Re: Laboratory Analytical Results for Asbestos Samples from Structures Located on Tracts
104, 702, and 931 in Cumberland, Wallins Creek, and Evarts, KY; Blanket Purchase
Agreement (BPA) No. WP125-12-A-1002, BPA Call No. 0003.
Mr. Taylor, Elvado Environmental LLC (Elvado) is pleased to submit the enclosed sampling and analysis results for samples of suspected asbestos containing material (ACM) collected from structures located at the above-noted sites. Submittal of the ACM sampling and analysis data, pending acceptance and approval by USACE Nashville District, completes the scope of work (SOW) under BPA Call No. 0003.
On May 1, 2014, Elvado collected representative bulk samples of ACM from an unoccupied/abandoned house located on Tract 104 (Item 0003 in BPA Call No. 0003)
(26 samples), the remnants of a burnt structure located on Tract 702 (Item 0002 in BPA Call No.
0003) (11 samples), and an unoccupied/abandoned house and two trailer homes located on Tract
931 (Item 0001 in BPA Call No. 0003) (47 samples). Respective sketches in Attachment A show the general layout, overall dimensions, and ACM sampling locations for each structure. A subcontractor to Elvado, Travis Hunter of Knoxville, TN, who is a Kentucky Certified Asbestos
Inspector, collected the samples. Per guidance from USACE Nashville, Elvado scheduled the sampling date with Linda Ingram, who accompanied Mr. Hunter and directed the collection of the suspected ACM samples and specified the sampling locations in each structure.
Samples of suspected ACM were placed in Ziploc® bags, assigned and labeled with unique identification numbers, logged on the sample chain-of-custody (COC) form, transported to the
Elvado office in Knoxville, TN, and, on May 6, 2014, shipped (via the U.S. Postal Service) to
Environmental Hazard Services Laboratory (EHS) in Richmond, VA. The samples, which arrived at EHS intact and fully accounted on May 8, 2014 (see executed copy of the completed sample chain-of-custody form included in Attachment B), were analyzed for asbestos using
Polarized Light Microscopy (PLM) in accordance with the U.S. Environmental Protection
Agency Test Method for Determination of Asbestos in Bulk Building Materials
(EPA/600/R-93/116). EHS performed a total of 84 PLM analyses of the suspected ACM samples, which include analyses for separate components of applicable samples (e.g., mastic adhered to samples of carpet and floor tile). Laboratory reports prepared by EHS are in
Attachment B.
WP125-12-A-1002, BPA Call No. 0003
Results of the PLM analyses of the suspected ACM samples, summarized in Table 1, show asbestos in the linoleum tile and the mastic from the kitchen floor in the house on Tract 104
(Sample No. A5). Also, a trace of asbestos was detected in a roof shingle from the same house
(Sample. No. A16). As shown in Table 1, asbestos was not detected in any of the samples collected from the burnt structure on Tract 702 or from the house and trailer homes on Tract 931.
Also enclosed is the Delivery Ticket for BPA Call No. 0003. Note that the total price includes costs for 24 additional asbestos analyses than outlined in the SOW, with the total additional cost based on the unit rate specified in the BPA.
We truly appreciate the opportunity to be of service to USACE Nashville District on this project.
Please call me if you have any questions or need additional information.
Sincerely, ELV.ADO ENVIRONMENTAL LLC
Jeffrey R. Walker, P.G.
Senior Hydrogeologist
