QUESTIONS
Question 1: If the contractor has product manufacture training (RACHAM and 3M training) and years of verifiable experience in installation of various 5kv to 35kv cable installation and termination, would this be acceptable in lieu of the National Cable Splicing Certification Board (NCSCB) list in Solicitation, Para 1.11, Sub Para 3?
Government Response: No, bid as shown in Paragraph 1.11, Subparagraph 3.
Question 2: Section 01 00 00, 1.2.2 -Contractor's Working Hours -The Contractor's normal working hours shall be between 6:30 a.m. and 5:00 p.m., Monday through Thursday. Once the plant is placed on temporary power, the Contractor is expected to work 24 hours per day, 7 days per week. The schedule of work hours, shifts and days of the week shall be coordinated with the Government Quality Assurance Representative (GQAR). Notification of any proposed changes of the schedule of regular work hours, overtime work hours, and shifts of work crews and personnel at the site shall be coordinated with the GQAR. Will the 24 hours, 7 days a week work schedule be required, or will the Contractor be allowed to coordinate the work schedule with the
GQAR?
Government Response: Once the plant is on temporary power, the Contractor is expected to work 24 hours per day, 7 days per week with the goal being to safely restore non-temporary power to the plant as soon as possible. The Contractor may request to alter the expected work schedule, but it is at the Contracting Officer’s discretion to approve changes to the working hours as long as all contractual obligations shall still be fulfilled safely and on schedule.
Question 3: Section 01 11 10, 1.1- c. Furnish and install temporary 15kV Feeder No. 2 complete with Contractor-designed cable tray and supporting system outside the powerhouse to the switchyard, to allow temporary switchyard power during cable replacement in the Cable Tunnel.
Absolutely no work shall be performed inside the Cable Tunnel while any of the four 15kV feeders are energized. Remove all temporary cables, terminations, tray, and temporary structures after acceptance of the permanent replacement feeders. Is there a minimum height that the lowest tray needs to be mounted from public being able to touch or are we to make some kind of restricted access to is along the walkway (exposed) areas like a fence of something?
Government Response: All electrical installations including the above ground temporary 15kV (medium voltage) feeder installations need to fully comply with national and local electrical code. To answer this question, please refer specifically to NFPA 70, NEC, Articles 300.3(C)(2), 300.4, 300.31, 300.37, and 300.45. A raised platform, fence or other barrier type, or cable tray covers could all be appropriate means and methods to satisfy code requirements to “prevent accidental contact with energized parts or physical damage to parts or insulation” as well as ensuring “locations [are] accessible to qualified persons only,” and assist with marking points of access with the required “DANGER – HIGH VOLTAGE – KEEP OUT” warning signs. The contractor should propose the precise means and/or methods to ensure full compliance.
Question 4: Will everyone installing the stress cones need to be certified by the National Cable Splicing Certification Board or can the terminator which has the certification oversee the stress cones being installed? Due to the short time frame for the completion of the terminating the stress cones, several terminators will be required.
Government Response: Oversight of stress cones installations by a single NCSCB-certified supervisor is acceptable.
Question 5: Will there be access into the spread room and turbine gallery large enough to get a scissor lift and large reels of cable lowered into these areas? What are the dimensions of the access points?
Government Response: (Note: No additional site visits will be allowed.) The means and/or methods proposed are at the Contractor’s discretion but should be based on information witnessed from the site visit and/or any dimensions shown on the drawings in the solicitation.
There are several options for various sizes of scissor lifts and reels of cable to be moved into the spread room and turbine gallery; however, prior to deployment, the contractor shall need to field verify all relevant dimensions of a specific path to ensure they deploy appropriately-sized equipment and materials.
Question 6: Will holes be allowed to be drilled into existing cable tray “I” beam supports to allow for rigging for the cable pull?
Government Response: The Contractor shall not be authorized to drill holes into the I-beams due to unknown structural impacts.
Question 7: Will anchoring into the concrete be allowed in the spread room, turbine gallery, and tunnel to allow for cable pull rigging?
Government Response: Anchoring into the concrete shall be authorized by the Contracting Officer providing (1) the anchors shall not pose a safety concern, (2) the anchors shall not damage any other systems, (3) the anchors shall be removed when no longer needed, and (4) the concrete shall be fully repaired after removal of the anchors.
Question 8: Will shearing of existing cables instead of saw cutting be allowed to be monitored for exposure levels for a 12-hour time period. Then if below acceptable levels, continue with operations without controls? Cables will be sheared to manageable lengths to be moved to a lead removal area set up for complete removal of lead from the cable.
Government Response: Means and methods are at the Contractor’s discretion as long as they comply with applicable codes and industry best practices, but the approach described in the question appears to be the preferred approach. Government experts have witnessed shearing on similar jobs resulting in significantly better outcomes than saw cutting.
Question 9: Can a copy of the pre-bid sign in sheet be provided?
Government Response: Yes, a copy of the pre-bid sign in sheet will be made available upon the issuance of the solicitation amendment as a separate document on www.fbo.gov.
Question 10: Will the barrier for the control cables only be needed in the tunnel area?
Government Response: The Government does not anticipate any need to extend the barrier from the tunnel into the powerhouse. However, the Contractor may propose barriers in other locations as needed in order to meet safety, security/access, quality assurance, and any other job-specific requirements. The actual onsite implementation will require pre-coordination with and approval by the GQAR. For example, a temporary barrier or fence may be appropriate to prevent unauthorized/unqualified personnel access to the temporary medium voltage feeder(s) depending on how the Contractor proposes to meet code (please refer to the answer to Question 3).
Question 11: Who will take possession of NO2 bottles once the system has been removed?
Government Response: Please coordinate with the GQAR for the Government (Powerhouse Superintendent) to take possession of NO2 bottles after removal.
Question 12: Will an area (20’x20’) be provided for negative pressure containment area for abatement?
Government Response: Refer to the reference drawings for the existing dimensions of the work areas. The Contractor shall coordinate with and request approval from the GQAR for any additional work area requirements.
Question 13: The existing Pothead enclosures requires four Junction boxes be added to the side of the existing enclosure. I did not get the measurement of this box during walk down. Would it be possible to get entry to the site so I could measure this panel?
Government Response: No additional site visits will be allowed. The means and/or methods proposed are at the Contractor’s discretion but should be based on information witnessed from the site visit and/or any dimensions shown on the drawings in the solicitation. The approximate external dimensions of one of the enclosures is 48" wide x 86" deep x 90" tall.
Question 14: Would an acceptable alternative for cable be Insulated Bus Pipe? I am attaching two items that explain the product as it is new to the USA but used in other parts of the world.
Government Response: This new technology (Insulated Bus Pipe) requires Government evaluation, and is, therefore, not suitable as a variance prior to construction. Bids should proceed following the requirements of the plans and specifications for solid dielectric cables.
