QUESTIONS & ANSWERS

Pickwick Lock Mooring Cell Construction W912P5‐17‐B‐0011

1. Question: The solicitation is classified with NAICS Code 238120 ‐ Structural Steel and Precast Concrete Contractors. We feel that NAICS Code 237990 would be a closer representation for the work being performed.

We respectfully request that the NAICS Code be 237990 be added as a NAICS Code for this project?

Answer: The NAICS code selected for this solicitation is supported by historical procurement date and current market research. Accordingly, the NAICS Code will not be changed.

2. Question: Due to the smaller size of the project, can the Quality Control (QC) and the Site Safety and Health Officer (SSHO) be the same person?

Answer: The roles and responsibilities of the SSHO cannot be combined with another position and, instead should be a stand‐alone position.

3. Question: Where will signs be placed?

Answer: Reference Amendment 0001. The plans and specifications were revised to remove the sign requirements.

4. Question: Will the Corps move, or allow to be moved, miscellaneous materials along the shoreline in order to access sheet‐pile?

Answer: The Contractor will be permitted to move miscellaneous materials along the shoreline, but such movement be coordinated with the Government at least two (2) weeks prior to such movement and a representative of the Government must be present when such materials are moved.

5. Question: What is acceptable tolerance of cell locations for either underwater obstructions or just general placement?

Answer: The Pickwick Mooring Cell should be returned to the original location. In the event the replacement cell cannot be placed in the same foot print; a tolerance of two (2) feet will be permitted. Contractor is to exercise extreme caution to not impact the mussels on downstream side.

6. Question: Plans are unclear on the number of horizontal bands required and their elevations (7, 8, or 9 bands?).

Please clarify.

Answer: Nine (9) bands. Elevations can be determined from Elevation A‐A and top of cell Elevation 430 feet.

7. Question: Elevation A‐A indicates a 13” band at the top; please clarify.

Answer: Reference Amendment 0001. The technical plans and specifications were revised. Plan should indicate a 12” band.

8. Question: Will floating plants be allowed to stay on‐site 24 hours per day, or will they be required to be moved in and out daily?

Answer: The Contractor will be permitted to leave floating plants at the site 24 hours a day throughout the duration of the project, including overnight and weekends.

9. Question: Section 31‐41‐16, Part 3.2.2.2 – Driving “B. Use cast steel shoe to prevent damage to the tip of the sheet‐piling.” The plans do not show shoes; please clarify.

Answer: The contract does not require use of impact hammers. However, if the contractor proposes using impact hammers, the contractor shall submit; for Government approval, a sheet pile protection plan after contract award but prior to the start of pile driving.

10. Question: Will splicing of horizontal bands be allowed? If so, does the Corps have a required splicing detail?

Answer: Splicing of horizontal bands will be allowed; however; splices on adjacent bands must be staggered a minimum of 10’ horizontal distance between splices. Reference Amendment 0001. The plans and specifications were revised to include a horizontal fender splice detail.

11. Question: Plan drawings show bottom of lower horizontal fender to be at approximately 408.5’ elevation.

According to the TVA website data and information on the hydro‐survey data, there are very limited number of days to install these lower bands above water. Also, some flood events decrease these available days.

Depending on when the government issues the notice to proceed, this could push the construction schedule into the Spring “high‐water period.” In this circumstance, would the contractor be allowed to postpone placements of the lower bands until the following Fall/Winter season? Or will underwater welding of the bands be allowed? Will these high‐water days be counted as weather days and extend the Contractor’s performance days?

Answer: Bottom of lower fender would be at Elevation 408. 75’. Underwater welding will not be allowed on the horizontal bands. The work under this contract is also subject to Section 00800 ‐ Special Contract Requirements; paragraph 4, Time Extensions for Unusually Severe Weather.

12. Question: Plan elevation A‐A shows bottom of fender to be at the 407.5’ elevation and top at 415.5’ elevation;

please clarify bolt location for fender, and will underwater welding of spacer plates be allowed?

Answer: Reference Amendment 0001. The technical plans and specifications have been updated with Vertical and Horizontal Fender lengths. Vertical Fenders will not be placed over the Horizontal Fenders. Elevations shall be determined using Elevation A‐A along with Painting Detail.

13. Question: Will Quality Assurance Representative be allowed to discuss minor discrepancies on drawings and specifications?

Answer: The Government Quality Assurance Representative (QAR) will be able to discuss minor discrepancies on drawings and/or specifications. However, the QAR is not authorized to change the contract. Instead, if changes are required, such changes will be directed via a modification issued by the Contracting Officer.

14. Question: Please clarify painting limits or requirements, based on clear description of banding requirements and appropriate elevations.

Answer: Painting will be required between all horizontal bands. Correct number of bands shown on Elevation A‐ A.

15. Question: Is there an existing Tremie seal? If so, will it be removed and replaced?

Answer: To the Government’s knowledge, there is no existing tremie seal. Furthermore, a tremie seal is not required for the new cell.

16. Question: If underwater or underground obstructions exist that cannot be removed, will the cell be relocated?

Answer: Cell is being replaced in same location as existing cell to be demolished. The Contractor is to exercise extreme care not to damage the sheets while extracting. However, if a sheet does break below the mud line and is impossible to remove, the cell may be moved up to two (2) feet from original center. The Government will designate further action during demolition.

17. Question: Under Bill of Materials: a.) MK‐2 – 7 rows of ¾ PL x 12 x 69, elevation A‐A shows 9 bands, plan view A‐A shows bands on each side of the cell. Please clarify the number of bands on each side, the number of rings and hardware for each side, and the respective elevations.

Answer: Reference Amendment 0001. The technical plans and specifications have been revised. The bands are located on one (1) side. There are six (6) full length horizontal bands, with three (3) partial rows.

Answer: Aggregate removed from the Mooring Cell will not have to be washed before placing in new cell.

However, any additional aggregate must be washed prior to placement to remove additional sediments and potential harmful chemicals.

Answer: Utilizing 58 PS 27.5 Sheet Piles with a 6.2 required swing degree the Diameter is expected to be 30.29

ft. Tolerance of Plus/Minus 3 inches shall be permitted.

Answer: When submitting a bid, prospective contractors should identify their Cage Code where the Solicitation requests a “Code” or “Facility Code”.

29. Question: Will questions about the bid submittal be allowed up until the submittal date?

Answer: No. In accordance with Solicitation, Section 00100, Instructions to Bidders, Paragraph 1.10, the Government is not required to answer questions submitted after 28 August 2017.

Answer: Reference Amendment 0001 for additional pictures.

38. Question: To what extent should demolition occur on the existing cell? Can sheets be cut and abandoned if removal is impossible? If sheets break above or below the mud line what will be expected of the contractor?

Answer: The Government does not anticipate sheet piles breaking below the mud line. Location of voids in sheet piles are well above the mud line.
