Project: Center Hill HVAC Replacement
This solicitation is being amended to address the questions asked during the scheduled Pre-Quote meeting and Site Visit on 24 May 2016 and to include the minutes of the Pre-Quote meeting. There w ill be no additional questions accepted follow ing the issuance of this amendment.
The request for quotes due date is extended to 6 June 2016 at 4:00 p.m. CST.

MEMORANDUM FOR RECORD
SUBJECT: Minutes for Nashville Center Hill Lake, Resource Management and Maintenance Compound HVAC Replacements (W912P5-16-T-0031) Pre-Quote Meeting/Site Visit
1. Purpose: To summarize the Pre-Quote Meeting and Site Visit held on 24 May 2016 at Center Hill Lake.

3. Summary of Discussions: The Government started the meeting at 9:00 a.m. Central Time with a brief overview of the project and contracting requirements.
a. INTRODUCTIONS: Government employees/other attendees introduced themselves and attendees signed-in.
b. Solicitation W912P5-16-T-0031, HVAC Replacement is a firm fixed price contract with a 100% set aside for Woman-Owned Small Business (WOSB).
c. PROJECT DESCRIPTION: To supply and deliver Brand Name or Approved Equal HVAC
Replacement at Resource Management Office and Maintenance Compound, which includes One, five ton [5TN] split unit; One, two ton [2TN] split unit; and One, one and a half Ton split unit [1.5TN]. The contractor shall be responsible for removal and disposal of the existing units. The government shall be provided documentation assuring Freon has been collected according to all required laws and regulations.
This documentation shall be provided prior to removal of the units from the worksite. The contractor shall provide all necessary supplies to install the new units. This shall include new concrete pads, any additional wiring (copper), breakers, conduit, and drain pans with float switches to include any plumbing to carry overflow condensation from the drain pans to a waste line. This work shall include programmable thermostats for each of the newly installed units etc. All of the new systems shall be electric with the capacity to supply emergency heat properly rated for each unit, shall hold an energy star rating, and standard warranty for commercial applications. All units shall have a minimum 13 seer.
d. QUESTIONS: Questions were addressed to the best of the Government’s ability, but anything said at the Pre-Quote Meeting or Site Visit are considered not official unless it is in writing in the issued amendment to the solicitation. Questions shall be in writing and sent to Eugenia Corder at email address eugenia.j.corder@usace.army.mil no later than May 26, 2016 at 2:00 pm Central Time. Questions received after this deadline will not be addressed.
(1) An amendment will be posted with the information and questions from the meeting on www.fbo.gov website.
e. SOLICITATION OVERVIEW:
(1) Quotes are due on June 2 by 4:00 pm Central Time. (Since the meeting, the Quote due date is now June 6 by 4:00 pm Central Time.)
(2) Quotes may be sent either by email, postal service or courier.
(3) This contract will be a firm fixed price procurement which means all costs, including administrative, need to be figured in the line items.
(4) Award shall be made to the lowest priced contractor who is found to be responsible. Quotes must meet or exceed the technical specifications to be considered for award.
(5) To ensure the Brand Name or Equal equipment meets the technical specifications, product data sheets are required with the submitted quote.
(6) To be awarded this contract, Contractors will have to be registered in SAM (System for
Award Management, www.sam.gov).
(7) Contractors MUST include in their quote a signed copy of the SF 1449. Contractors also MUST acknowledge all amendments (if applicable).
(8) The instructions for preparing quotes can be found in the Quote Instructions section of the solicitation.

Question and Answers for Center Hill Lake, Maintenance Shop & Resource Manager’s Office, HVAC Replacements
2. Question: Do all concrete pads need to be replaced?
Answer: Scope of work states, “work shall include new concrete pads.”
3. Question: Is the 5 Ton unit in Section One a package unit or split unit?
Answer: To clarify, Section One of the scope of work is: “One five ton [5] TN package unit.”
4. Question: Who is responsible to repair the dry wall upstairs [RMO] if it has to be modified to install new air handlers?
Answer: It will be the contractor's responsibility to repair any modifications made to any structure or walls to remove existing equipment or install new equipment.
5. Question: What is the estimated size or magnitude of this project in dollars?
Answer: Since this is a service contract, the government will not provide a magnitude for this project.
Disclosure of the magnitude is only required on construction projects.
6. Question: The maintenance compound split system condensing unit appears to be installed on a poured concrete base. Given the difficulty and expense of breaking up this concrete slab, can the pad be re-used and/or just expanded if needed?
Answer: Refer back to Question 2’s answer.
7. Question: Will Lennox be considered as an approved manufacturer?
Answer: Yes
8. Question: The Scope and Specifications reference split systems; does the government want heat pump condensing units or straight AC condensing units?
Answer: In Section One and Section Two, the Scope of Work specifies, "All new systems shall be electric with the capacity to supply emergency heat properly rated for each unit". The government requires units designed to heat and cool, and in addition to have emergency heat.
9. Question: The Scope and Specifications references a 5 ton split system for the office building, the existing unit is a packaged unit. Does the government want the unit replaced with a packaged heat pump with auxiliary electric heat, a packaged straight cooling unit with auxiliary electric heat or the packaged system converted to a split system?
Answer: The government requires a packaged heat pump with auxiliary heat. This means the unit will be air conditioning and heating with auxiliary heat.
10. Question: The five ton system is controlled with what appears to be a Honeywell zoning system.
Does the government want this system to remain or to be removed and replaced with the programmable thermostat referenced in the Scope and Specifications?
Answer: The government requires the zoning system to remain. There are two thermostats that control the unit, and these two thermostats will be replaced.
