A13. Assume the pads will be removed and the site can be graded level. TVA will confirm.
Q14. Storage site: Do we know what is involved in removal of the abandoned ramps?
A14. The ramps appear to have steel beams on each side and a concrete pad on top.
A15. Storage site: Is the fabricator responsible for unloading shipments from barges and transporting them several hundred feet to the storage yard.
A15. Yes. The fabricator is responsible of all fabrication, site preparation and delivery of the gate, valve and bulkhead components per the specifications.
Questions submitted by email after the Muscle Shoals site visit.
Ref: Solicitation # W912P5-09-B-0019 Chickamauga Miter Gates, Culvert Valves, and Culvert Bulkheads.
Q16. Please clarify the Miter Gate casting material for the pintle, pintle socket, and pintle base.
Spec section 55015 paragraph 2.10.4 & 5 calls for steel castings to be ASTM A148 Grade 115- 95 and the stainless steel casting to be ASTM A743 Grade CF 10SMnN. Spec section
352016.33 paragraph 2.3.7.4 calls for the pintle socket to be ASTM A743. Drawing 64W440 calls for the pintle socket to be ASTM A148 Grade 150-135, the pintle is called out as ASTM A743 Grade CF 10SMnN and the pintle base is ASTM B148 Grade 150-135. Drawing 64W441 calls for the pintle base to be ASTM A148 Grade 90-60. Drawing 64W442 calls for the pintle socket to be ASTM A27 Grade 70-36. Refer to specification section 55014 paragraph 2.3.6 regarding inspection of castings. Please clarify what these materials are and what testing is required on each casting.
A16. The materials required are as follows:
Pintle socket: ASTM A 148 Grade 115-95 [REF: 64W440, and 64W442, Note 1] (callout is ASTM A 148 Grade 115-95, which is correct) Pintle: ASTM A 743. Grade CF 10SMnN [REF: 64W440].
Pintle base: ASTM A148, Grade 90-60 [REF: 64W441] Testing is prescribed by the ASTM specifications.
Contractor shall propose a non-destructive test to show the soundness of the casting meeting the requirements of ASTM 148 S1 or S2.
Q17. Please clarify the bushing and thrust washer material for the tainter valve. The ASTM B22 and B148 designations are given, but what are the respective copper alloy UNS numbers?
A17. ASTM B148, UNS No. C954 and ASTM B22, UNS No. C913.
Q18. The drawings and specifications reference diagonal prestressing and gudgeon embedded anchorage prestressing. Since this contract calls for the upper and lower miter gate to be fabricated and stored in sections, we do not feel this would apply. Please verify that this is not in this contract.
A18. USACE concurs that pre-stressing of the diagonals and embedded anchorage is not required as part of this contract.
Q19. May the fourteen miter gate sub assembly sections be stored on site with the skin plate up?
A19. Yes.
Q20. The upper & lower gate wall quoin contact blocks are called out as 17-4PH Condition H1025. The upper gate quoin contact blocks are called out as Nitronic 60 and the upper gate miter contact blocks are called out as 17-4PH Condition H1025. The lower gate quoin and miter contact blocks are called out as Nitronic 60. The specification section 55015 calls the contact blocks to be stainless steel 17-4PH. Please verify the stainless material on all the contact blocks.
A20. The intent of this is that rubbing surfaces shall be stainless, with one of the surfaces Nitronic to prevent galling. Nitronic is more expensive and more difficult to machine; therefore 17-4PH is used for the mating piece.
Thus, the wall side contact block, which requires more machining, is 17-4PH [ REF: drawing 64W431] and the mating quoin block is Nitronic, UNS S21800 [REF: drawing 64W447] At the miter side, one piece is Nitronic, one piece 17-4. [REF: drawing 64W447 Mk 64W446/1
– the table has 17-4, the column “Opposite Gate Material” has Nitronic.]
Q21. Comparing the upper and lower gate miter and quoin parts lists, the material is in contrast to one another. Especially the base plates, side plates, and brace plates. Please verify.
A21. The embedded quoin parts lists are comparable for drawings 64W416 and 64W431. The wall side contact block is 17-4PH; similarly, drawings 64W447 and 64W450 show a quoin block that is Nitronic. At the miter side, there is a contact block that has Nitronic one side, 17-4PH other side. For further explanation, refer to Answer 20.
Q22. Spec section 55913 paragraph 2.1.6 (a) is in regards to thermal stress relief. It is vague on what parts are to be stress relieved. Please provide list as to what you want stress relieved. It also appears that according to spec section 352016.33 paragraph 2.3.3 that you want the entire gate vibratory stress relieved. Please verify that the 14 miter gate sections need this process done.
A22. The following shall be stress relieved:
a. Thick plates at the end from H to J and A to B should be stress relieved.
b. The miter gate sections (fabricated under this contract).
Stress relief of welding stresses is included in the AWS code.
Thermal stress relief is not always possible because of the size of the part or the location.
Therefore vibratory stress relief is allowed, recommended when thermal stress relief is not possible.
Stress relief for the entire gate is not in this contract.
Q23. The payment schedule in spec section 12200 implies that the contractors cost of the material will be paid for only. The pay schedule implies that payment will only be made for each miter gate section once completely fabricated. The same is implied on the other fabricated components. Are we to assume that no monthly progress billings will be allowed until these milestones are achieved? Will progress billings be allowed for material procured and work completed, but not necessarily shipped? Is it your intent to withhold retainage? Please verify these payment terms.
A23. Payments will be paid for materials as specified based on invoices, as they are delivered to the fabricator's yard and inventoried. Monthly progress payments will also be made based on the estimated percent complete as determined by the Contracting Officer's Representative. Each section of the gates will be considered "complete" when it has been completely fabricated, tested and accepted. A pay request, with appropriate documentation should be submitted monthly for all stored materials and progress payments. Retainage is not withheld unless there are schedule, quality or contract compliance problems.
Q24. Can the bid date be extended due to the size of this contract, the pending answers to the above questions, and the probability of more questions?
A24. The contract period will be extended to 21 months to allow adequate time for fabrication and delivery of all components.
Q25. The “General Scope of Work” states that fabrication, painting, delivery of components, as well as, preparation of the storage site, is the responsibility of the contractor. Is the contractor responsible for furnishing equipment and labor to off-load the barges, transport the fabricated material from the dock area and unload the steel at the storage site?
A25. Yes. The contractor is responsible for offloading of either trucks or barges as well as transport within the storage facility.
Q26. The current paint system specified for the Chickamauga steel supply is currently the 5-EZ paint system. While the 5-EZ system is efficient in corrosion protection, it has a very high Volatile Organic Compound (VOC) content. The system risks the safety of those who apply it and has negative environmental impacts. In some areas, the VOC content of this system are not legal for the application specified. Would the USACE consider an equal or better system in terms of corrosion protection with a lower VOC content?
A26. The paint system specified in the bid documents shall be used with no variation. This system was recommended by both USACE and TVA paint experts and has been used regularly throughout the Corps.
Q27. Are there specific fencing plans for the storage area?
A27. Site plans submitted by the fabricator to the Resident Engineer for approval shall include specific plans for fencing.
