SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION SF 1449 - CONTINUATION SHEET
SOLICITATION/CONTRACT FORM
The required response date/time has changed from 19-Sep-2018 10:00 AM to 24-Sep-2018 10:00 AM.
The following have been modified:
Q&A
1. Industry Question/Comment: Are only those items shown on drawings Q9-22/14, 22/15 & 22/16 and parts list on Q9-22/14 to be considered to totally comprise the four complete struts, 2 CLIN 0001 and 2 CLIN 0002?
Government Response: The complete struts are comprised of items shown on contract drawings Q9-22/14, 22/15, 22/16, parts list on 22/14 along with other items as required in the contract specifications. Items shown on reference drawings Q9-21/4.4, 22/A, 22/1.3, 22/3.4, 22/4.4 and 22/5.3 are for information only and shall not be included in this contract.
2. Industry Question/Comment: To clarify, are additional internal items of the struts, as shown on the reference drawings, such as the disk or Bellville springs, followers, thrust washers etc excluded?
Government Response: Items shown on reference drawings Q9-21/4.4, 22/A, 22/1.3, 22/3.4, 22/4.4 and 22/5.3 are for information only and shall not be provided by the Contractor.
3. Industry Question/Comment: The components shown on drawing Q9-22/14, 22/15 & 22/16 do not completely/exactly match the same items shown in the reference drawings. Is the contractor to adjust the Q9 drawings to achieve compatibility with the reference drawings as to configuration, dimensions surface finishes etc?
Government Response: Please fabricate the new struts as shown on contract drawings Q9-22/14, 22/15, 22/16, parts list on 22/14 and the contract specifications. Unless otherwise approved by the Government, Contractor shall not adjust the contract drawings to achieve compatibility with the reference drawings.
Contractor shall be required to submit the detail drawings for approval prior to fabrication as required in Section 05 50 38, Paragraph 1.3 – Submittals.
4. Industry Question/Comment: Are patterns available for the cast components?
Government Response: Patterns for the cast components are not available.
5. Industry Question/Comment: If the contractor is to provide patterns, are they to become property of the
Corps of Engineers and therefore to be wooden (as opposed to foam) patterns? Can specs be provided to define the type of patterns required?
Government Response: Contractor shall provide patterns for the cast components. They shall become the property of the Contractor. See specifications Section 05 50 30, Paragraph – Castings for details.
6. Industry Question/Comment: Per 52.217-7 the option can be made within 90 days ADC. Can the anticipated time interval between award and potential exercise of the option be here stated, so as to allow the construction (or at least the acquisition of material) for/of four struts at the same time?
Government Response: Please refer to the delivery date section of the quote instructions.
7. Industry Question/Comment: Specification section 05 50 38 Paragraph 1.1 states: “… to complete the miter gate strut assemblies as specified herein and on the drawings.” The “Strut Assembly” shown on drawing Q9- 22/14 does not show/include all items shown on drawing Q9-22/16. It is assumed that the scope of supply for each proposed Strut Arm assembly is to include the Sector Arm and other parts shown on drawing Q9-22/16
– even though they are not physically attached to the subassembly identified on the drawing as “Strut Assembly”. In other words, it is understood that each Line Item unit for this solicitation is to include ALL parts listed in the parts list on drawing Q9-22/14. The subcomponent quantities for each of these solicitation Line Item units is to be one fourth (1/4) the quantities shown on the drawing Q9-22/14 parts list. Can you please confirm that our understanding/assumption about scope of supply is correct?
Government Response: Contractor shall provide all items as shown on contract drawings Q9-22/14, 22/15, 22/16 along with other items as required in the contract specifications. Quantities of parts listed on DWG Q9-22/14 are for four (4) complete miter strut assemblies. Two complete miter strut assemblies are required in the base contract. The remaining two miter strut assemblies are required in option 1.
8. Industry Question/Comment: It is currently assumed that each solicitation Line Item is to include a set of two (2) each Strut Shims (MK. 22/15-1) of thicknesses 1/8”, ¼”, ½”, and 1” . Is this correct?
Government Response: Each miter gate strut assembly requires two 1/8” thick shims, two ¼” thick shims, two ½” thick shims and two 1” thick shims.
9. Industry Question/Comment: ASTM A325 Type 3 material is called out for Heavy Hex Bolt (MK 22/14-4) on drawing Q9-22/14. This is weathering type steel material. Specification section 05 50 38 Paragraph 2.1.4 lists other ASTM bolt specifications and requires all fasteners to be hot-dipped galvanized. Custom structural bolt suppliers indicate that the raw material to manufacturer A325 Type 3 weathering steel heavy hex bolts is not always stocked and a custom mill run could be necessary. It is assumed that hot-dipped galvanized fasteners in accordance with the written specification will be accepted in lieu of the material specified on the drawing. Can you please confirm?
Government Response: Hop-dipped galvanized fasteners in accordance with technical specifications Section 05 50 38, Paragraph Bolts, Turn Bolts and Screws shall be accepted.
10. Industry Question/Comment: It is assumed that machined, fabricated, or forged parts of materials with equivalent or better mechanical properties and weldability will be accepted (upon formal post-award technical submittal) in lieu of cast steel parts. Can you please confirm?
Government Response: See revised paragraphs “submittal” and “Cast Steel” of Section 05 50 38 for details.
