QUESTIONS ANSWERS
Subject: Response to Bidder Questions, Lorain Outer Breakwater Rehabilitation, Lorain Harbor, OH
1. Question: Would the government consider performing the test in actual cell rather than on shore.
Confirmation coring and video logging of the holes can be performed to verify results. This has an advantage of consolidating a cell with permanent value and reduces the effort necessary.
Response: Government will not consider performing the test/demonstration in an actual cell. The existing steel piles are known to be corroded and cracked in some locations. The exact composition of the cell fill is not known at this time. Testing is needed to determine grout spread within the cell fill material. Depending on grout type chosen pressures to pump the grout could vary considerably. Government does not want to risk damaging one of the existing cell to determine the best way to rehabilitate another. Repair or removal of a damaged cell due to the testing/demonstration operation would be costly. It seems unreasonable for the Government to require this risk to be borne by the contractor.
2. Question: The test cell acceptance criteria is not defined and it is the contractors risk if another test must be performed. Please define the maximum increase in stress on the sheet piles is allowed and what criteria will be used to determine acceptance of the grouted stone.
Response: Maximum increase in stress on the piles is to be determined as part of the grouting plan; see part 1 GENERAL of section 03 37 00. The end result of the grouting is to create a self-supporting mass structure within the sheet pile cellular wall. The demonstration should result in a mass structure that stands upright under its own weight without support from the piles or pipe used as the form to contain the grout.
3. Question: Consider changing the pay item to Each for the test cell work. This is experimental work. The work plan will be prepared with input and approval from the Government and the determination of the success of the test is subjective. Performing a second test will have significant costs to retrieve the stone from the breakwater, build the test cell and perform the test.
Response: Will not change pay item to Each. Paragraph 1.3.5.1 of section 03 37 00 includes the sentence “Samples of the aggregate may be obtained by the contractor for the purpose of testing grout mixes and grouting techniques.” Enough material should be retrieved from the breakwater to allow the contractor to do any necessary testing and trials prior to performing the required demonstration.
4. Question: Please consider adding individual pay items for each component of work. Attached is the pay schedule for similar work performed by the USACE with pay items for the different items of work and each grout mix. Suggest pay items be added in the base bid for- Drilling (LF), Flowable fill (CY), Grout (CF), Verification Coring (LF). Suggest added pay items for Option A would include Drilling (LF), Grout (CF), Verification Coring (LF).
Response: Will not add pay items. Number of drill holes, length of each hole, and grout volume (grout material may be expansive or not) could be highly variable based on the grout material/mix selected by the contractor.
W912P417B0006
5. Question: Section 1.3.6 requires grout mixes to “completely fill the voids.” This is not a realistic expectation as the gradation of the existing stone fill is a variable there is likely some infilling of the groutable voids with sand and silt. I was unable to find defined acceptance criteria in the Chicago Breakwater specifications. Please consider a defining the acceptance of the work to allow for variability in the aggregate fill.
Response: The end result of the grouting is to create a self-supporting mass structure within the sheet pile cellular wall. The grouted cell fill should result in a mass structure that stands upright under its own weight without support from the existing piles. Paragraph 1.3.5.1 of section 03 37 00 describes the cell fill as “crushed stone, crushed gravel, and/or clean run-of-bank material of 3 inch maximum size and reasonably well graded”. Grout material should be selected based on this description.
6. Question: Please provide the specification for the concrete and reinforcement to be placed in arc between cells 40 and 41. Sheet C-102, note on bottom left side of drawing (Nothing noted in specifications).
Response: Note 6 is added to sheet C-102: “Concrete is to achieve min. 3000 psi compressive strength at 28 days, include air entrainment with air content between 4.5% and 7.5% and include additives as needed to allow placement at the detached breakwater. No reinforcement is required.”
A page change is provided to replace sheet C-102.
7. Question: Have samples of the aggregate cell fill been obtained by the USACE? If so, was any gradation testing performed on these samples and can this information be provided to the Contractors? We are interested in the lower end of the gradation (the amount of fines content). This information is need to evaluate the potential grout material types and grout quantities for the project. If samples are available, will the Contractor be allowed to perform his own testing on these samples prior to the bid date?
Response: USACE has not obtained representative samples of the cell fill.
