Push Boat Scope of Work
1.0 General
1.1 This contract’s objective is to acquire one (1) debris removal push boat, within the specifications stated in the Scope of Work (SOW), below.
1.2 This inland push boat will operate within the confines of Lake Cumberland, Kentucky. On this non-navigable waterway, this push boat will push a floating plant of coupled barges approximately 36ft x 75ft and use a telescoping knuckle boom to bring aboard woody debris for chipping, or for placing in a Government provided, floating, air curtain burner.
1.3 The push boat is permitted to be of a completed design that meets the Corps’ criteria. The push boat shall be able to be delivered overland by truck to any of the locations listed in 3.0 below, depending on the time of year/lake conditions. These locations and any other potential delivery locations will be specified at a later date by the Government and coordinated with the contractor.
Delivery of push boat is an optional item. If delivery option is not awarded, the contractor will still be responsible for full functionality, to include push boat assembly, launch, training, and cleanup.
1.4 The boat can be delivered overland by truck and/or partial transport by river system.
1.5 The design of the boat shall include stability analysis.
1.6 Any generators or power units/engines, and transmissions must have authorized sales and service departments within 100-mile radius of Somerset, KY. Caterpillar, John Deere, Kubota, and Cummins are within the 100-mile radius. To propose a change that is advantageous to the Government concerning the Buy America Act please see “52.212-3 OFFEROR REPRESENTATIONS AND
CERTIFICATIONS--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (DEC 2022)
Alternate I (OCT 2014)“.
2.0 Scope of Work
2.1 The Contractor will furnish all equipment, materials, labor, and completed and approved design to fabricate a push boat. Delivery of the push boat is an optional item. If delivery option is not awarded, the Government will coordinate other methods for delivery and the contractor will still be responsible for push boat assembly, launch, training, and cleanup, see section 4.5 and 4.6 below. Acceptance of the push boat will not be given until all equipment is proven to be fully functional and operational on-site, see section 3.0 Delivery, Final Assembly and Acceptance. Training, manuals, and drawings shall be provided.
2.2. Inland Waters Push Boat
2.2.1 This push boat will work the shorelines and so it will need to draft 4.5 feet or less.
2.2.2 The twin engines shall produce at least 800 hp (more than 400 hp each). The push boat shall move the barges of average loading over average conditions no less than 5 knots. The propulsion system may be traditional drive diesel engines or a z-drive, azimuthing type.
2.2.3 The push boat will be approximately twenty (20) feet wide X (25’10”) twenty-five feet ten inches long.
2.2.4 The boat shall provide a sink and marine sanitation type II in the head. Also, a climate-controlled break room with a capacity for four (4) crewmembers shall be provided.
2.2.5 The boat shall be outfitted with USCG lighting, Raymarine Axiom (or equivalent) that shall be inclusive of, depth finder, Navionics chart plotter, with a mega 3D sonar, radar/Flir. The boat shall also have a VHF Marine radio, AM/FM Radio with speakers. Loud Hailer radio system. The Contractor will also wire and install 1ea Government furnished UHF/VHF Radio.
2.2.6 The boat shall have fuel tank capacity of at least 800 gallons.
2.2.7 The pilot house and breakroom shall be climate controlled.
3.0 Delivery, Final Assembly and Acceptance
3.0.1 Seasons: Off season is the period from Labor Day until Memorial Day; Recreation season is the period from Memorial Day to Labor Day.
3.1 All year delivery available with coordination and notice to the Government: Halcomb’s Landing, Hwy 127 in Jamestown, KY 42629 is a USACE site and may be used for delivery, final fabrication, assembly and launching. Halcomb’s Landing has a longer shelf or overbank and no crane to water setting is possible. There is a large gravel lot and concrete boat launching ramps.
3.2 Recreation season delivery, final fabrication, assembly, and setting can be Lakeview boat ramp.
Lakeview assembly location has a paved parking area and a gravel lot for final assembly; however, the ramp is too narrow and shallow to use for push boat launches. The Contractor will need to provide a crane to lift and lower the push boat into the water.
3.3 Off season, Labor Day to Memorial Day, delivery, final fabrication, assembly, and setting may occur at General Burnside Island State Park, 8801 South Highway 27, Burnside KY, 42519 with approval from park management.
3.4 All delivery locations will require an assembly crane; however, the Lakeview location, may also require a second, larger crane to set push boat out and into the water.
3.5 The dimensions of the push boat are the preference of the Government, and priorities are the working stability, the shallow draft, and maximizing maneuverability and thrust; however, alternatives may be proposed with sufficient justification as to why it should be considered. Any proposed alternative may or may not be considered for award.
3.5.1 Acceptance of the push boat will not be given until all equipment is proven to be fully functional and operational on-site at Lake Cumberland, to include all training and manuals provided and site cleanup is completed.
