About this file

This amendment to a solicitation modifies the terms of an opportunity for park attendant services at various locations within the Nashville District of the U.S. Army Corps of Engineers. The purpose of the amendment is to extend the quote due date from January 22, 2024 to February 29, 2024 at 1:00 PM Central Time. The amendment also updates the solicitation issue date from January 4, 2024 to February 15, 2024. The amendment deletes references to locations at Cheatham Lake and Old Hickory Lake from the price schedules and performance work statements. Interested offerors should review the modified documentation for updated requirements regarding the locations at J. Percy Priest Lake that are still included in the opportunity.

6.1 Ratings. Evaluators will apply the adjectival rating for the definition that most closely matches the evaluation.

Past Performance Relevancy Ratings Rating Description Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.

Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.

Somewhat Relevant Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.

Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.

Past Performance Confidence Assessments Rating Description Substantial Confidence Based on the Offeror’s recent/relevant performance record, the Government has a high expectation that the Offeror will successfully perform the required effort.

Satisfactory Confidence Based on the Offeror’s recent/relevant performance record, the Government has a reasonable expectation that the Offeror will successfully perform the required effort.

Neutral Confidence No recent/relevant performance record is available, or the Offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The Offeror may not be evaluated favorably or unfavorably on the factor of past performance.

Limited Confidence Based on the Offeror’s recent/relevant performance record, the Government has a low expectation that the Offeror will successfully perform the required effort.

No Confidence Based on the Offeror’s recent/relevant performance record, the Government has no expectation that the Offeror will successfully perform the required effort.

7.0 Evaluation Criteria. Quotes will be evaluated on the following factors: Past Performance and Price. Past Performance will be considered significantly more important than Price.

Offerors are reminded to include their best and most relevant Past Performance information and Price terms in their initial proposal and not to automatically assume that they will have an opportunity to participate in discussions or be asked to submit a revised proposal. The Government may make award of a conforming proposal without discussions, if deemed to be within the best interest of the Government.

8.0 Past Performance Submission Requirements.

8.1 Project Descriptions. Provide descriptions of at least one (1), but no more than three (3) past performance examples where the applicant managed services such as collecting fees, selling passes, maintaining records, distributing literature, greeting visitors, administering a reservation system, and/or coordinating recreation equipment check-outs.

8.1.1 Similar in Scope: Projects considered similar in scope to this project will have performed at least two (2) of the above-mentioned services.

8.1.2 Similar in Size: Projects considered similar in size to this project would be past performance instances that consisted of twenty (20) or more customers those services were being performed for.

Note: Additional consideration may be given to Offerors who have Park Attendant experience with USACE.

9.0 Past Performance Evaluation. Evaluation of past performance will be assessed based on a consideration of all relevant facts and circumstances, as well as the relevancy of the recent past experience identified within each Offeror’s proposal.

9.1 Past Project Relevancy. In the evaluation of project relevancy, the Government will use the rating scale shown in Table 1 to determine, based on size and scope descriptions given for each past experience, if each submittal is very relevant, relevant, somewhat relevant, or not relevant to the solicited project.

Note: Past performance/experience references paid and unpaid experience, including volunteer work that included duties similar to those listed in this Solicitation.

9.2 Past Project Performance. In the evaluation of the submitted past projects, the Government will consider the evaluation of each business reference submitted by the Offeror. Please provide at least one (1) reference for each past performance example submitted for this proposal.

9.3 Performance Confidence Assessments. Using the information provided by the Offeror, and any contacted references, the SSEB will assign a confidence rating (using the rating scale in Table 2) to each Offeror based on the degree of successful performance of all recent and relevant projects/past performance identified in the proposal.

The Government reserves the right to check any or all cited references to verify supplied information and to assess owner satisfaction. The Government also reserves the right to not contact the provided references.

10.0 Price Proposal. The completed price breakout schedule will be reviewed for completeness and compatibility with the estimated cost to perform the contract services. The reasonableness of the proposed prices will be evaluated and compared with the Government's cost estimate. The lowest price proposal shall not by itself determine which Offeror is awarded the Contract.

10.1 Overall Price Evaluations. The Government will evaluate quoted prices for award purposes by adding the Offeror’s total price for the base year to the total prices for all option years. Evaluation of option year periods in the selection process will not obligate the Government to exercise the option(s).

10.0 Evaluation Process. The award will be made to the responsible Offeror whose proposal conforms to the solicitation, is fair and reasonable, and offers the best overall value to the Government with appropriate consideration given to past performance and price.

10.1 The Government may make award of a conforming quote without discussions, if deemed to be within the best interest of the Government.

10.2 The Government reserves the right to accept other than the lowest price offered, or to reject any or all quotes.

10.3 The SSEB may verify any information provided in the proposal to better evaluate the Offeror’s ability to perform.
