The following have been modified:
SAMPLE PROJECT
Scope of Work [Refer to Sample Project TSpecs] Approximately 1,500 linear feet of streambank is to be armored along the right descending bank of the channel. The purpose of this armoring is to provide a cost-effective means to prevent the failure of the adjacent roadway, utilities and buildings due to ongoing erosion. The preferred solution is as follows: to riprap the bank.
STATION 1+50 TO 11+00
Armoring should typically be placed between Elevations 370’ – 380’ (top) and Elevation 350’ (bottom), keying in the riprap at the toe (key should stop at Elevation 350’). However, where the existing bank slope is over-steepened, the riprap should not be keyed in at the bottom but extended all the way down to Elevation 320’ – 330’ (or bedrock outcrops where present). Note that armoring will not be able to be extended up to Elevation 380’ due to old bridge abutment. Riprap layer thickness is to be at least 2’, and the top stone size is 16”. Well graded riprap should not be placed steeper than 2H:1V and should include geotextile drainage layer between the armoring and the loose alluvial soils on the existing surface.
Additional consideration is necessary to ensure near the top of the slope that geotextile is implemented such that runoff is not able to erode a path behind the geosynthetic causing a loss of contact between the filter and the armoring. The geotextile should be terminated at Elevation 350’ due to constraints with the river elevation. Work will also include clearing and grubbing of existing trees and debris. Bare areas above the riprap repair are to be seeded. The area to be armored extends from Station 1+50 to 16+50. End protection will be required at both the upstream and downstream limits. Note that any utilities such as the box culvert near Station 12+00 are not to be blocked by riprap or to have geotextile placed beneath.
STATION 11+00 to 16+50 This reach will deviate from the criteria above as follows: Between Elevation 370’ and 380’, bank should be repaired by means of bio-engineered fill instead of riprap armoring. Proposed design should convey fill geometry, planting layout, and if applicable, filters, additional stabilization components, and/or etc.
Assume that 50% of any excavated fine soil will be unsuitable for the bio-engineered fill. Fill, with the exception of a shallow, surficial topsoil layer, must meet the requirements of the MATOC technical specifications: “Soil fill materials shall consist of materials classified by ASTM D2487 as SC, clayey sand with high clay content, CL, sandy clean clay, or CL-ML, sandy silty clay, free of debris, roots, wood, scrap material, vegetation, refuse, soft unsound particles, and frozen, deleterious, or objectionable materials.” Planting shall at minimum include permanent NSWG seeding in accordance with the MATOC technical specifications and shrub/tree planting consisting of the following species: Black willow (Salix nigra), Witch hazel (Hamamelis virginica), Silky dogwood (Cornus amomum), and/or Alnus serrulate (Smooth alder). Shrub/tree planting layout should be a grid with spacing equal to 8 linear feet/64 square feet.
*Note: A bid schedule for the sample project will be provided in the Phase II amendment after contractors have been selected for further participation from Phase I.
*Note: Aerial maps, plans, survey data will be provided for sample project within Phase II amendment.

00 22 18 PHASE II [RESERVED]
SECTION 00 22 18
PROCEDURES FOR SUBMITTAL AND EVALUATION OF OFFERS FOR PHASE TWO
1. Overview
1.1 The intent of this solicitation is to select up to four (4) contractors for Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOC) for Construction Services for the Nashville District.
1.2 This is a two-phase procurement, and the basis of award is the Best Value Trade-Off Process. The Government has completed the evaluation of Phase I and selected up to a maximum of five (5) most highly qualified offerors to participate in Phase II. The selected offerors for Phase II will be invited to submit the information described in this Section 00 22 18, Procedures for Submittal and Evaluation of Offers for Phase II, for review and evaluation by the Government.
1.3 Following completion of the Phase II evaluation, the Contracting Officer will award a maximum of four (4) firm-fixed-price IDIQ contracts to the responsible offerors whose proposals the Source Selection Authority determines conform to the solicitation, are fair and reasonable, and offer the best overall value to the Government, all factors considered.
The Government reserves the right to accept other than the lowest priced offer or to reject all offers. For Phase II submittals, requirements stated in this RFP are minimums.
1.4 This sample project will be used for contractor evaluation only and will not be awarded as a subsequent task order.
NOTE: The rating information from Phase I will not be considered in Phase II or in the final selection.
2. Submittal of Offers
2.1 Offerors submitting proposals should limit submissions to data essential for evaluation of proposals so that a minimum of time and monies will have been expended in preparing information required herein. However, in order to be effectively and equitably evaluated, the proposals must include information sufficiently detailed to clearly describe the offeror's technical information, and management capabilities necessary for successful completion of the project.
2.2 For the Phase II submittals, requirements stated in this RFP are minimums. The government may consider sustainable or environmentally preferred means and methods to accomplish the work as innovative and creative, if offerors demonstrate cost effectiveness and positive impact to the environment. The innovative or creative cost-saving proposals that meet or exceed the requirements are encouraged and will be rated accordingly.
2.3 ELECTRONIC SUBMISSION METHOD: Please send proposals to:
• Contract Specialist Sara T. King at Sara.T.King@usace.army.mil AND
• Contracting Officer J.W. Purcell at James.W.Purcell@usace.army.mil.
2.3.1 Each email size is limited to 25MB. If you have a large number of files, combine or ZIP your files. Offerors may use compression utility software such as WinZip or PKZip to reduce file size and facilitate transmission. If necessary, you may send more than one email, but email subject line must indicate email number out of total number of emails, i.e., Email 1 of 3.
2.3.2 FILE DESCRIPTION: Include a “File Description” for each file(s) in the following format: FOUO_Solicitation Number_Phase No._Volume No._ Firm Name. For example, FOUO_W912P522R0001_Phase II_Volume I_ USACE. The “File Description” will be included in the email notice to each of the recipients you choose to have access your file(s). Do NOT enter Privacy Act Data (Personal Identification Information (PII)) in the File Description.)
2.2 SUBMISSION DATE AND TIME: The Offeror’s proposal must be received by the Government by the date/time specified in Block 13 of solicitation Standard Form 1442. The Nashville District is in the Central Time Zone.
RECEIPT OF SUBMISSIONS: For the purposes of establishing whether a proposal submission is considered timely, the Government considers the date and time the submission is received. Do not assume that electronic communication is instantaneous. It can take several minutes. The Government will not be responsible for submissions delivered to any location or to anyone other than those designated to receive proposals. Offerors are responsible for ensuring that proposals are submitted so as to reach the designated recipient. Offerors are responsible for allowing sufficient time for the proposal to be received in accordance with the instructions mailto:James.W.Purcell@usace.army.mil provided.
2.4 The Government is using a two-phase procurement approach for this design/build project. For Phase II, offerors shall update Phase I Volume I previously submitted which included the following:
• Volume I – Tab A: Standard Form 1442;
• Volume I – Tab B: Joint Venture Agreements;
• Volume I – Tab C: Evidence of Ability to Obtain Bonding and Proof of Financial
Ability; and

3. Proposal Evaluation Process
3.1 A Source Selection Evaluation Board (SSEB) comprised of representatives from the Corps of Engineers will evaluate the proposals. Offerors are advised that the technical evaluation and rating of proposals will be conducted in strict confidence. Technical/quality proposals will be reviewed and rated without knowledge of the price offered. The number and identities of offerors will not be revealed to anyone who is not involved in the evaluation and award process or to other offerors. Proposals will be evaluated based on the factors described herein, and the basis of award is a Best Value Trade-Off, as stated in paragraph 1.3 above.
3.2 The evaluation process for Phase II essentially consists of four parts: proposal compliance review, technical evaluation, price evaluation, and cost/technical trade-off analysis.
3.2.1 Proposal Compliance Review: This is an initial review to ensure that all required forms and certifications are complete and that both a technical and price proposal were received.
3.2.2 Technical Evaluation: The SSEB will evaluate and rate the proposals against the Phase II
RFP requirements. The factors will be rated using an adjectival-based system.
3.2.3 Price Evaluation: The SSEB and SSA will evaluate price proposals independent of the technical evaluation. The SSEB will not have access to price information until completion of the technical evaluation.
3.2.4 Cost/Technical Trade-off Analysis: After all above evaluations and reviews are complete, the SSA will compare the relative advantages and disadvantages of technical proposals and compare prices. The SSA will then consider all factors to select the proposal offering the best value to the Government.
4. Phase II Proposal Information and Related Evaluation Factors
4.1 Phase II proposals will be evaluated in accordance with the factors and sub-factors below, listed in relative order of importance. All technical evaluation factors and sub-factors, other than cost or price, when combined, are approximately equal to cost or price.
Offerors are reminded to include their best technical approach in their initial offer and not to automatically assume that they will have an opportunity to participate in discussions or be asked to submit a revised offer. The Government may make award of a conforming proposal without discussions, if deemed to be within the best interest of the Government.

Technical Assessment Ratings Adjectival
Rating Description
Outstanding Proposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths and risk of unsuccessful performance is low.
Good Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength, and risk of unsuccessful performance is low to moderate.
Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.
Marginal Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.
Unacceptable Proposal does not meet requirements of the solicitation, and thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable.
Proposal is unawardable.
4.6 Definitions:
1. Deficiency. A material failure of a proposal to meet a Government requirement or a combination of significant weaknesses in a proposal that increases the risk of unsuccessful contract performance to an unacceptable level. See FAR 15.001.
2. Strength. An aspect of an offeror’s proposal that has merit or exceeds specified performance or capability requirements in a way that will be advantageous to the Government during contract performance.
3. Weakness. A flaw in the proposal that increases the risk of unsuccessful contract performance. See FAR 15.001.
4. Significant Weakness. A flaw in the proposal that appreciably increases the risk of unsuccessful contract performance. See FAR 15.001.
5. Risk: as it pertains to source selection is the potential for unsuccessful contract performance. The consideration of risk assesses the degree to which an offeror’s proposed approach to achieving the technical factor or subfactor may involve risk of disruption of schedule, increased cost or degradation of performance, the need for increased Government oversight, and the likelihood of unsuccessful contract performance. (For firm-fixed-price contracts, the reference to increased cost may be removed from the risk definition.)
6. Uncertainty. Any aspect of a non-cost/price factor proposal for which the intent of the offeror is unclear (e.g., more than one way to interpret the offer or inconsistencies in the proposal indicating that there may have been an error, omission or mistake).
7. Clarification. Limited exchanges between the Government and offerors that may occur when award without discussions is contemplated. See FAR 15.306(a)(1).
8. Adverse Past Performance. Past performance information that supports a less than satisfactory rating on any evaluation. Adverse past performance that must be addressed with Offerors includes unfavorable comments received from sources such as those received from respondents from past performance questionnaires or interviews that have not been finalized within a formal rating system.
5. Volume I – Price and Proforma Information
5.1 Tab A, E and F – Signed SF 1442, amendment, Price and Supporting Data Documents
5.1.1 Submission Requirements:
Sign SF 1442 and acknowledge latest amendment(s) Along with proposing fully- burdened labor rates and one total evaluated price for the sample project, the offeror shall show the breakdown of that price and submit supporting price and cost data. The supporting data shall include assumption (i.e. estimated labor by discipline, equipment use by type days needed, and necessary materials associated with subtasks), judgment rationale (i.e., support determinations to use mix of labor, equipment, hours and days), mathematical formulas (i.e., binding labor rates multiplied by hours and days, cost of material by square or linear foot), and any base pricing sources (i.e. published prices, former contracts) used to develop and build the total evaluated price. The total evaluated price includes the sample project total price as well as considering the binding labor rates to be used as a basis for task orders.
5.1.2 Evaluation Criteria:
The price and supporting data will be reviewed by the SSEB and Contracting Officer/SSA for fairness and reasonableness through the use of price analysis techniques. Prices will be checked for unbalanced line items, including any binding labor rates not utilized in support of the sample project. The Government reserves the right to use supporting assumptions and rationale to determine whether an offeror has a realistic understanding of the work, if necessary. Offerors are cautioned to distribute costs appropriately.
5.2 Tab G –PHASE II RFP Invitation
5.2.1 Submission Requirements: The government may request updated documents requested in Volume I from Phase I, such as representation or certifications, or additional responsibility determination related documents, i.e., lines of credit. These requests may be made on a case-by-case determination based upon initial evaluation of Phase I submittals. In no case does this submission opportunity mean an offeror may ignore or relax Phase I submittal requirements.
5.2.2 Evaluation Criteria: Pro Forma Information is not rated. Information will be reviewed to determine if required information is provided. Incomplete, missing, or insufficient information may result in the government eliminating an offeror from the evaluation process and any award consideration.
