About this file
This document contains a market survey for a federal contract opportunity to replace transformers at a Wolf Creek power plant. The opportunity involves removing nine existing single-phase transformers and installing three new three-phase transformers rated at 90,000/150,000 kVA at 161 kV, including design, manufacturing, installation of transformers and associated medium voltage bus system and foundations. Respondents are asked to provide details of relevant past project experience, small business status, subcontracting plans, bonding capacity, cost drivers, and pricing adjustments related to materials. A period of performance of 10-12 months is suggested. The Army Corps of Engineers Engineering District Nashville is listed as the contracting agency, with an anticipated solicitation number of W912P524R0004.

7. Do you plan to subcontract to only small businesses?
8. If the answer to question 7 is “yes”, are these small businesses with a sub-category (e.g., HubZone, 8(a), SDVOSB, WOSB, etc.)?
9. What is your bonding capacity per contract?
10. What is your aggregate bonding capacity per contract?
11. Please describe major cost drivers for quoting similarly scoped work features:
12. Please indicate ways in which the Government bonding requirements could be adjusted to minimize costs, but still provide adequate coverage.
13. Please describe an ideal period of performance requirement:
14. Please describe an ideal duration for bid openings:
15. Please indicate any major design-bid concepts or unknowns in the solicitation that are major cost drivers:
16. Please indicate cost impacts from any interim milestones identified in the solicitation:
17. Please indicate any possible commodities pricing adjustments (e.g: copper, grain-oriented electrical steel, etc.) that are being hedged and could be used to limit cost inflation at time of bid:
18. Are unknowns regarding PCB in soil driving costs?
19. If this requirement is advertised, do you anticipate submitting a bid?
20. Please provide any additional information you feel is necessary:
21. What is a reasonable period of performance for replacing 9 single phase transformer with 3 three phase transformers (90,000/150,000 kVA, 161 KV ) to include the following;
- Removal of existing transformers and bus work (one transformer bank (3 transformers) at time)
- Design and manufacture of the new transformers
- Design and Install of new medium voltage tubular bus system
- Design and install Oil Containment and foundations
- Installation of each transformer (one at a time)
- Commissioning one transformer at a time
- Work to be performed with 10 hour/6 day work week
22. Please indicate any possible commodities pricing adjustments (e.g: copper, grain-oriented electrical steel, etc.) that are being hedged and could be used to limit cost inflation at time of bid.
23. Please provide the current anticipated dollar value and delivery lead time duration for the transformers.

24. If an Equitable Price Adjustment is included, unit weight and unit cost would be proposed bid items in which the provided basis of adjustment would be made against. This may include both increases and decreases of the indices over the period of adjustment. Would this address potential bid risk in unanticipated changes in major materials pricing volatility?
25. Aside from rolling bonds, what other factors are driving cost that the Government should consider and potentially address in the contract requirements (i.e., contractor financing, purchase order agreement terms and conditions, etc.)?
