TECHNICAL PROVISIONS– DB MCCAULEY CONVERSION
TP-1 WORKMANSHIP
TP-1.1 General
a. All labor shall be especially skilled for each kind of work, thorough, and first class in every respect, and under competent and coordinated supervision.
b. Where work of one trade joins, passes through, or is on other work, there shall be no discrepancy or misfit when completed. In engaging one kind of work with another, marring or damaging previously acceptable construction shall be cause for rejection.
c. All parts of the work intended to join or bear upon others shall have complete and solid surface contact and fit together neatly without excessive cold work during erection. All faying surfaces shall be painted and shall be clean and smooth before bolting up. Shims or liners shall not be used for the purpose of overcovering a bad fit.
d. Workmanship throughout shall be in accordance with the best modern practice and shall conform to the current editions of the American Welding Society D1.5D1.1 for all crane foundation structure above the main deck and the American Bureau of Shipping's "Rules for Building and Classing Steel Vessels" for the vessel hull interior structural modifications and U.S. Coast Guard rules as applicable.
e. All crane foundation structural steel members above the main deck, except for the steel crane deck plate, are fracture critical.
TP-1.2 Cutting. All edges and corners of plates and shapes shall be smooth and free of burrs. The use of a cutting torch is permissible for cutting plates and shapes to size, but the burning of bolt holes will not be permitted.
TP-1.3 Welders and Welding.
a. All welding under this job order shall be done only by welders who have successfully passed the qualification test of the American Welding Society D1.5D1.1, for all crane foundation structure above the main deck and the American Bureau of Shipping, for all vessel hull interior structural modifications.
b. The electrodes used throughout the work shall be suitable for use with the parent metal at each weld. Electrodes shall be received on the job in unbroken packages bearing the manufacturer's label or be similarly marked.
c. Assembly of all welded joints before welding shall be such as to secure proper gaps in butt welds and metal to metal contact on fillet welds. Welding shall not be used to close openings larger that stipulated for each plate thickness by the American Welding society D1.5D1.1 for all crane foundation structure above the main deck and by the American Bureau of Shipping, for all vessel hull interior structural modifications. Surfaces to be welded shall be free from paint, scale, etc.
DB MCCAULEY CONVERSION TECHNICAL PROVISIONS– Rev 14 DEC 2017 PAGE 2 of 4
d. Welding procedures, as to direction, length, number and sequence of beads, shall be carefully planned so as to minimize locked up stresses.
e. All welding is to conform to the specifications set up by the American Welding Society D1.5D1.1 for all crane foundation structure above the main deck and the American Bureau of Shipping “Rules for Building and Classing Steel Vessels”, for all vessel hull interior structural modifications and shall be in compliance with these requirements, in accordance with TP-1.3c.
f. The Contractor shall employ appropriate welding procedures and grounding connections to preclude the possibility of anodic erosion of the hull.
TP-2 INSPECTION AND TESTS-
TP-2.1 The work will be conducted under the general direction of the Contracting Officer and is subject to inspection by any appointed inspectors to insure strict compliance with the terms of the Contract. No inspector is authorized to change any provision of the specifications without written authorization of the Contracting Officer, nor shall the presence or absence of an inspector relieve the Contractor from any requirements of the Job Order.
TP-2.2 The Contractor’s certified welding inspector (CWI) shall visually inspect 100% of all welds throughout the welding process, for the crane foundation structure above main deck, to assure compliance with AWS D1.5D1.1 and the approved weld procedure specification (WPS).
TP-2.3 Inspection and tests shall be made at such times and in a manner satisfactory to the Contracting Officer. Inspections shall include, but are not limited to, the following stages of construction:
• Fabrication of Crane Foundation Structural Assembly Above Main Deck (excluding crane deck plate, timber retaining structure and end crane stop structure) - 1/3 complete stage; 2/3 complete stage; final complete stage, prior to installation on vessel main deck
• Vessel Hull Interior Structural Modifications - prior to installation of crane foundation structural assembly on vessel main deck
• Placement of Fabricated Crane Foundation Structural Assembly on Vessel (excluding crane deck plate, timber retaining structure and end crane stop structure) – inspection to consist of witnessing placement of assembly onto vessel main deck
• Inspection of Complete Crane Foundation Structural Assembly (including installation of crane deck plate timber retaining structure and end crane stop structure) – inspection is required of this structure, prior to painting
The Contactor shall notify the Contracting Officer as construction progresses to each of all the above stage, so that the inspections may be arranged by the Contracting Officer.
The Contract shall be responsible for hiring the services of a third party marine surveyor to position the crane foundation structural assemble onto the vessel’s main deck.
DB MCCAULEY CONVERSION TECHNICAL PROVISIONS– Rev 14 DEC 2017 PAGE 3 of 4
The contractor shall hire the services of a person or person(s) who are certified to perform non-destructive testing (NDT) of the crane foundation structure above the main deck and the vessel hull interior structural modifications welds. NDT certification for the person or person(s) performing NDT shall be a minimum of NDT II, in accordance with the requirements of International Standard ISO 9712 – Non-destructive testing – Qualification and certification of personnel.
NDT shall be performed for the crane foundation structure above the main deck and vessel hull interior structural modifications, mina accordance with the following:
• Crane Foundation Structure Above Main Deck:
A minimum of 50% of all fillet welds and partial penetration welds shall be randomly selected and examined by magnetic particle testing (MT) or dye penetrant testing (PT).
100% of all fillet and partial penetration welds at all wide flange beam end connections shall be examined by magnetic particle testing (MT) or dye penetrant testing (PT).
100% of all fracture critical full−penetration welds shall be ultrasonically tested (UT), except the steel crane deck plate.
Butt joints shall be examined by both radiological testing (RT) and ultrasonic testing (UT).
Vessel Hull Interior Structural Modifications shall be examined by dye Penetrant Test (PT), for
10% of total fillet weld linear length.
The Contractor shall keep the Contracting Officer informed of the desired time of all proposed tests or inspections.
TP-2.4 When any workmanship, material, or apparatus fails to pass any test or inspection it shall be fully retested only after all known defects have been eliminated therefrom.
TP-3 PAINTS-
TP-3.1 Paints shall be accurately compounded of materials as called for in the applicable specifications therefore.
TP-3.2 Paint shall be well mixed before use so that it can be readily broken with a paddle to a smooth uniform paint of good spraying consistency. Paint shall be applied in accordance with the manufacturers standards or recommendations for proper application.
TP-3.3 Commercial paint systems shall be those of a reputable manufacturer of marine coatings, of a premium grade, and suitable for fresh water service. The paint system shall be applied properly allowing adequate drying times. If the surface preparation recommended by the manufacturer and the preparation called for in these specifications are different, the method calling for the higher degree of surface preparation shall be used.
TP-3.4 The Contractor shall furnish paint combs and a reliable dry film thickness gage and take random measurements in the presence of the Government Inspector to demonstrate that the specified paint film thicknesses are achieved for each coat of paint.

TP-4 MATERIALS, OPERATING CHARACTERISTICS, ETC.- Any material not specified shall be the best of its kind, suitable for the purpose intended, and subject to the approval of the Contracting Officer.
Where sizes, firs, operating characteristics or controls are not specified, they shall be as approved by the Contracting Officer.
