SITE VISIT - Discussion Notes

Katherine St. Linde Restoration Project – Solicitation W912P419B0018

Pre-Bid Site Visit -- 04/17/2019

Location: Masser Group site, Katherine Street

USACE Employees present:

Casimir (Casey) Brzozowiec; Josh Unghire; Katie Lewis; Sue Garand; Tim Noon

Visitors present:

See accompanying sign-in sheet

Notes Topics:

All visitors were reminded that any questions concerning the solicitation must to be formally submitted in writing in an email to Casimir.Brzozowiec@usace.army.mil.

The following are notes of topics that were discussed during the site visit.

Topic-1 Solicitation material referenced a component of contaminated soil or “tar like substance”. Have there been additional sampling completed to determine what the material is and where is it located?

USACE Response No additional testing or sampling has been completed; the material was only identified visually according to E&E designers. Location is off the corner of the property industrial site near beginning of Area 4.

Topic -2 Are there trees on site that need to remain?

USACE Response Contract has specifications for which trees are to be removed. In general, native trees are to remain and reasonable limbing will be acceptable when discussed with the COR. However, a contractor must submit a formal request if a native tree “designated to remain” needs to be removed. There are no other agencies that need to approve a tree’s removal, but USACE still requires their standard review period of at least 2 weeks. Therefore please plan accordingly and do not make sudden field decisions.

Topic -3 When is high water conditions on the river and what does that look like?

USACE Response Water level during the site visit was 573 ft IGLD. Average summer water levels over the past three years have been have peaked at approximately 573.8. This does not include the short term high water level increases due to Seiche events.

Topic -4 Do reaches 1-3 require grading and excavation?

USACE Response Some excavation and grading can be found in the southern part of Reach 3, but is primarily associated with Reach 4 work. Please note that areas of fill throughout the whole project will also have to be graded properly so the new fill areas look presentable.

Topic -5 Can the NY State Discharge sign be moved in Area 3?

USACE Response Moving any sign on the property should be coordinated with Messer/Linde property management.

Topic -6 Clarification question on staging area location, specifically where is it?

USACE Response See the Key Plan, Sheet 3. However, the access road off the staging area may be changed with the future amendment of plan sheets due to the electrical wires that are currently in the way. Refer to those sheets when an amendment is issued.

Topic -7 During clearing and grubbing, does all woody material including trees need to be removed off-site?

USACE Response See section 3.1.2 and section 3.3. Invasive species need to be removed from the site.

Topic -8 Is the road at the south end of Area 4 available for access?

USACE Response Yes, this is a city road and is available for access. However, this should be coordinated with the City.

Topic -9 Are there any special requirements associated with the National Grid power lines

USACE Response Refer to section 01 35 00.011 and the notes on the amended plan sheets.

Additional Field notes:

Safety was reviewed at the beginning of the site walk, specifically asking visitors to watch where they step due to uneven terrain and to stay away from the water or cliffs edge since PFDs were not worn.

COR highlighted that contractor’s must fill out both bid schedules to be considered and the contracting officer will decide what schedule to award. Award will go to the lowest bidder on the longer schedule or the lowest bidder on the shorter schedule.

The tree of heaven was pointed out a few times which is one of the invasive species that needs to be removed from the project site.

The barrier trench was discussed. It is a design feature in Reach 3 and 4 that is required to prohibit invasive vegetation species which are outside our project limits from invading this space in the future.

COR stressed the need for on time submittals; specifically for any materials that may have a longer lead time since one of the bid schedules has a very short construction window. The minimum review period of 2 weeks was highlighted.

USACE explained the reason for two bid schedules was because the EPA would prefer completing all components except planting and invasive work before the end of our fiscal year, which may require expedited efforts.
