QUESTIONS & ANSWERS
1. QUESTION: Can the requirements of certified coating inspector (NACE or SSPC Level 2) be removed, given that the coatings must be applied by a certified shop (SSPC or AISC)? In order to become a certified shop, we have already demonstrated that we have the policies and procedures in place to provide a certified paint finish and this additional coating inspector requirement (which is not a requirement for the specified shop certification) will add significant additional costs to the government’s procurement.
ANSWER: No, in accordance with Specification Section 09 97 02 – 3.4, a certified coating inspector is required.
2. QUESTION: To allow for flexibility in response due to COVID-19, will electronic signatures, mechanically applied or printed dates be accepted as original signatures for this bid and Bid Bond?
ANSWER: Yes. Electronic signatures and electronic, mechanically-applied, or printed dates may be used on bid guarantees, performance bonds, and payments bonds, as such electronic signatures and dates will be considered the same as original signatures and dates. See FAR 28.002, Policy (Deviation 2020-O0016).
3. QUESTION: To allow for flexibility in response due to COVID-19, can there be a waiver of the corporate seal and notary requirements on documents controlled by FAR part 28?
ANSWER: Yes. Corporate seals and notaries are not required for bid guarantees, performance bonds, and payments bonds. See FAR 28.106-1, Bonds and Bond-Related Forms (Deviation 2020-O0016).
4. QUESTION: Could a reformatted Bid Schedule be provided on a single page ANSWER: Yes. A Bid Schedule in xls format has been uploaded in Beta.SAM.gov.
5. QUESTION: If the proposals are to include equipment and labor to unload the stoplogs and potentially a pedestrian bridge (Option 3), please provide storage site details that include details indicating where the product is to be unloaded, where the product is to be placed for storage and any weight capacity limitations that may limit equipment selection and use.
ANSWER: Reference Amendment 0001, which adds Drawing Stoplog Storage Site Plan _ 0001 detailing the storage site. The stoplogs can be delivered by barge or land and will be stored on the concrete slab.
There is no weight capacity limitations that may limit equipment selection and use.
6. QUESTION: The CQC Plan requirements appear to be what would be required for a large-scale job site construction project that even require inspections prior to government site occupancy. The mandated calendar days required for inspection intervals alone will add significant delays to a fabricator’s schedule. Is this really required for a “supply contract”.
ANSWER: Reference Amendment 0001. The specifications were revised to remove the requirement for a CQC Plan.
7. QUESTION: Specification Section 01 78 00, paragraph 1.2.4 states “Non-proprietary file formats are vendor-neutral which means they can be read and edited by any type of software”. Does this mean that files from Tekla Structures (industry wide fabrication detailing software) will not be accepted for Fabrication drawing creation?
ANSWER: Reference Specification 01 78 00 – 2.2. The Contractor is to provide both native modeling files and a non-proprietary modeling file of the completed advance model. Tekla Structures can be used.
8. QUESTION: Will redlined mark ups of PDF files be allowed for As-Built/Record Drawings in place of drawing files produced in AutoCAD or MicroStation format since this is a fabrication only supply contract?
ANSWER: No. The Contractor is to provide as-built shop drawings in PDF and DWG or DGN format, as well as the as-built model files ANSWER: See the Government’s Response to Question No. 7.
9. QUESTION: Will any submittals (As-Builts, Fabrication Drawings etc.) be required to be in MicroStation format as we do not use or own any stations of MicroStation CAD software?
ANSWER: The Contractor is to provide as-built shop drawings in PDF and DWG or DGN format, as well as the as-built model files.
10. QUESTION: Specification Section 01 78 00, paragraph 3.1 requires that As-Built drawing be submitted 30 days prior to Beneficial Occupancy Date (BOD). Can this requirement be deleted as this is a fabrication supply contract with no “occupancy requirements”?
ANSWER: Reference Amendment 0001. The Specification was revised to state, “Submit As-Built Drawings 30 days prior to completion of contract.”
12. QUESTION: Will the government require that any fabricator that may be awarded the contract already be certified per ASIC’s Fracture Critical Endorsement, as is so required by AWS D1.5-2015, paragraph 12.8, and per the solicitation document? There is no mention of the Fracture Critical Endorsement requirement in Specification Section 05 59 20, paragraph 1.4.3.
ANSWER: Reference Amendment 0001. The Specifications were revised to include the following statement: “The fabricator is required to have the AISC Fracture Critical Endorsement (FCE) at the time of bidding and throughout the contract period of performance.”
13. QUESTION: Specification Section 05 59 20, paragraph 1.4.5 indicates “all shop drawings must be prepared by a Registered Professional Engineer or under the direct supervision of a Registered Professional Engineer”. Engineers normally do not prepare shop drawings nor is there any requirement to engineer anything on this solicitation as this is a supply contract. Can this requirement be waived on this solicitation?
ANSWER: Reference Amendment 0001. The Specifications were revised to remove the requirement for a professional engineer is to prepare the shop drawings or directly supervise the shop drawings.
14. QUESTION: Specification Section 05 59 20, paragraph 1.4.6 requires that Erection Drawings be submitted.
As this is a supply only contract (no site installation required), please confirm that there will not be any need for Erection Drawings for this solicitation?
ANSWER: Reference Amendment 0001. The title of Specification Section 05 59 50 -1.4.6 now reads “General Arrangement Drawings” and not “Erection Drawings”. These drawings are now titled as "General Arrangement Drawings.
15. QUESTION: Specification Section 05 59 20, paragraph 1.5 requires that we “store material in a dry area”.
Please confirm that both raw materials and completed fabrications may be stored outside above ground on wooden dunnage (in the weather) for this solicitation. Assuming that this product will “live outside” when in use, is there a need to cover the product when in storage?
ANSWER: Yes. Reference the last three (3) sentences in Specification Section 05 59 20 – 1.5.
16. QUESTION: Specification Section 05 59 20, paragraph 3.1.1 speaks of a “water-tightness test”, yet there is no other mention of this “test” in the specifications. Please confirm there is no water tightness testing that is part of this contract.
ANSWER: A water tightness test is not required. Specification Section 05 59 20 – 3.1.1 will be revised to read: “Metal supports for rubber seals shall be continuous and free of waves and distortions. Rubber seals shall be installed after the stoplog painting operations have been completed
