Key operational details confirmed include: emergency repairs must be completed within 48 hours of notification with 4-hour response time; the elevator's power configuration at the bottom will require additional planning and installation time; the lock floor is confirmed to be flat and level concrete; and Ground Penetrating Radar scans will not be required for anchoring locations. Amendment 0001 – Contractor Questions and Government Answers:

1. Contractor Question: "The RFP indicates that the 135' lifts have a maximum weight limit of 35,000 lbs. Upon reviewing the specifications for these lifts, their weight is listed as 44,750 lbs. Please confirm whether this discrepancy will pose an issue?"

Government Answer:

See Scope of work paragraph 3. Man lift specifications G. Maximum Minimum gross weight of 35000 lbs.

2. Contractor Question: After speaking with the Wilson Lock Lockmaster, we understand that a crane will be provided to lower all equipment into the lock. Please confirm who will be responsible for providing the critical lift plan. Typically, this is supplied by the crane company.

Government Answer: The Government will provide the critical lift plan.

3. Contractor Question: Please confirm if the onsite personnel will be responsible for refueling the lifts as needed?

Government Answer: The Government will be responsible for refueling the manlifts as needed.

4. Contractor Question: Given the risk of flooding, we were informed that all equipment is typically lifted out of the lock prior to a rain event. As any potential contractor who is awarded this contract will not be onsite for this, please clarify how the associated liability will be addressed.

Government Answer: See section 6. Of the scope of work.

6. EMERGENCY REPAIRS – The contractor shall respond to service calls within 4 hrs. of notification.

Emergency contact numbers shall be posted in or on the scaffold or hoist. Due to the urgency of the job and impact to the navigation industry, the elevator shall not be inoperable for more than 48 hours.

Emergency repairs resulting from damage to the elevator caused by USACE shall be billed on an hourly basis. Emergency repairs due to faulting machinery shall be at cost of the contractor. The Government will assume liability for any loss, damage or destruction of such equipment to include damage caused to such equipment in the event of a major flood event, except that no reimbursement will be made for loss, damage or destruction due to (1) ordinary wear and tear, (2) mechanical failure, or

(3) the fault or negligence of the contractor or the contractor’s agents or employees. "

5. Contractor Question: Following a brief discussion with an elevator rental company, it was noted that having power at the bottom is not necessarily an issue. However, this configuration will require additional planning, design, and installation time to meet the requirements. Please confirm this is acceptable.

Government Answer: The Government finds this acceptable. If more time is required for equipment installation, this can be coordinated with the Lockmaster, Brian Brewer.

6. Contractor Question: During the site visit, we were unable to view the floor of the lock due to water.

Please confirm if there is a flat and level location where the elevator is intended to be placed.

Government Answer: Yes, the floor of the lock is a flat, level concrete floor.
