Re: Laboratory Analytical Results for Asbestos Samples from Residence at 1203 Bridge Street, Cumberland, KY (Harlan County)

Ms. Keith:

Elvado Environmental LLC (Elvado) is pleased to submit the enclosed asbestos sampling and analysis results obtained for the house located on property at the above-noted address. Submittal of the data, pending acceptance and approval by USACE Nashville District, completes the scope of work (SOW) for this request. The corresponding fixed-price invoice also is enclosed.

On May 19, 2015, Mr. Travis Hunter, a Kentucky Certified Asbestos Inspector, collected a total of fourteen representative bulk samples (designated A1 – A14) of suspected asbestos-containing material (ACM). As illustrated on the layout sketches in Attachment A, the ACM samples were collected from locations on the floors, walls, and ceilings of rooms (including closets) on the ground floor and basement, within the attic, and on the roof of the house. Each sample was placed in a Ziploc® bag and labeled with a unique identification number. Samples were transported by Elvado sampling personnel to our office in Knoxville, TN, and shipped to the analytical laboratory on May 26, 2015. Copies of the completed sample chain-of-custody (COC) forms are in Attachment B.

Environmental Hazard Services (EHS) Laboratory (EHS) in Richmond, VA, performed the asbestos analyses of the ACM samples, which arrived at the laboratory intact and undamaged on May 28, 2015.

Laboratory analysis of each sample was performed using Polarized Light Microscopy (PLM) in accordance with the U.S. Environmental Protection Agency (EPA) Test Method for Determination of Asbestos in Bulk Building Materials (EPA/600/R-93/116). For applicable ACM (e.g., floor tile), separate PLM analysis was performed on the associated adhesive (mastic). A copy of the analytical report prepared by EHS is in Attachment B.

Results of the laboratory PLM analyses (see below) show asbestos above the 1% reporting limit (EPA threshold) in the representative bulk samples of the floor tile from an upstairs hall closet adjacent to the bathroom (Elvado sample no. A3) and the popcorn texture material from the living room ceiling (Elvado sample no. A6). Laboratory results for theses samples are shown below. Asbestos was not detected in any of the other ACM samples, including the mastic on the floor tile from the upstairs hall closet.
