QUESTIONS AND ANSWERS
Solicitation: W912P521Q0007 BAR Spillway Gate Chain Maintenance Platforms
Amendment 0002 - Questions & Answers
Question 1. On Sheet ID # 55/52 Plan view Statement : NEW PLATFORMS 24 TOTAL (12) AS SHOWN (12) OPP HAND. Are you calling opposite Hand LEFT to RIGHT ? or TOP to BOTTOM?
Answer: Reference Drawing Q9-55/51. The platforms should be mirrored from Landside to Riverside per the “current” as illustrated in the drawing.
Question 2. Is it possible to provide CAD models? This is so I can verify some of the finer details that can’t be seen clearly .
Answer: Reference Specification Section 1.5.3.1. As used in this specification, “source drawings” refers to CAD files, which files were used to develop the drawings referenced in the technical specifications and attached to the Solicitation. The source drawings will be available upon request of the awardee after contract award.
Question 3. Ref. sheet Q9-55/56. The list of bolts and fasteners does not list lengths for the ½” threads or head types for the others. Will a full description of fasteners be provided ?
Answer: Standard American Society for Testing and Materials (ASTM) hex head dimensions shall be applicable to all bolts. The ½” bolt dimensions will be the responsibility of the Contractor due to shop installation and fit up and shall be in accordance with American Institute of Steel Construction (AISC) guidelines for structural bolt lengths.
Question 4. Page #8 of Technical Specifications mentions “Source Drawings”. Are these different than the drawings we are using to bid from ?
Answer: See the Government’s Answer to Question No. 2.
Question 5. Are submittal of shop drawings required ? The drawings attached to this solicitation look to be detailed just fine for my shop to use as shop drawings. I see no need for any additional drawings to process this work.
Answer: Yes. Reference Specification 05 50 15 Section 1.2 Submittals. The contractor will be required to submit shop drawings to the Government for review and approval.
Question 6. In the solicitation, under statement of work item 8 place of delivery, it states that the contractor shall off-load and place the fabrications at a location directed by Government representatives. This also stated in specification 01 00 00 General Requirements paragraph 1.5. The contractor has to arrange cranes or forklifts to perform this work and comply with all safety requirements of EM-385. With all the U.S. Army Corps of Engineers personnel and equipment in the area of Barkley Lock, can the Corps be responsible for off-loading the platforms in lieu of the contractor? The contractor would be responsible for delivering to the Barkley Lock only. If the Corps does want the contractor to off-load the platforms, then please provide the location so that we can estimate what kind of equipment we need for the proposal.
Answer: Reference Amendment 0002, wherein Specification Section 01 00 00, Paragraph 1.5 was revised to clarify the Government will be responsible for offloading the platforms upon delivery by the Contractor at the located directed by the Government. To the extent the platforms are shipped “loose” and require assembly after being offloaded at Lake Barkley, which is permitted under Specification Section 05 50 15, Paragraph 3.1, the Contractor will be responsible for final assembly, including ensuring proper alignment.
Question 7. In the specification 05 50 15, paragraph 2.1, the structural steel and structural steel plate are called out as ASTM A709 Grade 50 and ASTM A572 Grade 50. Most of the shapes and materials on this project are angles, MC channels and bar. There may be difficulty in obtaining material to meet these specifications. Can the steel material be A36?
Answer: A36/A36M is acceptable for the structural steel angles and channels.
Question 8. In the specification 05 50 15, paragraph 2.1.3.1, the high strength bolts are called out as ASTM F3125 Grade A490, Hot-Dip Galvanized. Grade A490 is not available in hot-dip galvanized. It comes in a Zn/Al inorganic coating in lieu of galvanizing. Is this acceptable? Another easier option would be to utilize ASTM F3125 Grade A325. They are available as galvanized. Please state which option would be acceptable.
Answer: ASTM F3125 Grade A325, hot-dip galvanized structural bolts is acceptable.
Question 9. On drawing Q9-55/54, there are three vertical members shown labeled as Detail 1, Detail 2, and Detail
3. Especially items # 2 & # 3 create an issue of making a normal semi-trailer to exceed the over-height limitations.
Since these three member types(Detail 1, 2, & 3) are bolted to the platform, can they be shipped loose, and the Corps personnel assemble them when they need to use them?
Answer: See the Government’s Answer to Question No. 6.
Question 10. Technical Schedule and Solicitation page 6 and 3 Section 01 00 00 1.5 and Section 1, Other sections, to include Page 4, Section 8 Place of Delivery state that the contractor will offload? Can the government confirm that the government will be responsible for offloading?

Can the government confirm that installation is not part of this contract?
Answer: Installation of the platforms is not part of this contract.
Question 13. Technical Schedule Page 28 – Section 01 35 50 1.3 - Which employees are considered "on-site"? Is there expected to be travel or work on-site at Barkley other than delivery? The SOW says there is no onsite work allowed so this is a contradiction.
Answer: Only those individuals responsible for assisting in the delivery and any onsite assembly activities, if the platforms are delivered in pieces, are considered “on-site” for purposes of Specification 01 35 50, Paragraph 1.3.
