If submitting the document in less than five days, the Offeror/Bidder may not receive approval for participation. The LRN POC will notify the Contractor if the request is approval or denied. Any pre-bid meeting which will cover anything other than public domain information shall be limited to US Citizens, except under unique circumstances. The Security Access Form and guidance is available at https://www.lrd.usace.army.mil/Submit-ArticleCS/Programs/Article/3667149/contracting/

Contractor is expected to prescreen their own job applicants for suitable candidates before submission to the U.S. Government. The U.S. Government will not screen potential candidates for you. Once the contractor has selected suitable employees to work on a government site, the contractor will submit them for processing as outlines above. Submission to the district security office must be accomplished prior to a contract employee’s site access. ACCESS NOT AUTHORIZED for any federal property nor to begin work on any part of the contract until investigation requirements have been met/completed and notification has been made by the COR or the District Security Office. There is no blanket approval, no waivers, no exceptions.

When contracts are with individuals, the individuals will be required to complete a Form I-9, Employment Eligibility Verification, and submit it to the Contracting Officer to become part of the official contract file.

All contract employees and subcontractors shall always conduct themselves in a proper manner.

No alcoholic or intoxicating beverages or substances or illegal drugs or controlled substances not prescribed by a physician shall be possessed, consumed, or be under the influence of any such substance while on Government property.

The Contractor shall remove from the site any individual whose continued employment is deemed by the appointed receiving agent to be contrary to the public interest or inconsistent with the best interests of the U.S. Army Corps of Engineers.

The Contracting Officer or the appointed receiving agent will require the Contractor to immediately remove from the work site anyone who is incompetent or who endangers persons or property or whose physical or mental condition is such that it would impair the employee’s ability to satisfactorily perform the work. Notification to the Contractor will be made in writing if time and circumstances permit.

Otherwise, notification will be verbal and will be confirmed in writing as soon as possible. No such removal, however, will reduce the Contractor's obligation to perform all work required under this contract and immediate replacement shall be made as required.

The Contractor is responsible for taking the action necessary to protect Contractor supplies, materials and equipment, and the personal property of Contractor employees from loss, damage, or theft. The Government assumes no responsibility for theft, damage, etc., of the above. mailto:Cierra.R.Vega@usace.army.mil.

the sections as logically as possible and be sure to clearly name the files as specified below.

Large files (e.g. 10MB or more) will take some time to upload. Offerors should time their upload effort with prudence by not waiting until the last few minutes—this will allow for unexpected delays in the transmittal process. Offerors are encouraged to keep a copy of the upload confirmation for their record. Submissions after the deadline will be considered late and will be processed in accordance with FAR 15.208.
