SUMMARY OF CHANGES

The required response date/time has changed from 13-Sep-2021 10:00 AM to 13-Sep-2021 01:00 PM.

The following have been added by full text:

Solicitation No. W912P521B0018 Project: Fort Loudoun Rehabilitation

Subject: Industry Questions/Comments and Government Responses

1. Industry Question/Comment: Document TSpecs+-+FTL+HVAC+Rehabilitation page SECTION 01 00 00, 1.1.1, e. states “Contractor must verify and, if necessary, mitigate any Asbestos-Containing Material (ACM) not previously removed”, Has there been any previous testing completed for asbestos and lead paint?

Government Response: Yes. Lead and asbestos have been found in the building in the past.

Documentation of the findings are not available.

2. Industry Question/Comment: Are there any available asbestos or lead paint test results or reports that can be shared with bidders?

Government Response: No. The Government believes the contractor will encounter asbestos and/or lead during the performance of work. Contractor is required to perform tests and inspections, by qualified personnel, to determine the presents or absence of asbestos and lead and to remediate as necessary to safely perform the work.

3. Industry Question/Comment: Is a per linear feet price acceptable for the pricing CLIN’s 0007 and 0008? As we don’t know if or how much exist.

Government Response: Per linear foot pricing will not be accepted for CLINs 0007 and 0008 CLIN 0008 has been changed from 10 SF to 1 JOB. Specifications and Bid Schedule will be updated to reflect these changes.

4. Industry Question/Comment: Will a government furnished forklift be available for the “Upstream” install as no crane is allowed?

Government Response: No. Government will not provide a forklift

5. Industry Question/Comment: Is there any specific make and model of HVAC equipment desired by the government?

Government Response: No. The government does not have a name brand preference

6. Industry Question/Comment: It was mentioned during the site visit that an electrical panel and transformer will need to be added to the basement by the contractor. What are the specifications for the panel and transformer?

Government Response: Transformer specs are 75 kVA, wye-wye configuration, 3 phase, 480-208 V, dry-type and self-cooled ventilation. The transformer shall be mounted on a stand similar to the one that was in that MCC room and indicated by the drawings. See contract drawings and specification section 2.11 for additional details. The panelboards in the basement next to the transformer specs are 208Y/120 V, 10kA, and 24 space/circuit slots all enclosed in a NEMA 1 enclosure.

7. Industry Question/Comment: The Bid sheet lists lead paint remediation and Asbestos abatement as line items.

However, I believe there is no lead paint or asbestos at this site, and therefore, our line item for each of these is negligible. Consequently, I request the line items for lead paint and asbestos be removed from the bid sheet and then handled as a change order.

Government Response: The government does believe the contractor will encounter lead-based paint (LBP) and asbestos containing materials (ACM) during the execution of the work. The contractor will be required to verify, by testing, the presents of LBP/ACM and to take appropriate measures to remove the hazard. The contract CLINS are provided as a vehicle to compensate the contractor if/when this work is performed.
