Dale Hollow Cable Tray Replacement
Questions and Answers
1. Does the magnitude of construction ($250K-$500K) for the Base Bid only, or is it for Base Bid and all options?
Answer: The magnitude of construction for this project (Between $250,000 and $500,000) is for the Base Bid and all options.
2. Do the control cables need to be cleaned before putting in a new tray? The trays and cables have a lot of dust on them. Should we use a HEPA vacuum to remove the dust (to protect the cable) from cables and trays?
Answer: Yes, the existing cables shall be HEPA vacuumed before being relocated to the new trays. See specification 35 01 46 paragraph 3.1.3 Cable Tray
3. We understand you have pictures of the manholes we are to work on for this project. Please send us all available manhole and other pictures you may have involving this project.
Answer: Pictures of the roadway manholes can be found in Appendix C. See specification 01 95 00 FORMS AND
ATTACHMENTS
4. Will we have to pump out water from manholes or do they drain?
Answer: The manholes drain and there will be no need for pumping water. See specification 02 82 14 paragraph 3.1 Asbestos Abatement Work
5. Do we need to protect the Medium Voltage Cable across from the cable trays to be changed out, while working across from them?
Answer: Yes, Temporary plywood barrier walls are needed to protect the medium voltage cables when work is being done in the cable tunnel. The barrier shall cover approximately 10 feet before and after the vicinity of work.
See specification 35 01 46 paragraph 1.4.3 Temporary Barrier
6. Will the Corps have any involvement in closing the road or is the Contractor responsible for all road closing costs?
Answer: The Government shall be responsible for the road closure after the contractor’s request. See specification 35 01 46 paragraph 3.1.2.2 Roadway Closure
7. How long can the road be closed?
Answer: The roadway can be closed for an extended period of time to meet the requirements of the contract. See specification 35 01 46 paragraph 3.1.2.2 Roadway Closure.
8. In Specification Section 35 01 46, Paragraph 3.1.3 it asks us to perform calculations for providing supports. We will know what all of our new materials will weigh, but we won’t be able to determine the weight of the existing cables, if that is to go into this calculation. If the existing cable is to be part of this calculation, the Corps will need to tell us what the cable weights are in each tray or at least give us the worst-case weight. Please advise what is required to be included for these calculations and if the existing cable is part of it, then please provide the cable weights in the trays.
Answer: The outer diameter of the cables in the trays shall be used to calculate the cable tray size and fill. The contractor is responsible for field measuring the cables in the trays that will be replaced. Anchor calculations shall be based on the design load of the new cable tray plus the weight of the cable tray. A minimum of three anchors are required, with the third anchor used for redundancy. See the revision of specification 35 01 46 paragraph 3.1.3 Cable Tray.
9. Where are the following list of drawings?:
Q-3/203.1 - SITE MAP
Q-3/296.1 – ELECTRICAL ROADWAY CONDUITS NON-OVERFLOW SECTIONS
Q-3/297.3 - ELECTRICAL ROADWAY CONDUITS POWER INTAKE SECTION
Q-3/830.6 - SPREAD ROOM - GENERAL ARRANGEMENT
Q-3/831.5 - SPREAD ROOM – SECTIONS
Q-3/842B.7 CABLE TUNNEL - ELECTRICAL INSTALLATION SWITCHYARD END SIDE B
Q-3/842C.7 - CABLE TUNNEL - ELECTRICAL INSTALLATION POWERHOUSE END SECTION AND
PLANS
Answer: The above list of drawings are a part of the plans for this project.
10. Will this cable tray replacement project be impacted by another other Government work?
Answer: See amended technical specification 01 00 00 General Requirements, paragraph 1.2.3.1 - Coordination with Other Entities.
11. For small projects such as this we can typically utilize our Site Superintendent for the SSHO and CQC responsibilities. I just wanted to make sure this is the case, because if these are standalone requirements with no other duties it will add 2 additional salaries to the project which is a large enough expense that it must be accounted for in the bid.
Answer: Please see technical specification 01 35 26 paragraph 1.6 Site Qualifications, Duties, and Meetings and technical specification 01 45 00 paragraph 3.1 General Requirements and technical specification 01 45 00 paragraph
3.4 Quality Control Organization.
