W912P520B0004 Barkley Transformer Installation Kuttawa, Kentucky Questions and Answers
1. Are the new transformers furnished by the government, we ask this question since the provided transformer drawings detail are typically provided after a purchase is made.
A1. Yes, the new transformers will be furnished by the government, under a separate supply contract. The new transformer drawings are included in the following contract drawings: S-101, S-102, S-103, E-101, E-104, E-201, E- 703, and E-705. The manufacturer drawings for the new drawings are included in the following reference drawings:
A022526, A022526-1339-01-R1, A022551, CO29267, and EE001.
2. The awarded contractor is installing the government furnished equipment?
A2. The responsibilities of the installation contractor are outlined in specification 26 05 00.00 26, section 1.1.1. The responsibilities of the supply contractor are outlined in specification 26 05 00.00 26, section 1.1.2. The testing and commissioning responsibilities are outlined in specification 26 08 01.01 26.
3. There is mention of asbestos cables, is more information available (quantity. Sizes, locations)?
A3. Asbestos sampling results are located in section 01 95 00, Attachment #7. Per specification 02 82 14, section 1.1: “If ACM is encountered outside of the transformers, the transformers attached accessories, and what is identified in the Asbestos Survey (01 95 00 FORMS AND ATTACHMENTS) the Contractor shall suspend work immediately and notify the onsite Government's Representative.”
4. Disposal of demo equipment, will removed equipment be left on site or disposed of by the contractor?
A4. Specification 26 05 00.00 26, section 1.1.1 Worked Performed by Installation Contractor, identifies the equipment to be removed and disposed by the contractor. Specification 02 41 00.00 26, section 1.3.4 Items Returned to the Government, identifies the equipment which will be returned to the Government.
5. Could you provide copies of the latest oil sample reports for the equipment?
A5. All available PCB oil test results are located in specification 01 95 00, Attachment #8, Attachment #9, and Attachment #10.
6. Please advise if you have a design in hand for the firewall (see dwg S-101page#7)
A6. The contractor will be required to provide a prefabricated firewall in accordance with specification 13 34 00.00 26.
7. Is structural analysis required for the steel members prior to replacement of the surge arrestor and insulators (E- 201)
A7. Structural calculations shall be performed in accordance with specification 13 48 00.00 26, section 1.6.
8 New Transformers: who is responsible for installation of the new government provided equipment (moving from temporary foundations to new foundations (rigging/lifting, hauling?), dress and test, connection of controls, wiring, etc.?)
A8. Refer to the Government’s response to Question 2.
9. New Transformers: what scope will the installer of the government provided equipment perform (install, oil processing, moving to new pads, etc.?)

10. Existing Transformers: Who is responsible for the isolation, removal, scrapping of existing Transformers?

11. What is the clear scope of the Transformer provider?
A11. Refer to the Government’s response to Question 2.
12. Can you provide us pictures or at least all of the name plate information on all the equipment that need to be removed on this project? Especially the transformers.
A12. Photos of the transformers and neutral reactors name plates are included in amended specification 01 95 00, Attachment #12.
13. Would it be possible to get an extra week or two to bid the project? It seems like a lot of things have slowed down due to the virus and it is taking longer to get what is needed to put a bid together
A13. Bid opening will be extended from 22 May 2020 at 1:00 PM Central Time to 02 June 2020 at 10:00 AM Central Time.
14. What is the earliest planned shutdown date of T2?
A.14 See specification 01 10 10, section 1.7.1. T1 is scheduled to arrive and be ready for installation by 13 Nov 2020. Per specification 26 05 00.00 26, section 1.1 Description of Work, no work will be started on the second transformer until the first transformer has been installed, tested, commissioned, returned to service and carrying full load for 7 continuous days without issues.
15. Nameplate picture/schematic with weight break down of transformers
A15. Refer to the Government’s response to Question 12.
16. Outline drawing showing shipping dimensions.
A16. The GE Transformer Outline drawing (reference drawing 583E464 and included in the amendment) shows the overall dimensions of the transformer and the as-shipped dimensions when it was delivered to the dam. The GE transformer outline drawing is included in the solicitation amendment and the index was updated accordingly.
17. Neutral Reactor- info, Gallons of oil and weight?
A17. Refer to the Government’s response to Question 12.
18. Does Barkley Dam have any area that would allow for the transformers to be broken down close to the switchyard area? This would help with shipping weights. It would require no more than 7-days for each transformer to disassemble.
A18. No, see amended specification 26 05 00.00 26 section 3.2.1, Transformer and Neutral Reactor Removal Procedure. With the exception of removing the high-voltage bushings and the radiators, as required for shipping the transformers to the disposal site, the transformers shall not be disassembled on site. Removal of the transformers and neutral reactors must not begin prior to approval of the removal procedure.
19. Can we schedule a walk down in near future?
A19. Physical access will not be available until after contract award. The virtual site visit video and audio will be available until bid opening at the previously provided link.
20. Transformer connections on 161kV and 15kV side, we need to know the type of lug bolt connection to insulators, and is it a standard 4-hole lug as shown on drawing E-201 Detail A for both connections?
A20. See updated drawing E-201 in the amendment.
21. Name of short line rail that services site.
A21. Paducah and Louisville Railway (P&L). Access to the rail at Barkley Dam will need to be coordinated with P&L. The contractor will be responsible for coordination and determining how to safely unload equipment from rail to site if they choose to use this resource.
22. Section 02 41 00.00 26 Demolition, 1.2.3 Description of Demolition Work:
a. Are either of the transformers considered “converted from a PCB transformer or a PCB-Contaminated transformer” per the TSCA regulations 40 CFR 761?
b. Are the 26 bushings that are attached to the 2 transformers the only bushings in the scope for characterization and disposal?
c. Section 1.2.3 e. states that all bushings are to be considered PCB equipment which is interpreted that the equipment meets the definition per the regulations 40 CFR 761.3 definition for PCB Equipment. Do we assume > 500 ppm PCB? The costs to treat and dispose are much higher for >500 ppm.
d. If known, what are the bushing weights and volume of oils in the bushings? Otherwise, we will estimate and validate upon award.
A22.a. The two government transformers on-site are original to the construction of the Power Plant and have not been converted from a PCB Transformer or a PCB-Contaminated Transformer. Oil test results are located in specification 01 95 00 Forms and Attachments, Attachment 8, page 426.
A22.b. Contract drawing ED101 shows that there are two bushings on each neural reactor, an oil filled HV bushing and a solid Bulk bushing. This contract drawing also shows that each transformer has six low voltage solid bulk bushing, one neutral solid bulk bushing and three oil filled high voltage bushings.
A22.c. See amendment specification 02 41 00.00 26, section 1.2.3.e. All available PCB oil test results are located in specification 01 95 00, Attachment #8, Attachment #9, and Attachment #10. An inventory of electrical equipment and its corresponding PCB oil level is located in specification 01 95 00, Attachment #11. Per specification 02 84 33, section 1.1, The contractor will be responsible for sampling all equipment which does not have test results in order to determine proper disposal per federal, state, and local requirements.
A22.d. See reference drawings 150-020-T-427-00, 89493-61-70, and POC750_0800S for the transformer bushing outline drawings. See Attachment #12, in amended specification 01 95 00, for photos of available name plates.
23. Section 02 84 33 Removal and Disposal of PCBs, 1.1 General Information:
What is the capacity of each of the 6 oil storage tanks located in the Powerhouse? Is it the 3,200 gallons each based on a total capacity of 19,200 gallons of oil referenced in Section 02 41 00.00 26, 1.2.3?
A23.. Per reference drawing Q9-79/504.2, the capacity of each tank is 4,340 gallons each. Per specification 02 41
00.00 26, section 1.2.3, the total amount of oil within the six tanks is 19,200 gallons.
24. Section 02 61 23 Removal and Disposal of PCB Contaminated Soils, 1.3 Description of Work:
a. Is USACE planning on directing the removal of all soil > 1ppm PCB concentration?
b. What is the estimated quantity that should be put in the bid to ensure all bidders are assuming the same criteria for pricing?
c. Should there be a separate pay item for the PCB soil excavation directed by the USACE CO?
A24.a. Per specification 02 61 23, Part 1, Excavated soil shall be sampled by the Contractor for PCBs to determine proper disposal. Excavated soil from the switchyard is not expected to be contaminated with PCBs (greater than one ppm). If sampling results indicate otherwise, contact the Contracting Officer.
A24.b. The estimated quantity of soil to be removed will depend on the contractor’s design of the secondary containment (See Drawing S-102, notes 3 and 5). Per specification 02 61 23, Part 1, excavated soil from the switchyard is not expected to be contaminated with PCBs (greater than one ppm). If sampling results indicate otherwise, contact the Contracting Officer.
A24.c. No. Per specification 02 61 23, Part 1, excavated soil from the switchyard is not expected to be contaminated with PCBs (greater than one ppm). Cost associated with the construction of the oil containments include the concrete foundation, removal and disposal of PCB contamination soil, and earthwork as noted in amended specification 01 22 00, Price and Payment Procedures, sections 1.1.3.1 and 1.1.7.1.
25. Is it possible to get approval to put the LBP waste in an alternate package for storage that is compliant with the regulatory storage, transportation, and disposal requirements as opposed to a 55 gal drum?
A25. Bids shall be prepared in accordance with the Plans and Specifications. See specification 02 83 20, section 3.5.5, for the proper containment.
26. Section 02 84 33 Removal and Disposal of PCBs, 3.7 Disposal:
Should the neutral reactor referenced in Section 02 84 33 1.1 be considered for disposal? If so, what are the dimensions, weight and volume of oils?
A26.The neutral reactor name plates are included in amended specification 01 95 00, Attachment #12. The dimensions are not known.
27. Section 02 61 23 Removal and Disposal of PCB Contaminated Soils, 1.3 Description of Work:
a. What is the estimated volume of excavated soil per Section 02 61 23 Removal and Disposal of PCB Contaminated Soils 3.4.2 Disposal to be characterized and disposed?
b. What is the estimated volume of LBP debris per Section 02 83 20 Lead Based Paint Abatement, Removal and Disposal, 3.5.5 Disposal to be characterized and disposed?

A 27.b. The Government does not have a known quantity of LBP. LBP disposal assumptions are include in specification 02 83 20, Part 1.
