PART 2 PRODUCTS (NOT USED)

3.1 LAYOUT OF WORK AND INITIAL SURVEYS

All surveying, including layout of work and quantity surveys, shall be accomplished and certified by a registered land surveyor. It is not required that the Surveyor be registered in the State where the work is being performed. Surveyor shall have no less than 5 years of experience in construction related surveying. Surveys shall be conducted in the presence of the Contracting Officer or an authorized representative unless this requirement is waived by the Contracting Officer. The Contractor shall notify the Contracting Officer not less than five working days in advance of each survey. In the event of unavailability of the Contracting Officer or an authorized representative, the Contractor shall perform the survey and certify to the Contracting Officer that it complies with these specifications. Survey results certified by the registered surveyor shall be provided to the Contracting Officer in the form of raw data and also in legible scaled plots of the data no more than three (3) days after completion.

3.1.1 Layout of Work

Prior to beginning construction, the surveyor shall locate all bench marks and control points and establish baseline(s) provided in the drawings. If a baseline has not already been established, a fixed baseline along the top of the streambank to be protected shall be established. This baseline shall be parallel to the top of bank and shall be located slightly landward of the anticipated maximum landward extent of disturbance. It shall also be located such that cross-sections surveyed perpendicular to this baseline will also be perpendicular to the streambank. From the control points and

Tennessee and Cumberland River Basins

SECTION 01 00 00 Page 10 benchmarks provided by the Government, the Contractor shall complete the layout of the work and shall be responsible for all measurements that may be required for the execution of the work to the location and limit marks prescribed in the specifications or on the contract drawings, subject to such modifications as the Contracting Officer may require to meet changed conditions or as a result of necessary modifications to the contract work.

The Contractor shall furnish, at his own expense, such stakes, templates, platforms, equipment, tools and materials, and all labor as may be required in laying out any part of the work. It shall be the responsibility of the Contractor to maintain and preserve all stakes and marks established by the Contracting Officer, if any, until authorized to remove them, and if such marks are destroyed, by the Contractor or through his negligence, prior to their authorized removal, they may be replaced by the Contracting Officer, at his discretion, and the expense of replacement will be deducted from any amounts due or to become due the Contractor. The Contracting Officer may require that work be suspended at any time when location and limit marks established by the Contractor are not reasonably adequate to permit checking of the work.

3.1.2 Pre-Construction Survey

A pre-construction survey shall be required to 1) adequately capture the existing condition of entire work area to include condition/location of existing work features and to 2) provide a basis for measurement and payment of dimensionally measured pay items. For linear construction cubic yard (CY) pay items, capture cross sections at intervals that accurately depict the preexisting conditions of the area where excavation or fill operations are taking place with intervals not to exceed 100 feet. For non-linear construction, the Contractor may elect to capture cross sections as previously stated or capture an existing conditions terrain model (.dtm or .tin) depicting the existing area prior to construction operations.

Cross-sections for all surveys shall be surveyed perpendicular to the streambank and shall be taken no further than 10 feet from the sections provided in the Contract Drawings, if applicable. Survey data shall 1) be referenced horizontally to the applicable State Plane Coordinate System, NAD83, using U.S. Survey Feet and vertically to NAVD88, using feet and/or

2) match the same datum using on the Contract Drawings. Acquire adequate data to develop a terrain model with a level of accuracy to plot two-foot contours.

3.2 POST CONSTRUCTION QUANTITY AND FINAL SURVEYS

The Government shall conduct a preparatory meeting with the Contractor prior to the commencement of any work requiring quantity surveys to discuss the requirements and conditions relating to quantity surveys. The Contractor shall furnish to the Contracting Officer the electronic data in MicroStation V8i compatible files (DGN) and a comma delimited ASCII file (containing at a minimum the Point Number, Northing, Easting, Elevation, and Point Descriptor) with all submitted files and drawings being at full scale in same datum as the contract drawings (provided in the general notes). Additionally, provide all CAD files to include but not limited to .dtm, .tin, .

(raw data point clouds) and .ASCII or .XML file types used to generate the submitted .dgn electronic drawings such as contours, .dtms, plan views, profiles, and cross sections, along with any accompanying field notes (written or electronically collected) to facilitate USACE QA/QC. Terrain model .tin files shall be translated into .XML files using the XML translator function available in AutoCAD or online to facilitate terrain model import on the USACE side. Upon completing surveys, or portions thereof, the contractor shall not disturb the ground surface until such

Tennessee and Cumberland River Basins

SECTION 01 00 00 Page 11 time that the Contracting Officer has completed Quality Assurance checks of the contractors' survey data. The Contracting Officer reserves the right to disapprove any survey information submitted by the Contractor that lacks sufficient data.

3.2.1 Quantity Surveys

Quantity surveys as used in this clause means a topographical survey accomplished by ground methods with the display output recorded and stored in an electronic field book for further calculations in a computer.

3.2.1.1 Quantity Survey Method for Cubic Yard items

Unless otherwise authorized by the Contracting Officer, use the same means of data collection for Quantity and post-construction surveys as used for pre-construction surveys. For cubic yard (CY) pay items, capture a post-construction cross section within ten (10) longitudinal feet along the alignment in which each pre-construction cross section was taken so that the end area method of volume calculation can be accurately applied. The cross sections should accurately display the topography of constructed features including, but not limited to: height, width, grades, and slopes of excavation or fill for all areas requiring cubic yard (CY) unit price measurements and payments. The Pre-Construction Survey and the Post-Construction Surveys shall be submitted in MicroStation (.dgn) format. Observations shall be recorded at all breaks in slopes with a maximum distance of 25 feet between observations. Cross sections shall be taken at 90-degrees to the linear construction item and at sufficient width beyond the limits of work to delineate the work in place. The Contracting Officer reserves the right to mandate additional cross sections be taken at locations of his or her choosing for quality assurance purposes. For cubic yard (CY) pay items where the contractor elects to capture a terrain model (.dtm or .tin) depicting pre-construction conditions, capture a post construction terrain model that accurately displays all post construction topography of constructed features including, but not limited to: height, width, grades, and slopes of excavation or fill and all breaklines necessary for a level of accuracy to plot two-foot contours. Observations shall be recorded at all breaks in slopes with a maximum distance of 25 feet between observations.

3.2.2 Post-Construction Surveys

Unless otherwise dictated by the Contracting Officer, the Contractor may elect to use either the cross-section method or terrain model (.dtm/.tin) method for depicting the final post construction conditions. For the Cross-Section method, capture cross sections at intervals that accurately depict the final post-construction site conditions with intervals not to exceed 100 feet. Cross sections should depict the topography of constructed features including, but not limited to: elevation, width, grades, and slopes of all items in this contract. The Contracting Officer reserves the right to mandate additional sections be taken by the Contractor at locations designated by the Contracting Officer for quality assurance purposes. Post-Construction Surveys shall be submitted in MicroStation (.dgn) format. Section observations shall be recorded at all breaks in slopes with a maximum distance of 25' between observations. For the Terrain Model (.dtm/.tin) method, capture a post construction terrain model that accurately displays all post construction topography of constructed features including, but not limited to: height, width, grades, and slopes of excavation or fill and all breaklines necessary for a level of accuracy to plot two-foot contours. Observations shall be recorded at

Tennessee and Cumberland River Basins

SECTION 01 00 00 Page 12 all breaks in slopes with a maximum distance of 25 feet between observations. Provide the Contracting Officer annotated cross-sections in DGN format at locations where cross sections are taken or at 100 foot intervals for terrain model (.dtm/.tin) survey data. At a minimum, the cross sections shall extend ten feet (10') beyond the construction footprint or each item. The annotated cross-sections shall indicate the Control line; the theoretical grades and slope-lines as specified; and the actual grades and slope lines as constructed. The Contractor shall plot cross sections from the survey data to visually depict the grade and sections obtained. The Contractor shall use this survey data to develop the as-built drawings.

3.2.3 Surveys for Progress Payments

For periods that progress payments are requested for items measured by the cubic yard, provide the before construction survey data and after/or during construction survey data that represents the actual work in-place and to be considered for payment along with the theoretical grades and slope lines provided in the drawings. For periods that progress payments are requested for items measured by units other than cubic yard, provide the in progress construction survey data that represents the actual work in-place and to be considered for payment along with the applicable theoretical grade, slope, and/or construction lines provided in the drawings. In addition to the survey data, provide plotted cross-sections and profiles indicating the theoretical grades and slope lines as specified by the contract drawings and the actual grades and slope lines as constructed. For cubic yard items, submit quantity computations calculated by the end area method or other approved method most applicable to the nature of the construction (volumes between surfaces) that verifies quantities of the completed work.

For non-cubic yard items submit applicable, sections, profiles, construction lines, and/or survey boundaries to verify the work in place.

3.3 FIELD SURVEY SUBMITTALS

The submittal of field survey results shall include a legible copy of all field notes, and electronic, scaled drawings of all data, including plotted cross sections. This information shall be certified by the registered land surveyor in charge of the work.

3.4 COORDINATION WITH THE GOVERNMENT

For the purpose of coordinating with the Government, the Contractor shall schedule surveys and interactions with the Government during the normal business hours of Monday through Friday 7:30 a.m. to 4:00 p.m. Eastern Time with the exception of Federal Holidays. Federal Holidays are listed in paragraph FEDERAL HOLIDAYS of this section. The Government will make every effort to make design determinations and approve segments of completed work during the performance of this contract in a timely manner.

3.5 FINAL AS-BUILT SURVEY

A final as-built survey shall be performed after all materials have been placed at the site and have been accepted by the Contracting Officer. The results of this survey will be used to check for any volume of material placed in excess of that required by the Contract Documents and the Contracting Officer, and in the preparation of the as-built drawings required in Section 01 78 00 CLOSEOUT SUBMITTALS.
