About this file

This Performance Work Statement (PWS) outlines maintenance, monitoring, and service requirements for the Electronic Security System (ESS) at the Niagara Falls Storage Site (NFSS), a critical infrastructure site designated by the US Department of Homeland Security. The one-year contract, with potential four additional one-year option periods, requires a contractor to provide qualified security specialist technicians to maintain and monitor the ESS, which includes Intrusion Detection Systems (IDS), Electronic Entry Control System (EECS), Closed Circuit Television (CCTV), a weather station, and associated web interface across four buildings and an Interim Waste Containment Structure.

Key responsibilities include continuous 24/7 monitoring of the security systems, performing semi-annual preventative maintenance inspections, providing backup communication systems, and maintaining detailed service records. The contractor must use U.S. citizen personnel with SECRET clearance for electronic equipment work, comply with strict safety protocols, and submit monthly and semi-annual reports documenting maintenance activities. A $10,000 time and materials budget is allocated for spare parts, and the contractor must follow specific quality assurance and reporting requirements set by the U.S. Army Corps of Engineers Buffalo District. Contract award and subsequent option years are contingent on contractor performance and funding availability.

Revision 00. Revision 00 is for the initial contract award which provides for one (1) year of Maintenance and Monitoring Services for the NFSS ESS.

2.0 EXISTING SYSTEM OVERVIEW.

The NFSS includes four existing buildings, two of which are included in the current security system (Building 429 and the Quonset Hut), and an IWCS. These facilities are equipped with an ESS consisting of the following subsystems: IDS, EECS, CCTV, weather station, and WEB interface. Hardware and software integration tie the subsystems together. The main entrance to the NFSS is controlled by an electrically operated sliding gate that responds to encoded radio transmissions as well as a keypad. When the main gate is opened an alert email goes to the key control custodian and the alternate key control custodian. The IWCS IDS is made up of a fence sensor system along the perimeter with data reporting. The building IDS includes four (4) motion detectors. There are two arming/disarming keypads for the alarm system monitoring the IWCS and building IDS. The CCTV is composed of 27 cameras 20 to 45 ft above ground level of which 23 are fixed cameras and 4 are pan tilt zoom (PTZ) cameras. Each camera is mounted with an infrared illuminator, power supplies and network interface and records continuously using a Bosch Dibos recording software system as well as an Ocularis recording system. A weather station, installed on a separate pole at a height of 32.8 ft (10 meters), consists of an ultrasonic anemometer with heater, temperature/humidity sensor with solar radiation shield, and tipping bucket rain gage with heater. The IDS and weather station sensors are interfaced to ADAM 6017 and 6051 process control modules for alarm reporting to a central monitoring station via telephone land line, with backup communications through a cellular dialer. The ADAM processers and Bosch DiBos recording software system allow for data reporting to a project specific website, hosted from an onsite computer. The web server maintains and provides access to data from the weather station, CCTV system and IWCS IDS and is housed in an environmentally controlled control room, and existing iPads currently allow monitoring of the system remotely. A Components list along with drawings of the NFSS ESS are included as attachments.
