Specification Section 01 11 00 - Summary Scope of Work, Item 1.1.1.1 indicates "The Prime Contractor shall hold design responsibility for all aspects within this contract."

Items 1.1.1.3 & 1.1.1.4 more specifically indicate design responsibility for on grade and above grade features of work, most of which already appear to be 100% designed.

It is understood that the design responsibility for the Metal Building Systems (Specification 13 34 19) and Liquid Oxygen Storage, Vaporization and Gaseous Oxygen Distribution Systems (Specification 22 60 80) are delegated to their respective specialty subcontractors. However, please confirm what design responsibility is intended to be held by the prime contractor for the remaining features of work that are already included in the 100% documents provided with the RFP.

On: Dec 05 2022.

Government Response. . The design provided in the RFP is based off select products and understanding of their properties. The design responsibility is on the Contractor to ensure that the products and materials they propose meet the contract requirements and that the provided design is adequate. If the products or materials result in changes in loading or arrangement, then it is on the Contractor to modify the provided design as necessary for the product or material. In the end it is the Contractor who will be ensuring that the final design is compliant with all codes and standards appropriate for the project as either they or their subcontractors will be the experts in those designs. Please bid or propose as shown. On: Jan 31 2023

Statement 1 states that the "Prime contractor shall hold design responsibility for all aspects with this contract." Can the Government please provide a specific list of what elements of the project the Prime contractor is responsible for providing final design for?

On: Dec 21 2022.

Government Response. . Contractor is responsible to ensure the final design meets the manufacturers requirements for all products the Contractor has elected to submit for use on this project. As equipment requirements can vary between manufacturers, the Government could not provide a universal design for all potential configurations of systems. If the Contractor elect's equipment/material with requirements that are satisfied by the provided Government drawings, then the Contractor or their approved sub is to sign off or document that those requirements are met. If the Contractor elect's equipment/material with requirements not satisfied by the provided Government drawings, then the Contractor or their approved sub is to revise the design as necessary and provide changes for Government approval.

Submittal Procedures, 1.1.1 states that the submittals for cryogenic tanks and vaporizers shall be submitted within 30 days after NTP. Will the Government allow 150 days after NTP?

On: Dec 21 2022.
