Good Afternoon Mr. Mackay and Mr. Kamad

After reviewing the solicitation, I have the following question for the above project:

1. Is the superintendent required to be a direct employee of the Prime Contractor? Please confirm.

Answer: Yes.

2. Are there soil borings available in the vicinity of the pile installations?

Answer: Yes. Boring logs are attached after all bidders questions and will be attached to the specifications, after section 31 41 16. New paragraph 1.5 shown below has been added.

1.5 ATTACHMENT

Boring logs are attached after this section.

3. Section 35 59 14, 3.3.1b. Material dredged to clear the driving line may be placed along the lakeside of the steel sheet pile. Can material dredged on the harbor side of the Breakwall be placed along the harbor side of the steel sheet pile?

Answer: See note on drawing S-301E:

“DRIVE LINE CLEARING ,

REFILL WITH EXCAVATED MATERIAL

AFTER PLACEMENT OF NEW GRANULAR FILL,

TYP, BOTH SIDES, SEE NOTE 1”

4. Section 35 59 14. The construction of the Cleveland Sewer District’s pipeline adjacent to the Shore Arm required sheet piling to contain contaminated soil, which were disposed in a Type 2 landfill. Should these materials be found during the drive line clearing, would this be considered a change of conditions?

Answer: Bids should be made based on the drive line clearing as shown on the drawings (e.g. S-201S, S-202S), any required disposals must be made according to Section 35 59 14, main paragraph 3.2 as updated (in red) and shown below.

Remove all materials, as stated below, within the limits shown on the contract drawings. Remove material to the required elevations. When clearing the driveline, do not break the waterline with materials excavated to be reused for backfilling the excavation. These materials can be temporarily sidecast within the work limits. The exact quantity and location of material to be removed is not known. The use of diving services may be required to accurately determine what type, quantity, and location of material to be removed. Submit evidence to the Government that the driving line is clear. Removals include, but will not be limited to, the items and materials:

5. Sheet 102E. Note 3. This mentions removal of large concrete blocks. What should the contractor do with the blocks in the way of construction? Are they sidecast? Are they set on the wall away from the construction area? Please specify.

Answer: Per Section 35 59 14, paragraph 3.2.1:

No debris or materials will be allowed to drop to the bottom of the adjacent watercourse. Retrieve at no cost to the government any material that is dropped outside the limits of removal.

Also, Section 35 59 14 has the new sub-paragraph “c” added, as shown below:

c. Where necessary to place tie rods and wales, precast concrete blocks identified on Sheet S-302E are permitted to be moved within the limits of the steel sheet pile. Do not place this material such that it interferes with installation of the sheet pile, anchors or concrete cap. Do not stack materials on sections known to be unstable or above elevation +10 (L.W.D.). Precast concrete blocks are not permitted to be sidecast, if removed from the worksite, dispose of the precast concrete blocks in accordance with paragraph 3.3.

Paragraph 3.3.1 a. has been updated to the following with the changes highlighted in red.

a. Concrete debris removed may be used as fill on the West Breakwater East Extension within the limits of the steel sheet pile. Only use this material match the characteristics of AASHTO M 43 size 2 (per table 703.1-1).

Submit the characteristics of debris used as fill, especially gradation curves and proof of any other requirements to meet the specifications for use as fill. For any material used as fill, provide the station range where it was placed and approximate quantity at each station range.

Stockpiling of concrete debris, that is suitable for use as fill, is not permitted on the breakwater. Do not place this material such that it interferes with installation of the sheet pile, anchors or concrete cap. Do not stack materials on sections known to be unstable or above elevation +10 (L.W.D.). Do not place dredged material within limits of the parallel steel sheet piles.

6. Is there a “no work” window for driving piling or other work in the water?

Answer: The no in-water work period is defined in SECTION 01 35 13, from 15 April through 30 June.

7. On the fabric formed concrete for the sheet pile closures, the note says pour in 5-ft lifts. How long before you can place the second lift?

Answer: Per Section 03 30 53 paragraph 3.2.5:

3.2.5 Depositing Concrete Under Water

Use ACI 301 methods and equipment. Prevent the washing of the cement from the mixture, minimize the formation of laitance, prevent the flow of water through the concrete before it has hardened, and minimize disturbance to the previously placed concrete. If tremies are used, use watertight and sufficiently large tremies to permit a free flow of concrete. Keep the discharge end continuously submerged in fresh concrete. Keep the shaft full of concrete to a level well above the water surface. Discharge and spread the concrete by raising the tremie to maintain a uniform flow. Place concrete without interruption until the top of the fresh concrete is at the required height.

3.2.4 has the following sub-paragraph added:

3.2.4.1 Fabric Formed Concrete

For locations identified as fabric formed concrete, placement of concrete above waterline is to be accomplished in lifts not exceeding 5 feet in height. Follow the requirements of paragraph 3.1.1 of this section with the exception that vibratory probes are not permitted to penetrate any concrete below the waterline. Continue the placement at a rate to prevent the formation of cold joints.

8. In 00 21 13 instructions to bidders it states that a “completed bid” includes a subcontracting plan for large businesses. Other than the trade goals below that for minority and female participation, are there goals for small business subcontracting?

Answer: Only the apparent low bidder (if large) will be required to provide a small business subcontracting plan (after bid opening). 00 21 13 has been modified to reflect this change. All goals are stated in the solicitations.

9. Due to the condition of the existing concrete and concrete parapet walls, during the course of demolition, more concrete will be removed in the area of the tie rods and for obtaining full depth of the cap as shown in the plans. Will the contractor be compensated for the additional tons of stone required as fill?

Answer: Payment for fill will be made according to section 01 22 00.00 02 paragraph 1.4.3:

1.4.3 ODOT Stone

Payment will be made for costs associated for all costs, to include, but not limited to, furnishing, transporting, stockpiling (if applicable), and placing the stone.

1.4.3.1 Payment

Payment will be made at the contract unit price ton in place for the following line items, which will constitute full compensation for providing all plant, labor, and materials, and performing all operations required to complete the work as specified herein, and as shown on the drawings. Provide stone materials consisting of new quarried materials.

Will USACE consider setting up a sheeting furnish bid item?”

Answer: See response above indicated the updated paragraph for measurement and payment for sheet pile.

Question: “‐‐‐‐‐Original Message‐‐‐‐‐ From: David Vogelheim [mailto:dvogelheim@durocher.biz] Sent: Tuesday, July 9, 2019 5:00 PM To: Kamad, Walter CIV USARMY CELRB (US) <Walter.Kamad@usace.army.mil>; Mackay, Kenneth E CIV USARMY CELRB (USA) <Kenneth.E.Mackay@usace.army.mil> Subject: [Non‐DoD Source] Cleveland Breakwater Questions

Gentleman, We just noticed an item in the specs for driving sheet piling that should be addressed.

Section 31 41 16 Part 3.1.1.2.e describes some requirements for driving piles that are cumbersome and not conducive to normal pile driving sequencing. Why are these requirements in the specification? It is our opinion that this entire section e should be removed. If the intent is to drive piles in a manner that protect the existing structure, that should be up to the contractor.

David Vogelheim P.E.

Project engineer

Durocher Marine Division”

Answer: Section 31 41 16 part 3.1.2.2.e is changed to the following with sub‐paragraph ‘(1)’ deleted.

e. Drive pilings in each run or continuous length of piling wall alternately in increments of depth to the required depth or elevation. No piling may be driven to a lower elevation than those behind it in the same run except when the pilings behind it cannot be driven deeper. Incrementally sequence driving of individual piles so that the difference in tip depths of adjacent piles does not hinder pile driving operations. Such difference is left to the contractor’s discretion. When the penetration resistance exceeds five blows per inch, do not drive the tip of any sheet pile more than 2 feet below any adjacent sheet pile. If the piling next to the one being driven tends to follow below final elevation it may be pinned to the next adjacent piling.

Note also the following sentence in section 01 35 13 part 1.3.6.5

Construction practices for placement quality of materials will follow those marine procedures normally found acceptable by the U.S. Army Corps of Engineers.
