Q & A

Monolith Leakage Repairs Wolf Creek Dam, Jamestown, KY

Questions/Answers

1. Section 10 lists the project as 100% total Small Business Set Aside. This requirement may limit responses from qualified companies given the highly difficult/technical nature of the project and given the fact no small businesses attended the pre-bid, will the government remove this stipulation?

Answer: Based on the market research conducted in March 2018 and the past acquisition history of monolith repairs, the Contracting Officer has a reasonable expectation that offers will be received by at least two (2) responsible small business concerns. Accordingly, pursuant to FAR 19.502-2(b), the Contracting Officer determined to set this acquisition aside for 100% total small business.

2. What portion of the work must be performed by the “prime” contractor?

Answer: Per FAR 52.219-14, Limitations on Subcontracting, which is incorporated by referenced into the Solicitation, the small business awarded the contract must perform at least 15% of the cost of the contract, not including the cost of materials, with its own labor.

3. Please provide any as-built records of the existing spin locks, i.e. drill logs, grout sheets, stressing reports, etc.

Answer: There are no as-built records reflecting the existing conditions of the monoliths.

4. What methods and equipment were utilized to drill the existing anchors, above and below the water level?

Answer: The previous means and methods utilized to drill the existing anchors should not control the means and methods proposed by prospective bidders. Accordingly, such information will not be made available.

5. Please clarify the anchor schedule on S-01 regarding the comments in the “status” column. It appears R3 is the only anchor that will be replaced, while specification Section 01 11 00 1.2.1 states “Contractor shall expect approximately 20 anchors previously installed.” According to the anchor table on S-01, 26-ea anchors exist below the intake deck. Is it correct to assume 6 anchors will need to be installed below the intake deck? The estimated quantity is 1-ea.

Answer: Prospective bidders should assume that 12 anchors will need to be installed below the intake deck.

6. Section 01 11 00 1.5 states the targeted winter pool elevation of the lake to be 685-ft. Sheet S-01, Section A provides a Winter Pool of 692. Please clarify.

Answer: See Amendment 0002. Sheet S-01 was revised. The target Winter Pool elevation is 682 feet. However, based upon seasonable precipitation, the Winter Pool elevation ranges from 685 feet to 690 feet.

7. Can the lake level be drawn down below winter pool?

Answer: No.

8. On S-06 drawing Q2-54/9.1 is referenced under the “INTAKE BULKHEAD GUIDE RAIL” notes. Where is this drawing located?

Answer: See Amendment 0002. The referenced drawing was added.

9. Submit ROV of Guide Rails and monolith Holes.

Answer: See Amendment 0002. Photographs of the guide rails and monolith holes have been added to the solicitation package.
