Questions and Answers and Clarifications
PLEASE NOTE
In accordance with FAR Clause 52.204-7(d), all vendors must be registered in SAM by the proposal due date. If an offeror is not registered by the proposal due date, the Contracting Officer wil proceed to award to the next otherwise successful registered Offeror.
QUESTIONS AND ANSWERS
Q1
Is there a geographical restriction associated with the subject project?
A1
There is no geographical restriction associated with this project. However, all work, including two way transport of the vessel between Cleveland, OH and the contractor's shipyard (if awarded), must be completed within the performance period of 140 calendar days. Liquidated damages of $1050/day will be imposed if completion is late. Additionally, the cost of the optional transport item will be included in the evaluation of offers.
Q2
We do not see a Bill Of Materials listed within the supplied drawings and were wondering if that was available to us in order to expedite the materials quotation process. Another option, if available to us, would be the drawings in CAD version with which we could enter into our own CAD program and create the BOM ourselves fairly easily. Please advise.
A2
A Bill of Materials is not available, nor are the the drawings available in CAD format.
Q3
The supplied drawing in the upper left information Block describes the inspection and oversight requirements of the fabrication. Fracture Critical and welding code AWS D1.5 Structural Bridge Welding Code is being referenced in the information. Typical marine structural welders are not qualified to D1.5 standards, but are qualified to AWS code D1.1. If the AWS Code D1.5 is in effect for this project please advise.
A3
The AWS D1.5 and fracture critical requirements are being removed from the solicitation. Revised drawings and Technical Provisions will be issued shortly in another amendment to the solicitation.
Q4
The information block also requires a CWI be present during fabrication. If AWS D1.5 is in effect does the CWI require D1.5 certification?
A4
Since the requirement for AWS D1.5 is dropped, the CWI does not need to be D1.5 certified.
Q5
It is noted A-36 Steel is identified on the drawing, however, this is an unusual steel for fracture critical application. Please confirm material grade.
A5
The A36 steel requirement stands. As noted in A3, the D1.5 and fracture critical requirements are being removed from the solicitation.
Q6
Do you have any information regarding the total weight of the new foundation as designed?
A6
The government does not have an estimate of the weight of the structure suitable for sharing with prospective offerors.
PLEASE ALSO NOTE SOME QUESTIONS THAT WERE SUBMITTED ARE STILL BEING RESEARCHED AND WILL BE POSTED IN A LATER AMENDMENT.
