Bumpus Mills Water Treatment Plant

C-6.1 GENERAL.

Except as otherwise specified herein, the Contractor shall provide all personnel, materials, supplies, tools, parts, equipment, vehicles, and transportation to perform the services required for the operation, maintenance, and repair of the Bumpus Mills Campground water treatment plant.

C-6.2 LOCATION OF WORK.

Water treatment plant operations shall be performed at the Bumpus Mills Campground located in Stewart County, Tennessee.

C-6.3 WORK TO BE PERFORMED AND SCHEDULE – OPERATE WATER TREATMENT

PLANT (Item #0129 and respective option year on the bid schedule) The Contractor shall provide these services when required to keep the treatment facilities maintained in a neat, clean, and attractive condition and to operate the system in a safe and efficient manner. These services shall include but are not limited to tests, reports, inspections, adjustments, and cleanings

The Contractor shall provide all personnel, materials, chemicals, supplies, tools, vehicles, and equipment required to operate the potable water treatment equipment at Bumpus Mills Campground.

During the recreation season, the operator typically uses 30-40 gallons of 12.5% hypochlorite solution. This includes opening preparations and daily operations. The Government will furnish all materials, supplies, and parts necessary to repair these facilities. The Contractor shall use a person certified and licensed by the Tennessee Division of Environment and Conservation (TDEC) Division of Water Supply as the operator of record for the treatment plant.

1) The Contractor shall perform these services daily:

a) Determine if the plant equipment (pumps, motors, etc.) and controls are operational. If not, make the necessary adjustments and immediately report any needed repairs.

b) Check the pressure on the potable water system gauge and adjust to maintain an operating pressure of 55 - 60 PSI within the shower house.

c) Test for proper pH reading and maintain a normal reading on final water of 7.6 to 7.8.

d) Test for proper chlorine residual (in parts per million) on final drinking water and maintain a residual at the treatment plant of 1.5 to 2.0 and at the comfort station, drinking fountain, or other source of 0.5 to 1.0.

e) Increase or decrease as necessary the amount of chemicals (5% hypochlorite solution, microfloc, alum, etc.) to maintain the proper pH level, chlorine residual and clarity of the final water and enter these readings in a logbook located in the treatment plant.

f) Operate the system and perform routine and preventive maintenance checks in accordance with manufacturer’s recommendations.

g) The treatment plant and building shall be maintained in a neat, clean, and sanitary condition at all times.

h) The quality of potable water shall be in accordance with TDEC, Division of Water Supply rules and regulations – Chapter 0400-45-01, Public Water Systems.

i) The COR shall be notified of any abnormal periods of operation such as excessive water consumption, breakdowns, leaks, vandalism, etc., immediately upon knowledge of such a condition by the Contractor.

The following have been modified:

C-6 BUMPUS MILLS WATER TREATMENT

2) The Contractor shall perform these services as indicated:

a) The Contractor shall take all water samples at Bumpus Mills as required by State Regulation. A routine bacteriological sample (code D) shall be taken once per quarter with all required forms being completed and a copy furnished to the COR. See the Bac-T Site Sample Plan located in the water treatment building.

The sample shall be delivered to and analyzed by a State of Tennessee certified laboratory on the day the sample is taken for analysis. See Chapter 0400-45-01-.14, Public Water Systems rules and regulations for laboratory certification requirements. In the event of a positive coliform result, the Contractor shall take additional water samples (following the same procedure for analysis as stated above) until two successive negative results have been obtained. See also C-6.6 on additional testing. It should be noted that the campground is seasonal in operation. The months of operation are May through September of each year.

No routine quarterly bacteriological samples are required during the period when the campground is closed.

b) The Contractor shall take nitrate samples at the Bumpus Mills water treatment system as required by state regulation, currently once per year, and shall complete the required forms (a copy of the forms shall be submitted to the COR) and mail or hand carry these samples on the day they are taken to a laboratory certified by the State of Tennessee for nitrate analysis. In the event of a result of one half the Maximum Contaminant Level (MCL) or greater, quarterly monitoring shall be required for one year. See also C-6.6 on additional testing. If those quarterly samples are within parameters and upon notification by TDEC, Division of Water Supply, the nitrate sampling frequency shall revert to one sample per year.

C-6.4 WORK TO BE PERFORMED – OPENING PREPARATION OF SYSTEM (Item #0130 and respective option year on the bid schedule)

The procedure for cleaning and disinfecting a water holding tank is often called “shock chlorination”. It can be accomplished using ordinary household bleach. Do not use scented bleaches. Laundry bleach contains about 5.25% sodium hypochlorite (a form of chlorine). Chlorine is used to treat municipal water supplies and is very effective in killing bacteria and certain viruses.

The term “shock chlorination” is very descriptive, since concentrations of chlorine ranging from 50 to 200 milligrams per liter are used in the procedure. This is 100 to 400 times the amount of chlorine used in treated water supplies. While municipal water supplies always have low levels of chlorine present to kill bacteria, the shock chlorination procedure is used to disinfect private water supplies on an as-needed basis. Once the shocking period (12 to 24) hours is over, all of the highly chlorinated water is flushed from the plumbing system. The Contractor must make sure the chlorinated water does not reach a stream or it will kill fish and aquatic life. Water use should be kept to an absolute minimum during the shock chlorination procedure. It is not an effective treatment to a source that is continually subject to contamination including a ground water source that is under the direct influence of surface water.

Shock treatment can also be effective in reducing iron bacteria. Iron bacteria are naturally occurring and do not cause disease; but do form a reddish-brown slime that coats the inside of pipes and plumbing fixtures. Iron bacteria may clog watering devices that have small openings and reduce performance in pumps. Iron bacteria should not be confused with iron dissolved in water. Dissolved iron causes red stains on clothing and plumbing fixtures and is affected very little by shock treatment.

1) The Contractor shall perform these services as indicated:

a) Each year prior to opening of the campground, the water distribution system shall be shock chlorinated.

Chlorination shall originate at the 8,000-gallon standpipe and include all distribution lines, service hydrants, and shower houses.

b) The inside of the standpipe shall be cleaned with fresh water and all sediment flushed from the tank prior to chlorination.

c) From Table 2 in the Small Public Water System Operators Guide, calculate the amount of 5.25% Sodium

Hypochlorite needed for shock chlorination of the system.

d) Fill the standpipe one-third (1/3) full and add the entire amount of Sodium Hypochlorite needed for disinfection.

e) Finish filling the standpipe for proper mixing of disinfectant.

f) Turn on the hydrant located nearest the standpipe and run until a strong odor of chlorine is detected.

g) Connect a hose to the hydrant and wash down the entire inside surface of the standpipe not covered with water. Wash for 10 minutes.

h) Fill the distribution lines throughout the system with water from the standpipe. Turn on the remaining indoor and outdoor hydrants until a strong chlorine odor is detected. This ensures that the bacteria-killing chlorine solution is in all of the plumbing serviced by the standpipe.

i) Let the chlorinated water stand in the water system pipes for 24 hours. Warn employees to not drink water from the system during this period. Do not flush toilets during this procedure.

j) After chlorinated water has remained in the pipes for 24 hours, flush the system of all remaining chlorine by turning on all of the outdoor faucets and let them run until the chlorine smell has dissipated from the outdoor faucets. This will prevent undue loading of the septic system, which can be damaged by the high chlorine concentration. Do not allow the chlorine water to reach a stream, river, or creek. Chlorine can kill fish and aquatic life.

k) One week later take a minimum of one (1) bacteriological sample at a random location throughout the system. This sample shall be coded “S” for special sample. If this sample passes analysis the system is ready for use; if the sample fails, repeat the procedure. A regular “D” sample is also required for the quarter when the plant is started up and begins public operation.

l) Replace all filters in the treatment building and connect the chemical pump for operation. Calibrate the pump and fill the system with water treated with chlorine at the rate required to meet TDEC, Division of Water Supply requirements in Chapter 0400-45-01, Public Water Systems.

C-6.5 WORK TO BE PERFORMED – SHUTDOWN OF WATER SYSTEM (Item #0131 and respective option year on the bid schedule) After the campground has closed for the season, the Contractor shall perform the following for winterization:

1) The Contractor shall perform these services as indicated:

a) After the campground closes, the plant operator shall insure a sufficient amount of water remains in the tank to serve the needs of the park attendants until their departure.

b) After the park attendants have left the campground, the plant operator shall flush the chemical pump with clean fresh water to prevent crystallization of chlorine inside the pump and associated lines.

c) The power to the well pump shall be turned off at the disconnect located in the treatment building.

d) The filters shall be removed from the system and all lines drained of water.

e) The valve delivering water to the campground shall be closed.

f) The standpipe shall be drained and the drain valve closed when empty.

g) The heater inside the building shall have the thermostat placed in the low setting for the off season to prevent freezing of any lines containing residual water.

2) The Government reserves the right to perform this work using Government personnel.

W912P524R0006

C-6.6 ADDITIONAL WATER TESTING (Item #0132 and respective option year on the bid schedule)

The government shall pay for additional biological and chemical samples required on an as-needed basis. Instances requiring non-routine samples beyond the control of the Contractor are water line repairs, repairs to the drinking fountain at the shower house, or the replacement of damaged or defective water hydrants in the campground.

In the event of a failure of a nitrate sample, additional samples required to return to yearly monitoring shall also be compensated.

This line item is for additional samples only and does not allow the Contractor to submit invoices for sampling required in parts other than Section 3, C-6.6 of this contract. It is intended to allow the Contractor to recover the cost of testing after maintenance repairs or the failure of a nitrate test only.

C-6.7 SPECIAL PROVISIONS FOR THE OPERATION OF WATER TREATMENT PLANT:

Government personnel may periodically inspect the Contractor’s work and submit independent samples for testing and verification of Contractor test results.

The Contractor shall prepare and submit all required EPA and State of Tennessee reporting forms and meet with regulatory personnel as required. Reports shall be submitted to the COR not later than the 1st day of each month for the previous month.

Safety Warning: Be extremely careful when handling concentrated chlorine solutions. Wear rubber gloves, goggles, and a protective apron when handling chlorine solutions. If the chlorine solution accidentally gets on your skin, flush immediately with clean water.
