Contractor Questions
1) I want to verify the deadline is 22 Septemeber 2014, not May 30 as stated in the solicitation.
Answer: Yes the deadline for bid proposals is September 22, 2014 @ 12:00PM EST.
2) The Past Performance sheet you provided contains two pages, if were allowed up to 6 projects in Tab 1, then we would be at 12 pages for Tab 2 which, according to the chart has a max limit of 6 pages. Could you please clarify?
Answer: The max is 3 projects for Factor 2/Tab 2; please see amendment correcting administrative error. Questionnaire is two pages long for 3 projects which would limit to 6 pages.
3) The Past Performance sheet you provided is only a project description form and does not have a section for evaluation. How will this be evaluated if the sheet does not indicate if the project was completed as "acceptable or unacceptable?"
Answer: The Government will evaluate the questionnaire via comparing project work to evaluation criteria. Government will also contact project reference for evaluation proposes also.
4) To clarify, the task orders will be firm fixed price and NOT lump sum?
Answer: Task orders will be Firm Fixed Price.
5) We wanted to verify that the Past Performance Questionnaire (PPQ) included as Attachment 2 with the above-referenced solicitation to provide Geotechnical Drilling Services is the full and correct version of the PPQ? Usually there are ratings to be evaluated by the client, but this form only contains a section for listing work performed and comments, so wanted to clarify with you.
Answer: Yes, PPQ is the correct version. Please see amendment with administrative error correction which corrects CLIENT INFORMATION (Client to complete Blocks 5-8) to (Client to complete Blocks 5-6). As stated above in question 3 the Government will evaluate the questionnaire via comparing project work to evaluation criteria. Government will also contact project reference for evaluation proposes also.
6) Just wanted to mention that we noticed PPQ refers to blocks 7 and 8 under client section, but both are missing. And do not find instructions on where they should be submitted. Should PPQs be emailed to you?
Answer: You are correct there are only six sections on the questionnaire and that was by design, the questionnaire was been condensed. You would submit the questionnaire to the Government in your bid package. An electronic copy of proposal submissions are required along with mailed or hand delivered packages.
