of inlets provided. The contractor shall meet the existing grade at the easement lines and slope to the drains.

Q29.Drawing C‐01 does not show a proposed grade and very few existing grades, please provide.

A29. On Sheet C‐01, no proposed grades are shown because the contractor shall restore the grades back to existing elevations after installation of the box culvert. According to the existing contours, the high point elevation is at approximately Sta. 11+40 and the existing overflow channel shall be re‐graded uniformly to the north and south. Existing ground elevations over the box culvert are also shown in the profile view.

Q30. REF: Specification 01 52 02.00 03‐Temporary Construction Facilities ‐ Item: 3.2.1‐Administrative Field Office

a. Is a field office required, considering the limited construction work zone? i.e. restricted space for trailers/parking/material lay down area.

b. If "YES" to (a) above, will there be a designated area outside of the construction work zone

A30. Per Specification Section 01 52 02.00 03, a USACE field office is not required. If the contractor chooses to use a field office for his use, requirements are specified in paragraph 3.2. Two areas designated as construction staging areas are shown on Sheet C‐03 may be used for materials staging or office trailers. The contractor shall stay out of the wetland area and provide erosion control measures to protect the wetland and surrounding properties.

Q31. REF: Specification 01 52 02.00 03‐Temporary Construction Facilities ‐Item: 3.2.2‐Storage Area

a. Will a storage area be allowed?

b. If "YES" to (a) above, will there be a designated area outside of the construction zone?

A31. Two areas designated as construction staging areas are shown on Sheet C‐03 may be used for materials staging or office trailers. The contractor shall stay out of the wetland area and provide erosion control measures to protect the wetland and surrounding properties.

Q32. REF: Bid Form Item # 0009‐Shed, Remove and Reinstall

a. The shed will be temporarily relocated in their yard along 85th Ave. Will this be acceptable?

b. Can the shed be emptied to facilitate ease of relocation and minimize damage?

A32. The temporary relocation of the shed must be coordinated with the homeowner by the contractor. If they agree to relocation in their yard, than that is acceptable. Prior to construction, the Lake County Surveyor’s

Office will notify the homeowner that they should remove the contents of the shed before its relocation. The contractor shall confirm with the homeowner prior to beginning work in this section.

Q33. REF: Sheet C‐01 Station 12+50 to 13+50

a. T here is no mention of the beautiful mature spruce trees located on the east side of the easement. It may not be possible to save these trees during the installation of the culvert. Please advise.

A33. These trees are not shown on C‐01 however, they are over existing sanitary sewer and have a small drip line. Note #4 has been placed on Sheet C‐01 for contractor to protect the trees. In addition, the County has agreed to replace these trees if they do not survive the construction activities.

Q34. REF: Sheet C‐01, Station 14+00 to 14+50

a. There is no mention of the shed located on the east side of the easement. It is along the fence to be removed and will be in jeopardy during the installation of the culvert. Please advise.

A34. Per Sheet C‐01, only one corner of the shed in Lot 76 encroaches upon the easement and construction activities are primarily on the west side of the easement. The shed should not interfere with nor be impacted by any construction activities.

Q35. REF: Sheet C‐01, Station 12+680.4

There is no mention of the large tree outside the west side of the easement. The branches, thus the dip line and roots, extend well past the culvert installation to the east. The tree and root system will be compromised during the culvert installation. Please advise.

A35. This tree will be removed by others during water line relocation activities prior to this project.

Q36. REF: Sheet C‐01, Station 11+00 There is no mention of the pool and deck on the west easement. The pool and deck will be in jeopardy during the installation of the culvert. Please advise.

Q37. Do you want the 4' x 3' Box culvert ASTM C‐1577 Spec?

A37. Yes, per INDOT Section 714. Specification Section 33 40 00 paragraph 3.1.A, references work to be performed under INDOT Section 714 and 715.

Q38. Are mastic joints (INDOT spec) adequate?

A38. Yes, mastic joint are adequate under INDOT Section 715.

Q39. Eliptical pipe 38" x 60" HE3 would have gasketed joints for significant savings? The material savings would be about half!

A39. As long as the elliptical pipe meets INDOT specs and it has equal or greater cross‐sectional area, it could be substituted. HOWEVER, structures would have to be added at inlets and pipe connections to ensure stable and level structures. Currently, the plans call for inlets and side connections into the top and sides of the box, which will provide a stable surface for these structures.

Q40. What design earth cover is required? (i.e. 0‐2', 2'‐3', 3'‐5').

A40. INDOT specifications require a minimum of 1‐2 feet of cover. Contractor shall meet proposed grade over the storm sewer.

Q41. Can we install 36" RCP in lieu of 33" RCP?

A41. No, 36” RCP shall not be accepted. The 33” pipe must be used. It has been designed to act as the control structure for detention upstream.

Q42. The specifications call for the registered surveyor to be independent. Is it absolutely necessary to use an independent firm as it will affect how smoothly the project is controlled from our stand point?

A42. This is a standard USACE requirement per Specification Section 31 00 00.

Q43.Does the Corps have a pre‐approved dump site for the muck from Station 20+00 to 29+00?

A43. The plans and specifications do not specify pre‐approved dump sites. The cost of off‐site disposal is incidental as described for Bid Item 0010 in the Specification Section 01 22 00.00 03 Measurement & Payment.

Refer to Note #1 on Sheets C‐03 & C‐04 for contractor responsibility of material disposal.

Q44. Are there station by station cross sections available for the proposed box culvert area so that the amount of fill needed can be calculated accurately?

A44. No cross‐sections for the box culvert stations are available. Excess spoils from the ditch excavation may be used for fill in this area. Per Specification Section 31 00 00, a 4” layer of topsoil shall be respread to meet final grade over the culvert.

Q45. Please provide a specification or standard spec number for the erosion control blanket. No properties are available in the documents.

A45. The erosion control blanket is North American Green 125BN or equivalent. A note has been added to Sheet

C‐19 above the staple pattern.

Q46. In the general area of Station 30+00 to Station 70+00, is it acceptable for the contractor to cut a bench if needed in areas that aren't necessarily in the proposed cut section if the material is replaced and compacted upon not needing the access any longer?

A46. No earthwork shall occur outside of the construction limits shown on the plans. Minimizing the disturbed area in the ditch was a requirement of IDEM. Within the construction limits, benching could be done with complete restoration and stabilization afterward.
