AMENDMENT 0002 Q&A

W912P521R0002 Chickamauga Upstream Approach Wall Construction Project

Questions and Answers Amendment 0002

13. Area 3 identified on Slide 19 of the Pre-Proposal Meeting Presentation - What was this used for previously?

Answer: This area was improved and utilized during the cofferdam contract to support the construction of concrete shells on floating barges that were transported downstream through the existing lock and placed as a part of the cofferdam construction.

14. What is the material in the disposal area (Area 5 identified on Slide 19 of the Pre-Proposal Meeting Presentation)?

Answer: The area identified as #5 on slide 19 of the pre-proposal meeting presentation contains disposal material from previous contracts. This disposal material includes but is not limited to, blasted rock, demolished concrete and other material from the excavation contracts. The Contractor will uncover and encounter inert blasting materials while working in this area.

15. At the Watts Bar facility, can the contractor move other beams that are not included in the USAW scope?

Answer: Answer: Yes, however the Contractor will be responsible for any and all damage to all beams during this process. The Contractor will be required to fully describe the planned procedure(s) for moving the beams through the submittal process, as well as provide condition assessment documentation of beams, fencing, and other pertinent items located in the Watts Bar storage area.

16. What is the area at Watts Bar facility that appears to be a loading dock built from coffer cells between the storage area and the loading ramp?

Answer: Answer: This was a loading facility previously used by TVA and USACE that has deteriorated to a point that it is not deemed suitable for use during this contract in its current condition. If the Contractor would like to use this area, all proposed repairs and improvements to make the area safe for use are subject to TVA review and approval. Contractor should anticipate a minimum 60-calendar day review time for submittals requiring TVA approval.

17. Will TVA be using the Watts Bar loading ramp for other projects during this contract?

Answer: There are currently no other known scheduled activities for use of the ramp during this contract;

however, TVA retains the right to use the ramp as needs arise. If TVA requires the use of the ramp, the Contractor would be given a minimum of 90 calendar days warning prior to TVA beginning activities.

18. Has the storage yard at Watts Bar ever flooded?

Answer: Not to the Government's knowledge.

19. Could a contractor make any improvements at the Watts Bar facility, such as building out a ramp adjacent to the Approach Wall beams for loading to the river?

Answer: The Government would consider this, but it would require the Contractor to obtain all necessary permits and TVA approval. The site would need to be restored to its original condition prior to completion of the contract. The Contractor should anticipate a minimum 60-calendar day review time for submittals requiring TVA approval.

20. Upstream River Wall and Land Wall Nose Piers – Will lifting points and centers of gravity be provided for these structures?

Answer: No, determining lifting points and the center of gravity will be the responsibility of the Contractor.

21. Watts Bar – Can the sheet pile bulkhead wall be utilized for staging and/or offloading of the precast beams?

Answer: See response to Question 16.

22. Can the Pier Caps be poured by tremie concrete method, in multiple placements? If yes, can horizontal and vertical joints be made?

Answer: Specification Section 03 31 07 Paragraph 3.8.7. states "Tremie concrete placement within each drill shaft and each pier of the approach wall shall be completed in one continuous pour. " Later in the same section, " The pier cap made of tremie concrete shall be placed to Elevation 672.5." The Contractor should develop their proposal according to the contract plans and specifications. The Government may consider a variance request after award, but additional detail would be required to determine if this is acceptable.

23. Can a sacrificial slab be added below the Pier Caps and left in place?

Answer: A sacrificial slab will increase the loading on the drilled shafts. The Contractor should develop their proposal according to contract plans and specifications. The Government may consider a variance request after award, but additional detail would be required to determine if this is acceptable.

24. What is the specification for the seal between drilled shafts and nose pier shell? Seal detail is on sheet

61W520-26-UAW.

Answer: Drawing 61W520-26 has been updated to include the following note: “Seal design is the responsibility of the Contractor to create a sufficient seal to ensure acceptable concrete placement.”

25. On sheet 61W520-26-UAW, the Shaft Seal Detail and the Section B Detail vertical dimensions differ from one another. Please advise on the correct dimensions.

Answer: Refer to Sheet 61W520-26 Section B detail for the correct dimensions. (Sheet 61W520-26-UAW was updated and uploaded with Amendment 0001).

26. On sheet 61W520-26UAW, the outside diameter of the shaft casing is 6’-6”. On sheet 61W520-19-UAW, the inside diameter is 6’-6” for the shaft casing with a ¾” thick wall, giving an outside diameter of 6’-7.5”.

Please advise on the correct dimension.

Answer: The interior diameter of the casing should be 6'-6". (Sheet 61W520-26-UAW was updated and uploaded with Amendment 0001).

27. 61W510-02-UAW, Note 5 – Road improvement appears to only be the entrance to the Lock Access Road – please verify.

Answer: The road improvement is shown in the hatch area of Drawing 61W510-02-UAW. The area extends from Lake Resort Drive to Trailhead Drive.

28. Reference plan drawing 61W520-71-UAW, detail Typical Restrainer Plan – Please verify grease will be installed from the box beam end of the restrainer and the box beam has been fabricated to allow for the grease to be injected after installation of the restrainer bar.

Answer: On Drawing 61W520-71-UAW, Typical Restrainer Plan indicates a grease vent/port (TYP) is shown on both the beam and pier side of the restrainer

29. Approach Wall Beams – Please provide pick points for the precast beams and/or lifting devices required to lift these items. Also, please provide bearing details for the precast box beams.

Answer: The as-built drawings of the Approach Wall beams have been provided in Amendment 0002. The Contractor is responsible for the design and verification (load test) of any material they elect to use.

30. During the Pre-Proposal Virtual Meeting it was mentioned, and the Project Specifications (Section 01 54 00, Part 1.13) indicate, that the Contractor’s plan for anchoring/mooring and removing marine equipment upstream of the spillway will require approval by USACE and TVA. Please provide guidance for an anchoring/mooring plan that would be considered acceptable by TVA, a third-party approver, so that this work can be priced appropriately.

Answer: The Contractor's anchor/mooring plan must be specific to the equipment that will be used to accomplish the work located immediately upstream of the dam spillway according to the Contractor’s means and methods, be based on a CFD (computation fluid dynamic) model developed with sufficient detail to identify the forces anticipated to act on the equipment/anchorage during all spillway operating/flow events that the Contractor plans to perform work, and meet the requirements identified in paragraph 1.13 of Specification 01 54 00.

31. Is the technique shaft to be left in place? If not, at what elevation is it to be removed and where should it be disposed?

Answer: The technique shaft shall be removed to an elevation of 662.5, reference Drawings 61W520-16- UAW and 61W520-18-UAW. The Contractor may remove the technique shaft to an elevation lower than

662.5 if they choose. Removed material should be disposed of in accordance with the specifications.

32. Will wage determinations be provided for this solicitation?

Answer: Please refer to Section 01 00 00 - General Requirements WAGE DETERMINATION. Any updates to the Wage Determinations will be reflected in an amendment (if applicable).

33. Please refer to specification section 01 31 00. Is this specification required for this contract? It appears to be a newer specification not utilized in other districts and covers the same data management as the RMS system.

Answer: Yes, Specification Section 01 31 00 is required for this contract.

34. Reference spec paragraph 31 63 27, 1.6 Contractor Qualifications and Experience. Can the prime contractor self-perform this work if they meet this requirement?

Answer: Yes, the Prime Contractor may self-perform this work if they meet the specification requirements.

Specification 31 63 27 paragraph 1.6 has been updated.

35. Approach Wall Beams – Please provide pick points for the precast beams and/or lifting devices required to lift these items. Also, please provide bearing details for the precast box beams.

Answer: See response to Question 29.

36. Can the concrete approach wall beam(s) be supported in the middle on approx. 46’ centers?

Answer: Specification Section 03 41 34, Paragraph 3.1.1 states, "Precast beams shall be transported with the points of support and direction of the reactions with respect to the beam and approximately the same orientation during transportation and storage as when the beam is in its final position." The Contractor should develop their proposal according to contract specifications. The Government may consider a variance request after award, but additional detail would be required to determine if this is acceptable.

37. Are we to provide and install the handrails associated with beams UR-1T and UL-1T?

Answer: No, handrail for UR-1T and UL-1T will not be required for this contract.

38. Are the ladder anchors and couplers already installed on the precast approach wall beams? Reference 61W520-74, detail 4.

Answer: Yes, the couplers are installed in the precast beams. See As-Built drawings of Approach Wall beams included in Amendment 0002.

39. Please provide accurate description of grating requirement. Grating called out is not a valid grating size. Plan drawing 61W520-41 calls out ¾’ x 1 3/16” Type W-19-2 and the specs call for heavy duty grating which is called out as 19-H-2 but also requires a bar size to be totally accurate

Answer: Additional grating details are provided in the updated version of 61W520-41 - UAW in Amendment 0002.

40. Section 00 73 00 – Supplementary Conditions, paragraph 6 WAGE DETERMINATIONS states: The applicable wage determination does not provide wage rate information for divers, boat operators/captains, and ironworkers. The Contractor will have to go through the conformance process after award. The conformance process is outlined in FAR 22.406-3, Additional Classifications.

The provided Wage Determinations TN20210145 and TN20210121, both dated 1/1/2021 do not provide wage determinations for Carpenters, Pile Drivers, additional Labor classifications and Foreman in addition to the above noted labor classifications. In order for each bidder to provide competitive bids it is essential to understand the labor wage rates to be included for the project. It is our understanding most of the labor classifications noted above are currently working at the Chickamauga project site and this information should be known to the Government. We request wage determinations to be provided for the labor classifications noted above to be provided to all bidders to ensure an equal bidding process.

Answer: The Department of Labor (DOL) is responsible for issuing wage determinations that apply to federal projects. Accordingly, DOL issued Wage Determinations TN20210145 and TN20210121, which apply to Heavy Construction projects in Hamilton County, TN. USACE cannot amend or change these Wage Determinations. Therefore, the Contractor will be required to complete the conformance process outlined in the Solicitation and FAR 22.406-3, Additional Classifications, to determine a wage and fringe benefit rate for the affected labor disciplines. Contractors can reference DOL All Agency Memorandum 213 for additional information on how DOL processes conformance requests and determines wage rates.

41. Please reference the technical specifications, noted in several locations the reference to the USACE providing a geologist to log exploratory boring. Is the Contractor to provide a geologist at the drill rig during exploratory boring? It appears a Contractor provided geologist is required for core drilling for defective drilled shafts.

Answer: The Contractor does not need to provide a geologist at the drill rig during exploratory borings. A Contractor geologist is only required to log core for defective drilled shafts.

42. Specification section 03 41 34 Installation of Government Furnished Precast Concrete Beams, Part 1.1 Scope references procedure and sequence of construction for the upstream guard wall and guide wall as shown in the drawings. Part 3.1.1 Handling references the precast beams to be lifted only by devices which have been cast in the beams. There appear to be no details provided in the drawings about procedure or sequence related to handling and transporting the beams or any details provided for the beams and the cast in lifting devices. Please provide details for the precast beams and the lifting devices that are to be used in transport.

Answer: See response to Question 29.

43. Specification section 3.2.2.2 Conduit Embedded in Concrete, calls out for PVC Coated Rigid Conduit Embedded in concrete. The Conduit schedule calls for RGS. Please clarify.

Answer: PVC-coated RGS is only required in and around the location the conduit exits the concrete.

Reference Specification Section 26 05 00, Paragraph 3.2.2.2.

44. Please confirm that 11 x 17 pages are counted as one page when included in a section’s page count.

Answer: Yes. However, the 11" X 17" organizational chart does not count toward the five (5) page limit for the narrative under Section 5.1 Submission Requirements.

45. Volume I, Factor I (Past Performance), paragraph 4.0. Please clarify that information required for subcontractors as stated in paragraph one should be provided for major subcontractors (any subcontractor completing more than 10% of the solicited work).

Answer: See the revisions to Section 00 21 00 - Procedures for Submittal of Offers and Proposal Evaluation Approach Paragraph 4.0 Volume I – Factor I (Past Performance) – Performance Assessments.

46. Section 7.2 Evaluation Criteria states that “the SB Participation Plan must meet the minimum Total Small Business Participation goal of 23% of total contract value…”. We recognize the SB Participation Plan is an important evaluation factor; however, federal procurement goals should be realistic, challenging, and attainable. Our preliminary market research for small business participation does not appear to support the 23% of total contract value participation goal given the narrowly tailored and specific scopes of work under this solicitation, which differs from the December 2020 Industry Day presentation. Our own market research suggests a SB participation rate of less than half of 23%. Please consider changing the SB Participation Goal to reflect “maximum practicable opportunity” for small business participation consistent with the current work scope elements under this contract.

Answer: The Small Participation Goal percentage has been lowered from 23% to 15% along with other revisions to Section 00 21 00 Procedures for Submittal of Offers and Proposal Evaluation Approach Paragraph 7.2 Evaluation Criteria.

Answer: See response to Question 30.

48. Due to the late release of Amendment No. 1, delays/challenges currently being experienced by subcontractors attempting to work through the USACE security requirements and obtain access to the controlled technical documents, the bid period extending through the Memorial Day Holiday, and the extensive market research and subcontractor outreach required to develop a small business participation plan meeting the RFP requirements, we request USACE extend the bid due date by at least 2-weeks.

Answer: Proposal due date is extended to June 17, 2021 1:00 P.M. Central Time. We plan on posting another amendment that may include spec and drawing changes but do not anticipate extending the proposal due date past June 17, 2021.

49. Volume I, Factor I (Past Performance) and Factor III (Safety Management) refer to “bedrock removal in areas that require a degree of precision to a prescribed tolerance” and “rock excavation adjacent to sensitive structures”. After review of the RFP documents, we are unaware of any rock excavation that is required by the contract, other than rock that would be removed with the drilled shaft installations. Is this the rock removal/excavation that USACE is referring to under the submission requirements or does the contract scope include rock removal/excavation someplace else? Please indicate where the contract requires rock removal/excavation if not limited to just the drilled shaft installations.

Answer: Rock excavation is only required for drilled shaft installation.

50. Due to the complexity of the project, can the bid date be extended two weeks?

Answer: See response to Question 48.

SECTION 00 10 00 - SOLICITATION

The required response date/time has changed from 09-Jun-2021 01:00 PM to 17-Jun-2021 01:00 PM.

Proposals will be evaluated based on the factors described herein, and the basis of award is the Best Value Tradeoff Process.
