About this file
This document is an Amendment 001 to a sole-source solicitation for Electronic Security System (ESS) Monitoring, Maintenance, and Service at the Niagara Falls Storage Site (NFSS) in Lewiston, NY. The U.S. Army Corps of Engineers (USACE), Buffalo District intends to award a contract to Williams Electric Co. Inc. for a base year with four one-year options, with an estimated contract value between $500,000 and $1,000,000.
The amendment provides clarifications on key technical requirements, including: no SECRET-level clearance needed for technicians, no FICAM-compliant Physical Access Control Systems required, standalone hardware without CORPSNet integration, potential Authority to Operate (ATO) certification may be needed, and UL 2050-certified monitoring facilities are acceptable. The contract will be firm fixed price with time and materials for spare parts, using NAICS code 561621 (Security Systems Services), with a size standard of $25 million.

Amendment 001
Monitoring and Certification:
1. Will the government accept a subcontracted UL 2050-certified monitoring facility?
RESPONSE: As long as they are UL 2050 compliant, it shouldn’t be an issue.
Security Clearance Requirements:
1. Are SECRET-cleared technicians required for this project, or is the facility unclassified?
RESPONSE: There should be no need for any contractor to have a secret level clearance.
1. Are additional clearance levels required for installation personnel (e.g., IT clearances, network clearances, or government background checks)?
RESPONSE: Background checks and E-Verify are both listed in the PWS (section 3.1.4 and 11.2 respectfully) Access Control and Credentialing:
1. Does the facility require FICAM-compliant Physical Access Control Systems (PACS) or PIV/PIV-I credential support?
RESPONSE: Site does not require FICAM-compliant PACS or PIV/PIV-I credential support: PIV cards are not utilized on site.
1. Are CAC (Common Access Card) readers required at any access points?
RESPONSE: No
1. If USACE adheres to specific DOD or DHS PACS standards for this facility, could you provide those specifications?
RESPONSE: Attachment “Security Requirement Documents.pdf”: required references that must be comply with during design, installation, and operation of ESS within the DoD.
Network and IT Requirements:
1. Will the contractor be integrating with a government-owned network, or is an isolated/air-gapped network required?
RESPONSE: The contractor should not have accessibility to tie into CORPSNet. All installed hardware should be standalone.
1. Are government-furnished IP addresses, VLANs, or specific network security requirements available for review?
RESPONSE: If any, a Spectrum .com public facing IP address may be provided (typically needed for the Intrusion Detection System – IDS/alarm system).
1. Does the government require Authority to Operate (ATO) certification for any software platforms associated with this project?
RESPONSE: Technically yes, but this may be a grey area as the site is a Department of Energy site and not specifically a USACE site. Their requirements may be different. As such, USACE Electronic Systems Security Mandator Center of Expertise may be needed to accredit the system.
